A CAPITAL PROJECT AUTIIORIZING RESOLUTION OF
THE VILLAGE COTJNCIL OF THE VILLAGE OF KEY
BrscAYNE, FLORIDA, APPROVING THE PURCHASE OF
RADIO EQTIIPMENT FOR THE FIRE DEPARTMENT
FROM MOTOROLA SOLUTIONS,INC.; PROVIDING FOR
AUTHORIZATION; DECLARING CERTAIN EQTIIPMENT
AS SURPLUS PROPERTY; AUTHORIZING THE SALE OR
DISPOSITION OF SURPLUS PROPERTY; PROVIDING
FOR IMPLEMENTATION; PROVIDING FOR REPEAL;
AND PROVIDING FOR AN EFFECTTVE DATE.
WHEREAS, pursuant to Section 3.07(b) of the Village of Key Biscayne (the "Village')
Charter, the Village Council desires to authorize the expendinre of Village funds for a capital project
consisting of the purchase of radios (the "Equipment") for the Village's Fire Department (the
"Departrnent") to continue serving the Village residents and visitors and to facilitate the provision
of day-to-day operations of the Department; and
WIIEREAS, the type of purchase contemplated by the Village for ttre Equipment has been
competitively bid and awarded by Broward County RFP No. R1422515R1/PI (the "Broward
County Contact"); and
WHEREAS, in accordance with Section 2-86 of the Village's Code of Ordinances (the
"Code"), the Village Council seeks to authorize the Village Manager to purchase the Equipment
from Motorola Solutions, Inc. (the "Vendor") consistent with the Broward County Contract and
the Vendor's quote, attached hereto as composite "Exhibit "A" (the "Quote"); and
WHEREAS, the Village Council declares the equipment listed on Exhibit "B" attached
hereto (the "surplus Property") as surplus propeqy as they have become obsolete, have outlived
their usefulness, have become inadequate for the public purposes for which they were intended, or
are no longer needed for public purposes in light of the purchases authorized by this Resolution,
and authorizes the Village Manager to setl or otherwise dispose of the Surplus Property; and
WHEREAS, the Village Council finds that this Resolution is in the best interest and
welfare of the citizens of the Village.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COLTNCIL OF Tm
VILLAGE OF KEY BISCAYNE, FLORTDA AS FOLLOWS:
Section 1. Recitals. That each of the above-stated recitals are hereby adopted,
confirmed, and incorporated herein.
Section 2. Approval. That the Village Council hereby approves the purchase of the
Equipment from the Vendor.
Section 3. Authorization. That the Village Council hereby authorizes the Village
Manager to purchase the Equipment from the Vendor consistent with the terms and conditions of
the Broward County Contract and the Quote, subject to budgeted funds in an amount not to exceed
$204,728.00.
Section 4. Declaration of Surplus ProperW. That the Surplus Property has become
obsolete, has outlived its usefulness, has become inadequate for the public purposes for which it
was intended, or is no longer needed for public purposes. AccordinglY, the Village Council
declares the Surplus Property listed on Exhibit "Bn'attached hereto to be surplus personal property
of the Village.
Section 5., Authorizinesale or Disposition of Surplus Pronerty. That the Village
Manager is hereby authorized to sell, donate, or dispose of the Surplus Property by public auction
or other procedure determined by the Village Manager to be in the best interests of the Village.
Any surplus property items acquired by the Village pnrsuant to govenrmental grant programs shall
only be disposed of in accordance with procedures and criteria applicable to such grant programs.
Section 6. Implementation. That the Village Council hereby authorizes the Village
Manager to execute any purchase order or required documentation for the purchases described in
this Resolution, subject to approval by the Viltage Attorney as to form and legaliry, and to take
any action which is reasonably necessary to implement the purpose of this Resolution.
Section 7. Repeal. That Resolution 2019-69 is hereby repealed.
Section 8. Effective Date. That this Resolution shall be effective immediately upon
adoption.

