REGULAR MEETING AUGUST 5, 1968
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above
date at 7:30 p.m.
Mayor Pro tempore Green in the chair.
Councilmen Byork, Green, Liewer and Siokos answered the
roll call. Councilman Stevens was absent.
It was moved by Councilman Siokos, seconded by Councilman
Byork, and carried, that Councilman Stevens' absence be
excused.
It was moved by Councilman Byork, seconded by Councilman
Siokos, and carried, that the minutes of the regular
meeting of July 15, 1968, be approved as written.
RESOLUTION N0. 6g-~+2 entitled: "RESOLUTION OF THE CITY Res. 69-42
COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE Demands
DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR."
was presented. It was moved by Councilman Siokos,
seconded by Councilman. Liewer, that said resolution be
adopted.

WRITTEN COMMUNICATIONS
A letter from Mr. Courtney Dalton, 12436,Stoneacre Street, Letter from C.

presented. It was moved by Councilman Siokos, seconded To Rec:~~Cam.
by Councilman Byork, and carried, that the letter be
accepted and filed.
Mrs. 0. B. Gordon, a Lynwood teacher, who will go to Mrs. 0. Gordon
Aberdeen, Scotland, as an exchange teacher,was present. exchange teaches
Mrs. Gordon was given a letter of introduction and a to Aberdeen,
Lynwood plaque to be presented to the City Council of Scotland
Aberdeen.
REPORTS AND REQUESTS
The request from Lynwood Unified School District that
the City name the school district as additional insured
on its liability policy, held over from the previous
meeting, was presentede The City Cierk informed the
Council that there will be no additional charge for
naming the School Distrct as additional insured on
the City's liability policy. It was moved by Councilman
Byork, seconded by Councilman Liewer, and carried, that
the request be approved.
A request from the Muscular Dystrophy Associations
of America, Inc. for permission to conduct their annual
fund raising appeal during the month of December, 1969,
was presented. It was moved by Councilman Siokos,
seconded by Councilman Liewer, and carried, that the
request be granted.
The matter of the construction of a storm drain along
the south property :line of the Seventh Day Adventist
school property, referred to the City Attorney at
the July 15 meeting, was presented by Mr~ Lazzaretto,
Administrative Assistant, who read the City Attorney's
opinion. It was the Attorney's opinion that the

SDA storm construction of the storm drain is a public municipal
drain bid purpose and not within *he ^onstltutional prohibition
awarded to against gift of public funds. A report on the bids
G. W. Shore received was presented indicating that six bids were
received, and that G. W. Shore was the low bidder at
a total price of $32,736,00, and it was recommended
that the contract for the construction of a storm drain
lateral along the existing easement south of the
Seventh Day Adventist school property be awarded to
G. W, Shore at a r,otal price of $32,736° It was moved
by Councilman Siokos, se;:onded by !councilman Liewer,
that the contract be awarded to G~ G1. Shore, the low
biddero

Report on For the Council's infor°mation a report was presented
lg6g-70 on the lg6g-70 property assessments. The preliminary
assessed figures indicated a decrease from original estimates
valuation of approximately $1,3?0,000. After rechecking, the
County Assessor found than an error had been made
and after correction, the City's valuation, exclusive
of Public Uti:l.ity values;wiL1 exceed original estimates
by approximate:~y $2,10'7,000. Assuming that public
utility assessments remain the same as well as the
existing tax .rate, the additional_ valuation will
result in an increase of approx~..mately $11,588 in the
General Fund and $4,635 in tl~ie Retirement Fund.

The City Council was inf_'or~med that as requested, the
of Recreation Director, Chief of Police, and Fire Chief
have analyzed their respective building needs and
preliminary drawings for the .remodeling of the Fire
and Police buildings and ~ new Recreation building
have been made. The plan are available for the Council's
study. The advisability and p,: opriety of having a
study session with the department heads concerned with
remodeling plans was disn~sed, with no date being
established for such. ~ s`:.,idy
The Administrative Ass~~_star~t pr•eser,.ted a report of
Planning Commission act.cns taken at its July 22nd
meeting, as follows:
1. Approved the parcel map for rh.e Watts Industrial
Park Development.
2. -Voted to establish hearings for rezoning of the
area bounded by Long Beach Boulevard, Fernwood Avenue,
State Street, and Imperial Highway, as requested by
Lynwood Investment Corooratian.
3. Received a preliminary repor°t from the planning-
engineering firm of Lampman and Associates concerning
the impact of the Century Freeway upon the City.
Larripman ~& ~~ ~ ~ ~Mr. Clifford E, Lampman and Mr. Owen Mennard of
Associates Lampman and Associates, addressed the Council to
report present a preliminary .report on their planning-engineering
?resented study relative to the development of the Century Freeway
and its affect upon the City. Mr. Mennard touched
briefly on the various items contained in the study
and made particular _~^eferenrve to the areas of greatest
concern, such as .removal. of land uses and reuse of
residential land along the freeway; traffic circulation
and proposed patterns of strUets of major and secondary
importance; affect upon schools located in or near the
path of the freeway, and adequacy of water storage and
sewer facilities. Drawings were presented indicating
the,~freeway routing and proposed redevelopment of
areas affected by its construction. Space limitations
indicated that an elevated freeway, attractively
landscaped, would be the most desirable for the City
and, with suitable underpasses, would aid in maintaining
the one-City image. At the request of Mr. Lampman
the

