HomeMy Public PortalAbout19961104REGULAR COUNCIL MEETING NOVEMBER 4, 1996 CALL TO ORDER The Regular Council Meeting was called to order on November 4, 1996, 7:30 P.M. with Mayor Duane Schreimann presiding. Prayer was offered by Rev. David Bundrick, First Assembly of God, followed by the Pledge of Allegiance. ROLL CALL The following Council Members were present for roll call: Present: Byrd, Haake, Jackson, Jaynes, Kammerdiener, Landwehr, McDowell, Nelson, Nilges and Vincent Absent: None A quorum was declared present. SPECIAL PRESENTATIONS Mr. Nick Luetkemeyer, 811 Esther, made a presentation regarding Bill 96 -91 pertaining to temporary signs. Mr. Ed Johnson, 8306 W. Southeast Court, Columbia, MO, made a presentation regarding SHARE, a food distribution organization. He requested that Council contact his organization if a building can be located that the organization can utilize rent -free from which the food can be distributed in Jefferson City. CONSENT AGENDA The following items were brought before the Council on the Consent Agenda: a. Minutes of October 21, 1996, City Council Meeting b. Approving the Extension of Contract with the Jefferson City Area Chamber of Commerce for Economic Development c. Approval of Permissive Use of 700 Briarwood Court A motion was made by Councilman Charles Jackson to approve the Consent Agenda, seconded by Councilman Bill Byrd, and approved unanimously. Councilman Steve Nelson commended Rev. Bundrickatthis point for the "Hallelujah Night" REGULAR COUNCIL MEETING NOVEMBER 4, 1996 party sponsored by First Assembly of God as a Halloween night alternative for children. BIDS OVER $25,000 Second -Year Renewal of Bid 1580 - Liquid Ferric Chloride, Public Works Dept - Councilman Steve Nelson moved for approval of the bid, seconded by Councilman Charles Jackson and the motion was approved unanimously. REGULAR COUNCIL MEETING NOVEMBER 4, 1996 BILLS INTRODUCED Bill 96 -106, sponsored by Councilman Haake, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A GRANT AGREEMENT WITH MISSOURI HIGHWAY AND TRANSPORTATION COMMISSION FOR THE PURCHASE OF EQUIPMENT FOR THE GENERAL PUBLIC TRANSPORTATION PROJECT TO BE FUNDED UNDER A 5309 PUBLIC TRANSIT CAPITAL ASSISTANCE GRANT. Councilman Carolyn McDowell requested that Bill 96 -83 remain on the Informal Calendar. Bill 96 -91, sponsored by Councilman Kammerdiener, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE CODE OF THE CITY OF JEFFERSON, MISSOURI, PERTAINING TO TEMPORARY SIGNS BY REPEALING SUBPART (C) OF SECTION 3 -6 (TEMPORARY SIGNS) OF THE CODE AND ENACTING IN LIEU THEREOF A NEW SUBPART (C) OF SECTION 3 -6 PERTAINING TO THE SAME SUBJECT. Councilman Randy Kammerdiener requested that Bill 96 -91 be removed from the Informal Calendar and placed on final passage. Bill 96 -91 was read third time by title placed on final passage. A motion was made by Councilman Kammerdiener to amend Bill 96 -91 as follows, seconded by Councilman Charles Jackson: The proposed language in Section 3 -6, subparagraph (C) shall be amended by changing " ...shall be removed within thirty days after the election thirty days" to "...shall be removed within seven days after the election." Motion to amend was approved unanimously. Bill 96 -91 was then passed, as amended, by the following vote as Ordinance 12549: Aye: Byrd, Haake, Jackson, Jaynes, Kammerdiener, Landwehr, McDowell, Nelson, Nilges and Vincent Nay: None REGULAR COUNCIL MEETING NOVEMBER 4, 1996 Bill 96 -92, sponsored by Councilman Nilges, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, REPEALING ORDINANCE 12202 PERTAINING TO THE PERSONNEL POLICY MANUAL FOR THE MUNICIPAL SERVICE OF JEFFERSON CITY, MISSOURI, AND ENACTING A NEW ORDINANCE IN LIEU THEREOF. Councilman Rick Nilges requested that Bill 96 -92 remain on the Informal Calendar RESOLUTIONS RS96 -11 Supporting Highway 179 Transportation Corporation (Haake). A motion was made by Councilman Larry Vincent to adopt RS96 -11, seconded by Councilman Steve Nelson, and approved unanimously. COUNCIL LIAISON REPORTS There were no Council liaison reports given at this time. NEW BUSINESS There was no new business to come before the Council at this time. UNFINISHED BUSINESS There was no unfinished business to come before the Council at this time. EXECUTIVE SESSION MINUTES Executive Session Minutes of October 21, 1996 Councilman Byrd moved that the minutes by approved, seconded by Councilman Jaynes, and approved unanimously. EXECUTIVE SESSION There being no further business to come before the Council at this time, Councilman Jaynes moved that the Council go into Executive Session for the purpose of discussing personnel, real estate and litigation, seconded by Councilman Jaynes, and approved REGULAR COUNCIL MEETING NOVEMBER 4, 1996 unanimously at 8:20 P.M. by the following roll -call vote: Aye: Byrd, Haake, Jackson, Jaynes, Kammerdiener, Landwehr, McDowell, Nelson and Vincent Nay: Nilges
