HomeMy Public PortalAboutM 1969-08-19 - CC~U REGULAR MEETING AUGUST 19, 1968 The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road, on above date at 7:30 p.m. Mayor Stevens in the chair. Councilmen Byork, Green, Liewer, Siokos, Stevens answered the roll call. It was moved by Councilman Siokos, seconded by Councilman Liewer, and carried, that the minutes of the regular meeting of August 5, 1969, be approved as written. Res. 69-44 RESOLUTION N0. 69-44 entitled: "RESOLUTION OF THE CITY Demands COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR." was presented. It was moved by Councilman Siokos, seconded by Councilman Green, that said resolution be adopted. Roll Call: Ayes: Councilmen Byork, Green, Liewer, Siokos, Stevens. Noes: None. Absent: None. Service pin Service pin awards were announced by the Mayor as follows: awards Five-year - Bob Chaney, Walter Griffin, Arthur Heidke, Kenneth Jewell, Evelyn Suprenard, William Schultz, Kyle Williams; ten-year - Robert Goodale, Robert Zaiger; fifteen-year - Walter Greenslitt; twenty-five year - Maurice Wood. Robert Zaiger and Maurice Wood were present to receive their service pins. Mr. Norman Wasserman of the Chamber of Commerce, accompanied by Rhonda Miller, Miss Lynwood, presented to the Mayor a ticket to the annual recognition banquet to be held on September 20th. Mr. Kenneth Thompson presented to the City a copy of a brochure describing the Apollo Moon Landing Project. He asked that it be filed in the city's archives for posterity. ORDINANCES AND RESOLUTIONS Ord. 869 ORDINANCE N0. 869 entitled: "AN ORDINANCE OF THE CITY Zoning Mona OF LYNWOOD AMENDING ORDINANCE N0. 570 FOR THE PURPOSE Annex OF ESTABLISHING A ZONING CLASSIFICATION OF THE MONA BOULEVARD ANNEXATION N0. 1, AND THE ADOPTION OF AN AMENDING SECTION OF THE ZONING MAP WHICH IS MADE A PART OF SAID ORDINANCE N0. 570." was presented for second reading. It was moved by Councilman Byork, seconded by Councilman Green, and carried, that further reading be waived. It was moved by Councilman Byork, seconded by Councilman Green, that said ordinance be adopted as read for the second time, finally passed and be published as required !by law . Res. 69-45 RESOLUTION N0. 69-45 entitled: "A RESOLUTION OF THE Establishing INCORPORATED CITY OF LYNWOOD ESTABLISHING TAX DISTRICT Tax Dist. #1 NUMBER 1 OF SAID CITY, FIXING THE RATES OF TAXES, AND LEVYING TAXES FOR THE FISCAL YEAR BEGINNING JULY 1, 1869, ~L~~~, AND ENDING JUNE 30, 1970." was presented, It was moved by Councilman Green, seconded by Councilman Liewer, that said resolution be adopted. Roll Call: Ayes: Councilmen Byork, Green, Liewer, Siokos, Stevens. Noes: None. Absent: None. WRITTEN COMMUNICATIONS ~•-• A letter from Mrs. Bernice Gordon was read. Mrs. Gordon expressed appreciation for the plaque which the City Council provided for presentation to the City of Aberdeen, Scotland where she will be teaching for the ensuing year. It was moved by Councilman Byork, seconded by Councilman Siokos, and carried, that the letter be accepted and filed. REPORTS AND REQUESTS The City Clerk informed the Council that accounts receiv- able totaling $1,579.94 have been deemed uncollectible by Retail Merchants Credit Association, to whom they were referred for collection. Permission was requested to place these accounts in the inactive files. It was moved by Councilman Green, seconded by Councilman Siokos, that the request be granted. The Manager reported that as requested by the city Council at its previous meeting, representatives of Sears Roebuck Company were contacted regarding closing of the driveway approaches to the vacant property Sears Roebuck owns on Orchard Avenue. The company does not wish to rempve their approaches pending a decision on the zone change pending before the Planning Commission„ It was suggested by the City Council that Sears place barriers on their property in order to prohibit parking on the unpaved, vacant lots pending the Planning Commission decision. For the Council's information the Manager reported on proposed signs bearing the insignias of the various service clubs, and presented drawings of similar signs obtained from the cities of South Gate and Paramount for the Council's consideration. Letters concerning participation by the various service clubs have been sent but no responses have yet been received, The Manager reported that the Police Chief and City Engineer have reviewed the parking problem on