REGULAR MEETING SEPTEMBER 16, 1969
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above
date at 7:30 p.m.
Mayor Stevens in the chair.
Councilmen Byork, Green, Liewer, Siokos, Stevens answered

As requested at the August 19 meeting, the Manager
reported that hazardous traffic. conditions on Wright
Road between Beechwood Avenue and Louise Street have been
investigated. On-street parking in the area has been.
restricted, reflectorized curve signs have been
installed and the sheet marking alignment is being
changed. In order to reduce the hazard still further,
it was proposed that the Council authorize the
construction of a two-way amber warning system to
be installed at a cost of approximately $2,000.
Various means of providing warning to the motorists
using this street were discussed, and it was moved by
Councilman Siokos, se~:;onded by Councilman Green, that
two-faced reflectors be placed in the middle of the
double line on the sr._reet , that. a bank of reflectorized
signs be installed and that the 25-mile per hour speed
limit be painted on t:he street.

The Manager reported that in order to provide sewer
utilities to the Watts .Industrial. Park, the developers
are required to tie into the :ewer t~~un.k line into the
east roadway of Alameda Street, ne.~essitating extension
of the line across the Southern Pacific right-of-way
north of Butler Avenue. The instal~_ation has been
approved by the So~a.thern Pacific Company with the
restriction that an agreement rriust: exist between
Southern Pacific and the City of Lynwood for an ease-
ment for the proposed construction. Contracts have
been drawn and have been approved by the City Engineer,
Water Superintendent and City Attorney. In order to
permit the installation of the required sewer main
to serve the Watts Industrial. Par°k, the Manager
recommended that the Ci.':y Coi.znci 1 approve a contract
with the Southern Pacific Company and authorize the
Mayor to execute the contract on behalf of the City of
Lynwood. It was moved by Councilman Green, seconded
by Councilman Byork, and carried, that the Council
concur in the Manager's recommendations.
A report on the offer submitted by Lynwood Investment
Corporation for 15 City owned lots located in the
proposed core area shopping center was presented by
the City Manager. The developers have offered
$233,750 for the lots and have asked that the escrow
close concurrently with the escrows covering all
properties in the area, anal that the buyer may extend
the escrow for periods of 30 days upon payment of 1%
of the purchase price per month, up to 180 days.
The City would have the right to lease-back the lots
on a month-to-month basis for $100 per month with a
60 day cancellation clause, and the City would have the
right to remove all or any part of the buildings
located on the property within 60 days after the close
of escrow. It was the Manager's recommendation that
prior to a final decision on the offer by the City
Council, that a legal study of the contractural
agreement be made by the City Attorney, that an

It was moved by Counclman Leaver, seconded by
Councilman Green, that the co?^ztra::tural agreement

the appraisal of the property and relocation of
public works facilities be referred to the City

A report on Pers•:~nnel Boa~~d recommendations was
presented by the Cit:•y Manage: as follows:
1. Adoption of the job descr_ption f`or the Code
Enforcement Officer c~assification and
2. Amendment of the classification for Police Sergeant
to include a requirement for 30 college units in order
to qualify far- promotion, and include in the classification
description f°or Pollice Lieutenant trio stipulation that
eligible candidates a.,quire an intermediate POST certificate
in order to qual.if'y fcr the lieutenant examination.
Pursuant to the advice of the Personnel. Board, the
Manager recommended friar the Caun~i1 approve the

The Manager presented a report on the preliminary
plans for remodeling of the Pol.ic°e Depariement
facilities, and suggested that an adjourned or
special. meeting be set for discussion of precise
plans for the remodeling. It was agreed that a
suitable date for su.~::h a meeting would be Friday,
September 19, 1.968, at 4:30 p.m. In discussing
the matter, the passibility of planning a

145 hazardous trees was presented by the City
Manager. He recatnrnended t.-hat t;he low bid of $.10,850,

Liewer, that the cont.ra~~t for removal of 1~5 hazardous
parkway trees be awarded ~~~ r.,,he low bidder, American
Tree Service, far a total price of $1.0,850.

Modification of the existing contr.°act with Cooperative
Personnel Services, an agency of` the State, for
providing civil service examination material was
presented by the City Manager Because of the loss
of the City Manager and the Administrative Assistant
and of the great amount of time in~aolved in administering
the examination program, it was recommended that the
City Council ai_:ow the City Manager to secure all
personnel servi^es tr:~rough ~~vnt.ract with Cooperative
Personnel Services. It was moved by Councilman Byork,
seconded by Caunca.lman Greer, that the Council concur

regret at losing Mr. Erickson as City Manager and
complimented the Council on its choice of replacement.
Mr. Rokos also expressed. concern about the approval
of a contract: for removal of par°kway trees . He was
assured that only frees in a hazardous condition and
beyond saving were being ~°emoved, and that the Council
has directed that the trees be replaced.
Rokos objects Mr. Rokos also ob~;e~ted to the appr°oval by the
to Sears Planning Comm~.ssi.on of the rezoning of the south side
rezoning of Orchard. Avenue between'; Long Bea::^h Boulevard and
Bulbs Road, and presen'~.ed an appeal of the Planning

Liewer, and carried, that the meeting be adjourned to 9/19/69 4:30 p.m
Friday, September 19, 1969, at 4:30 p.m., and that in memory of
the meeting be closed by observing a moment of silent Peter Lundberg
prayer in memory of Peter T. Lundberg, who lost his
life in Vietnam.
