HomeMy Public PortalAboutM 1969-10-09 - CC~t~_~ ADJOURNED REGULAR MEETING OCTOBER 9, 196 The City Council of the City of Lynwood met in an adjourned regular session in the City Hall, 11330 Bullis Road, on above date at 6 p.m. Mayor Stevens in the chair. Councilmen Byork, Liewer, Siokos, Stevens answered the roll call. Councilman Green was absent. An agreement extending the existing animal regulation agreement between the City of Lynwood and the Southern California Humane Society for the calendar year 1970 was presented for the Council's approval. It was moved by Councilman Byork, seconded by Councilman Liewer, and carried, that the agreement be approved. SPCA agree- ment approved A request from the Southern California Conference of SDA parade Seventh-day Adventists for permission to hold a parade approved in conjunction with their annual Pathfinder Fair was 10/19/69 presented. The fair and parade will be held on October 19, and the parade is scheduled to begin at 12:30 p.m. and run until 1:15 p.m. The parade route is planned to commence on Imperial Highway between Sampson and Jackson streets, proceeding east to Pine, south on Pine to Elmwood, thence to Harris and ending near the church. It was moved by Councilman Siokos, seconded by Councilman Byork, and carried, that permission be granted, subject to compliance with Police Department regulations. Representatives of Lampman and Associates were present Lampman and Mr. Owen Menard addressed the Council concerning report r- the questions raised at the previous meeting. He presented explained that Fernwood Avenue frontage road cannot continue easterly to Atlantic Avenue because it would be too close to the ramp system and serious conflict would result between the freeway ramp and the entrance to Atlantic Avenue. The frontage road would have to terminate at either First Street or Elm Street. While Fernwood is perhaps necessary to allow access to parcels that presently exist, it was felt that local circulation would best be served by Cortland and Fernwood. It was suggested that in the city's right of way agreement and discussions with the Division of Highways, that this be portrayed as a frontage road for access to existing parcels. An underpass at Gertrude Drive was discussed and the Council was informed that it was not included as it would tend to result in excessive traffic through the existing residential blocks both north and south of Fernwood Avenue. Various aspects of the report were discussed informally and the Council was reminded that precise details of the reconstruction of the location circulation system would not be determined at this time; that precise design of the freeway has not yet been started and will not be commenced until after the agreement is signed. Mr. Menard stated that the State is obligated to rehabilitate the local cir- culation system to the city's s~.tisfaction and must provide access to land presently having legal frontage . Roll Call: Ayes: Councilmen Byork, Liewer, Siokos, Stevens.. Noes: None. Absent: Councilman Green. Mr. George Higgins questioned the recommendation about an underpass at Gertrude Drive. After further discussion, Mr. Lampman suggested that if there is any question about including an underpass at Gertrude, he would prefer that the report be amended to include it. It was moved by Councilman Siokos, seconded by Council- man Liewer, that the report be amended to include an underpass at Gertrude Drive. Roll Call: Ayes: Councilmen Byork, Liewer, Siokos, Stevens. Noes: None. Absent: Councilman Green.