Wright Road between Duncan Avenue and a point approximately six hundred feet south. The study was made as complaints indicated that autos parked along the west curb line caused southbound traffic to cross over the double yellow line, thereby causing a hazard. Also, a number of accidents have been reported in this area which substantiated the complaints. It has been determined that other than widening the street, the only improvement in the situation would result from eliminating all on-street parking in the area. In order to protect the adjacent property owners and to improve safety conditions, it was recommended that the City Council adopt a resolution prohibiting on-street parking at all times along Wright Road between Duncan Avenue and a point approximately 600 feet south. WHEREIN PARKING IS PROHIBITED AT ALL TMES." was presented by the City Manager. Mr. W. A. Carpenter, 11.21.7 Wright Road, addressed the Council to describe the traffic hazards in the area under discussion as well as at. Wright Road and the angle point north of Beechwood Avenue. He urged that everything possible be done to eliminate the extremely dangerous traffic conditions and suggested that parking be prohibited on the east side of Wright Road, It was moved by Councilman Siokos, seconded by Council- man Green, that said resolution be adopted, and that measures to correct the ha~,ardo~zs conditions at the angle point described by Mr. Carpenter be investigated. Report on A report on the tree removal program was presented by tree removal the City Manager who .r.ecommended that the Council program - authorize a call for bids for' the removal of 150 bid call hazardous street trees, bids to be received in the 9/5/69 10 a.m.office of the City Clerk no later than i0 a.m. on September 5, 1969. Noes : None Absent: None. The Mayor declared the meeting adjourned to executive session for the purpose of discussing an appointment to fill the existing vacancy on the Recreation Commission. Following the executive session, the Mayor called the meeting to order. Cecil Councilman Liewer nominated Mr. Cecil Abernathy as Abernathy a member of the Recreation Commission. It was moved Rec. Com. by Councilman Green, seconded by Councilman Siokos, and carried, that nominations be closed and that a unanimous ballot be cast for Mr. Cecil Abernathy as a member of the Recreation Commission. ORAL COMMUNICATIONS Mr. Jerry Rokos, 12217 Bullis Road, addressed the Council to urge that Sears Roebuck Company be required to comply with the city ordinance concerning removal of the driveway approaches on Orchard Avenue, and that they be given the choice of° removing the approaches immediately, or immediately closing them off, As an alternative, the City Manager suggested that either Sears build immediately or pave the area as a parking lot. Mr. Rokos also discussed the tree removal program and suggested saving trees by root pruning as was done in one instance last year. He also suggested that the city make available trees for people who want to plant them themselves. He commented also on having executive sessions after a1a other C:,uncil business is concluded ~o~ as was done at the August 5th meeting, as a convenience to those citizens who attend the Council meetings. Mr, Dallas Smithson, 11057 Wright Road, addressed the Council concerning the traffic hazard on Wright Road and suggested that greater safety could be achieved by changing the angle in Wright Road to a curve. The Mayor informed the Council that a letter has been received from REACT, a volunteer radio group, offering the members services wherever neededa Mayor Stevens stated that he has been requested by Discussion Mr. Raymond P. Warden, advisor to Lynwood Order of concerning a DeMolay, to have a DeMolay day on a Tuesday prior DeMolay day to the opening of school. He asked the City Manager to set up such a day for the next Council meeting where the boys can act in the various city administrative capacities. Mayor Stevens also asked the City Manager to investigate a complaint concerning a hole in the street in the 3200 block on Cedar Avenue. Mayor Stevens introduced his daughter Laurie and her cousin Linda Curtis who were present in the audience. The Mayor also thanked the members of the Council and others for the flowers and cards set to him during his recent illness. It was moved by Councilman Siokos, seconded by Councilman Green, and carried, that the meeting be adjourned.
