On November 18, 2014, the City executed a First Amendment to theAgreement, extending the term through June 30, 2015. On September 19, 2016, the City executed aSecond Amendment to the Agreement extending the term through June 30, 2020. Although the contracttechnically expired on June 30, 2020, the County has continued to provide public safety communicationservices pursuant to the agreement. Now that the City's final budget has been adopted, staff is bringingthe contract renewal forward as the FY 20-21 adopted budget accounts for the contract amount. City staffis confident that in each of the following four fiscal years the City budget will have sufficient funding forthe subject contract. The contract allows for an annual 3% increase each year of the contract.Law enforcement services for the City are provided by the San Mateo County Sheriffs Office and theSheriffs Office uses only one dispatch service provider. The dispatch service for the Sheriffs Office isa separate County department: the San Mateo County Office of Public Safety Communications.The Public Safety Communications Center is responsible for answering both emergency and non-emergency calls for service. The Communications Center is the primary answering point for 9-1-1 callswithin the unincorporated areas San Mateo County, the Cities of East Palo Alto Half Moon Bay, Millbrae,Portola Valley, San Carlos, and Woodside.The Third Amendment to the Agreement with the County of San Mateo extends the Agreement from July1, 2020 through June 30, 2025 at a total cost of $1,571,785, to be paid over the five-year term as outlinedin the fee schedule below.Pape 1 of 2 FY 20/21FY 21/22FY 22/23FY 23/24FY 24/25Annual Fee$296.053$304,934$314,083$323,505$333,210QuarterlyBilling Rate$74,013$76,234$78,521$80,876$83,303A 3% cost increase has been factored into each fiscal year's fee. The increase represents the increasingcosts to the Public Safety Communications operating budget, including but not limited to increases inlabor costs.FISCAL IMPACT:The operating budget includes sufficient funding to cover this Third Amendment.COUNCIL ACTION:Adopt a Resolution authorizing the City Manager to execute a Third Amendment to the Agreement for PublicSafety Communication Services with the County of San Mateo.Pa (TP. 7 nf7 CITY OF MILLBRAE, COUNTY OF SAN MATEOSTATE OF CALIFORNIA***RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MILLBRAEAUTHOmZING THE CITY MANAGER TO EXECUTE A THIRDAMENDMENT OF THE AGREEMENT FOR COMMUNICATIONS (PUBLICSAFETY DISPATCH) SERVICES WITH THE COUNTY OF SAN MATEOTHROUGH JUNE 30, 2025WHEREAS, the City of Millbrae contracts for Public Safety Dispatch serviceswith the County of San Mateo through its Office of Public Safety Communications (CountyPSC) through an Agreement dated December 1, 2009; andWHEREAS, on November 18, 2014 the parties executed a First Amendment to theAgreement, extending the term through June 30, 2015 and on September 19, 2016 theparties executed a Second Amendment to the Agreement extending the term through June30,2020;andWHEREAS, the County PSC has continued to provide a high level of service tothe City ofMillbrae; andWHEREAS, it is in the best interest of the community for the City to continue tocontract its public safety dispatch services with County PSC, by executing a ThirdAmendment to the Agreement with the County of San Mateo that extends the Agreementfrom July 1, 2020 through June 30, 2025 at a total cost of $1,571,785, to be paid over thefive-year term.NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OFTHE CITY OF MILLBRAE authorizes the City Manager to execute the ThirdAmendment to the Agreement between the County of San Mateo and the City ofMillbraefor Communication (Public Safety Dispatch) ServicesREGULARLY PASSED AND ADOPTED this 14th day of July, 2020.MayorATTEST:City Clerk
