HomeMy Public PortalAbout1994-09-08 Special Meeting18=5 COUNCIL MINUTES SPECIAL MEETING - SEPTEMBER 8. 1994 A Special Meeting of the Bal Harbour Village Council was held on Thursday, September 8, 1994, in the Council Chamber at Bal Harbour Village Hall. The meeting was called to order by Mayor Spiegel at 4:57 p.m. The roll was called and those present were: Mayor Estelle Spiegel Assistant Mayor Matthew B. Blank Councilman James E. Boggess Councilman Andrew R. Hirschl Councilman Sol M. Taplin Also present: Alfred Treppeda, Interim Village Manager/Police Chief Jeanette Horton, Village Clerk Richard J. Weiss, Village Attorney As a quorum was determined to be present, the meeting commenced. 2. Employment agreement between Bal Harbour Village and Edward A. Gross: Mr. Weiss reviewed the agreement for the Council. Assistant Mayor Blank questioned Mr. Weiss if in his opinion this was a fair agreement. Mr. Weiss replied in his opinion this is a fair agreement. Councilman Hirschl questioned if something is left out of the written goals and objectives, would there be legal a issue if the Council wished to terminate the agreement. Mr. Weiss replied this employee can be terminated at any time the Council desires, and pay the severance pay as stated in the agreement. A motion was offered by Assistant Mayor Blank and seconded by Councilman Taplin to approve the Employment Agreement. The motion carried with the vote as follows: Mayor Spiegel aye; Assistant Mayor Blank aye; Councilman Boggess; aye; Councilman Hirschl aye; Councilman Taplin aye. 3. Resolution: A Resolution was read, by title, by the Village Clerk, adopting the report of the Ad Hoc Tri-City Beach Maintenance Committee. A motion was offered by Councilman Boggess and seconded by Councilman Hirschl to adopt this Resolution. The motion carried with the vote as follows: Mayor Spiegel aye;' Assistant Mayor Blank aye; Councilman Boggess aye; Councilman Hirschl aye; Councilman Taplin aye, thus becoming Special Council Meeting 9/8/94 1 186 RESOLUTION NO. 499 A RESOLUTION OF BAL HARBOUR VILLAGE, FLORIDA ADOPTING THE REPORT OF THE AD HOC TRI-CITY COMMITTEE BEACH MAINTENANCE AND URGING METROPOLITAN DADE COUNTY TO ACCEPT THE AGREEMENT AND IMPLEMENT THE RECOMMENDATIONS CONTAINED THEREIN AND PROVIDING FOR AN EFFECTIVE DATE. 4. Other Business: Mr. Olsen questioned what is happening to the Ordinance for Council's consideration in reference to trucks and parking. Mr. Weiss replied, if possible, will have on next months agenda. Discussion followed as the method to be used of advertising zoning changes. Mr. Olsen proceeded to question if anything can be done about boats fishing 3 to 5 feet from the seawall. Mr. Weiss replied he will look into this matter. Mr. Olsen further explained xhe Civic Association is in the process of changing the Security system for the Village. He then continued to explain the system to the Council, which should be implemented by Mid November. 5. Adjourn: There being no further business to come before the Council a motion was offered by Councilman Hirschl and seconded by Councilman Boggess to adjourn.
