CALL TO ORDER
The Regular Council Meeting was called to order on November 4, 1996, 7:30 P.M. with
Mayor Duane Schreimann presiding.
Prayer was offered by Rev. David Bundrick, First Assembly of God, followed by the Pledge
of Allegiance.
ROLL CALL
The following Council Members were present for roll call:
Present: Byrd, Haake, Jackson, Jaynes, Kammerdiener, Landwehr, McDowell, Nelson,
Nilges and Vincent
Absent: None
A quorum was declared present.
SPECIAL PRESENTATIONS
Mr. Nick Luetkemeyer, 811 Esther, made a presentation regarding Bill 96 -91 pertaining
to temporary signs.
Mr. Ed Johnson, 8306 W. Southeast Court, Columbia, MO, made a presentation regarding
SHARE, a food distribution organization. He requested that Council contact his organization
if a building can be located that the organization can utilize rent -free from which the food
can be distributed in Jefferson City.
CONSENT AGENDA
The following items were brought before the Council on the Consent Agenda:
a. Minutes of October 21, 1996, City Council Meeting
b. Approving the Extension of Contract with the Jefferson City Area Chamber of
Commerce for Economic Development
c. Approval of Permissive Use of 700 Briarwood Court
A motion was made by Councilman Charles Jackson to approve the Consent Agenda,
seconded by Councilman Bill Byrd, and approved unanimously.
Councilman Steve Nelson commended Rev. Bundrickatthis point for the "Hallelujah Night"

party sponsored by First Assembly of God as a Halloween night alternative for children.
BIDS OVER $25,000
Second -Year Renewal of Bid 1580 - Liquid Ferric Chloride, Public Works Dept - Councilman
Steve Nelson moved for approval of the bid, seconded by Councilman Charles Jackson and
the motion was approved unanimously.

Councilman Carolyn McDowell moved that the appointments be approved, seconded by

Councilman Randy Kammerdiener requested that Bill 96 -91 be removed from the Informal
Calendar and placed on final passage. Bill 96 -91 was read third time by title placed on final
passage. A motion was made by Councilman Kammerdiener to amend Bill 96 -91 as
follows, seconded by Councilman Charles Jackson:
The proposed language in Section 3 -6, subparagraph (C) shall be amended by
changing " ...shall be removed within thirty days after the election thirty days" to
"...shall be removed within seven days after the election."
Motion to amend was approved unanimously. Bill 96 -91 was then passed, as amended, by
the following vote as Ordinance 12549:

Councilman Rick Nilges requested that Bill 96 -92 remain on the Informal Calendar

made by Councilman Larry Vincent to adopt RS96 -11, seconded by
Councilman Steve Nelson, and approved unanimously.

Councilman Byrd moved that the minutes by approved, seconded by Councilman Jaynes,
and approved unanimously.
EXECUTIVE SESSION
There being no further business to come before the Council at this time, Councilman
Jaynes moved that the Council go into Executive Session for the purpose of discussing
personnel, real estate and litigation, seconded by Councilman Jaynes, and approved