Council did not go into the report in precise detail at
this time as the Planning Commission has not yet had
an opportunity to review the report and make advisory
recommendations to the City Council.
es. 6g-43 The Council was informed that Lieutenant Governor Reineke
ranting an proclaimed July 21, 1969, a holiday celebrating the
'dditional landing of American spacemen on the Moon. The holiday
oliday for was observed by all mistiellaneous employees. In order
niformed to grant uniformed po.liee and fire personnel the same
°rsonnel additional holiday benefit, it was recommended that
the City Council authorize the crediting of one additional
holiday to those employees by adoption of RESOLUTION N0.

Prudential The Administrative Assisr.:ant presented a report on
overall bids received for furn.Isr~ing uniforms for all public
awarded bid works employees. The low bidder, Prudential Overall,
`for public offers uniforms at $1.00 per change with a 4% per ',
works employee nonth allowance to be dedu~;t:ed in Dieu of vacation __
uniform and sick leave, and agrees to replace all uniforms
no longer serviceable and to clean, mend and furnish

ORAL COMMUNICATIONS
Ben Wolfe re Mr. Ben Wolfe, 3506 Century Boulevard, addressed the
',,Lyn. Police Council to complain of treatment accorded him on July
,Off. i8, 1969, by Police Officers Morrelli, Smyth and
Henderson when they en?-eyed ~-~s business on said date.
It was suggested by tree Mayon and concurred in by the

City Attorney that the matter be discussed .in an
executive session, and the City Attorney also suggested
that the City Clerk be inv:_r:ed in to take notes. ~

Mr. Jerry Rokos, 12217 Bu11is Road, addressed the Council
to complain that Sears Roebuck has not closed off the
driveway approach to the vacant property they own on
Orchard Avenue. Mr. Lazzaretto informed the Council that
Sears has been notified of the violation and an application
has been filed for a change of zone to CB-l. The
Administrative Assistant was asked to investigate the
possibility of a temporary closing of the driveway
approaches and to report at the next Council meeting.
Mr. Rokos also spoke in obje~^tion to increased property
assessments resulting in greater revenue to the City
without increasing the tax rate, and questioned the
City's not seeking other types of revenue such as
increased business license taxes. Mr. Rokos also
questioned the legality of the Council meeting to
study the plan for the proposed remodeling of the
Police, Fire and Recreation facilities. He was told
that the Council wished to nave a briefing session only
for the purpose of seeking information from the
department heads concerning the proposed remodeling
plans ,
Councilman Byork spoke of the possibility of placing
a sign of some type containing emblems of all Lynwood's
service clubs at Fernwood Avenue and Long Beach Boulevard.
Mr. Lazzaretto was asked to contact the various service
clubs about such a venture and find out if they would
wish to take part in it.
Discussion re
Sears vacant
property at
Bullis & Orchar
Councilman Byork. commented on a recent newspaper article
concerning Police Officer Eppley and his work which resulted
in finding a suspect innocent of the crime of which he
was accused.
The meeting was adjourned to executive session. Following
the executive session, the Mayor called the meeting to
order.
The City Attorney presented f`or the Council's approval Betty Heinl
an agreement between the City and Mrs Betty Heinl for agreement
the improvement of her property located at 11815 Virginia approved
Avenue. Mrs. Heinl will put- up a $4,000 cash bond with
the City Clerk with the money to be .released, with
approval of the Building Inspector, in installments as
the work is com~.leted. If the work is not completed,
the money would be for that purpose. Any expense over
$~I,000 would be a lien on the property. It was moved
by Councilman Siokos, seconded by Councilman Byork, and
carried, that the Council approve execution of said agreement.

Liewer, and carried, that the meeting be adjourned.