Authorizing for approval for Fire Department
Radio Equipment
RECOMMENDATION
Approve the resolution authorizing the Village Manager to purchase new radio
equipment from Motorola Solutions in the amount not to exceed $215,804.95. This
resolution will include the planed phase 1 and Phase 2 radio purchase of truck radios
and handheld devices. This equipment will allow us to continue our essential function of
emergency radio communications with Miami Fire Department and respond to 911
dispatches. The funding of $250,000 is allocated in the FY20 Capital lmprovement Fund
for this purpose.
BACKGROUND
On May 17,2017, the City of Miami adopted a resolution R-17-0248 approving the
procurement and implementation of an 800 Megahertz ('MHZ') Digital Trunked
Simulcast Network System ("System") as part of the ongoing efforts to upgrade and
enhance two-way radio communications throughout the City of Miami. Key Biscayne
Fire Rescue ("KBFR") has had a 27-year relationship with the City of Miami Fire
Department. Via the Automatic Aid Contract, the infrastructure for dispatch and fire
radio communications is provided by the City of Miami, however, the Village must
purchase its own radio hardware.
The current radio equipment has reached end-of-life and requires replacement with a
P25 compliant system to ensure interoperability with other first responders' systems.
The Village has seven (7) units of fixed radio equipment installed in its vehicles and fire
station and a need for twenty-five (25) handheld devices which will need to be replaced
to bring the Village's equipment up-to-date. The purchase of the equipment was
intended to be initiated in two phases, but no action was taken on the previous
resolution because of hardware and software problem. The first phase, was intended to
include the two fixed fire station radios, and five mobile response radios within the Fire-
Rescue vehicles. What was the second phase was intended to include the 25 handheld
devices once the City of Miami has completed field trials and selected an approved
handheld radio.

The handheld radios included a five (5) year warranty call "Essential Warranty with
Accidental Coverage" which covers any issues with the radio including accidental
physical damage. The truck mounted/mobile radios, included a three (3) year "Essential
Warranty" which covers any issues with the radios excluding physical damage.
Approval of this resolution will allow funding to purchase Motorola equipment.
The City of Miami recently purchased its fixed and mobile radio systems. Due to the
Automatic Aid Contract with the City of Miami, KBFR has decided to purchase the same
system so that City of Miami will service the system under the contract when necessary.
The Village will piggyback off of the Broward County P25 System and Services Master
Agreement with Motorola Solutions, lnc. RFP R1422515R1/P1
Our research has shown that this contract provides the best pricing compared to other

handheld response radio equipment from Motorola Solutions under the Broward County
Contract in an amount not to exceed $215,804.95 which includes radios, accessories

EACKGROUND
on May 17,2017, the city of Miami adopted a resolution R-17-ozftgapproving theprocurement and implementation of an 800 Megahertz ('MHZ") Digital'irunke-d
simulcast Network System ("system") as part oI tne onloing efforfu to upgrade andenhance two'wa} radio communications throughout the-Citiot Miami. ti"-y eir"uyn"
Fire Rescue ("KBFR") has had a27-year relati6nship with tire Cityof Mianii fireDepartment. Via the Automatic Aid Contract, the infiastructure foi dispatch and fire
radio communications is provided by the city of Miami, however, the Vilhge mustpurchase its own radio hardware.
The current radio equipment has reached end-of-life and requires replacement with a
P25 compliant system to.ensure interoperability with other fiist responders' systems.
The- Village has seven (7) units of fixed radio equipment installed in its vehicles and firestation and a need for twenty-five (25) handheld devices which will need to be replacedto bring the Village's equipment upto-date. The purchase of the equipment wasintended to be initiated in two phases, but no action was taken on t'he previous
resolution because of hardware and software problem. The first phase, was intended toinclude the two fixed fire station radios, and five mobile response radios within the Fire-Rescue vehicles. What was the second phase was intended to include the 25 handheld
devices once the City of Miami has completed field trials and selected an approvedhandheld radio.

The handheld radios included a five (5) year warranty call "Essential Warranty with
Accidental Coverage" which covers any issues with the radio including accidental
physicaldamage. The truck mounted/mobile radios, included a three (3) year "Essential
Warranty" which covers any issues with the radios excluding physical damage.
Approval of this resolution will allow funding to purchase Motorola equipment.
The City of Miami recently purchased its fixed and mobile radio systems. Due to the
Automatic Aid Contract with the City of Miami, KBFR has decided to purchase the same
system so that City of Miami will service the system under the contract when necessary.
The Village will piggyback off of the Broward County P25 System and Services Master
Agreement with Motorola Solutions, lnc. RFP R1422515R1/P1
Our research has shown that this contract provides the best pricing compared to other

WHEREAS, pursuant to Section 3.07(b) of the Village of Key Biscayne (the "Village")

consisting of the purchase of radios (the "Equipment") for the Village's Fire Department (the
"Department") to continue serving the Village residents and visitors and to facilitate the provision
of day-to-day operations of the Department; and
WHEREAS, the type ofpurchase contemplated by the Village for the Equipment has been
competitively bid and awarded by Broward County RFP No. R1422515R1/P1 (the "Broward
County Contract"); and
WHEREAS, in accordance with Section 2-86 of the Village's Code of Ordinances (the
"Code'), the Village Council seeks to authorize the Village Manager to purchase the Equipment
from Motorola Solutions, Inc. (the "Vendor') consistent with the Broward County Contract and
the vendor's quote, attached hereto as composite "Exhibit "A" (the "euote'); and
WHEREAS, the Village Council declares the equipment listed on Exhibit "B" attached
hereto (the "Surplus Property") as surplus property as they have become obsolete, have outlived.
