REGULAR MEETING OCTOBER 21, 1968
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above
date at 7:30 p.m,
Councilmen Byork, Liewer, Siokos answered the roll call.
Councilmen Green and Stevens were absent.
Councilman Siokos in the chair.
It was moved by Councilman Liewer, seconded by Council-
man Byork, and carried, that the absence of Councilmen
Green and Stevens be excused.
It was moved by Councilman Byork, seconded by Council-
man Liewer, and carried, that the minutes of the
October 7, 1869, meeting and the adjourned regular
meeting of October g, 1968, be approved as written.
RESOLUTION N0. 69-59 entitled: "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING
THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN
THEREFOR." was presented. It was moved by Council-
man Liewer, seconded by Councilman Byork, that said
resolution be adopted.

Absent: Councilmen Green and Stevens.
At the request of the Lynwood Optimist Club, the
Council declared the week of November 9 - 15, 1869,
as "Youth Appreciation Week" for the City of
Lynwood.
PUBLIC HEARINGS
Res. 69-59
Demands
The hour of 7:30 p.m. having arrived, said hour Hearing --
being the time fixed for continued hearing on the L & W Com Co ..
revocation of the special permit of Lou B. Higgins, continued
dba L & W Commercial Co., the Mayor inquired if
there were any present wishing to be heard.
Mr. Weitzman of San Bernardino, executive secretary
of the California Refuse Removal Council, addressed
the Council on Mrs. Higgins behalf. He explained
the background of Mrs. Higgins' business operations
in the City and said that although she presently
has only 12 accounts, she has decided she wishes
to continue the business. Mr. Weitzman said
they know Mrs.. Higgins owes the license fee and
she has been negligent in letting the obligation
go. He stated she feels she can made a success
of the business and asked that if legally possible,
she be permitted to retain her special permit and
pay the current year's license fee of $300 and
penalty of $30, with the remaining delinquent
amount of $660 to be paid on monthly installments.
The City Attorney said this could not be done because
of Lynwood City Code Section 20.15 which prohibits
the issuance of a license for any succeeding license
period to any person who is indebted to the City
for any unpaid license fee.
Mr. Weitzman said the association is interested in
giving Mrs. Higgins the help needed to build up
her business and would guarantee payment of the

license fee; however, he would have to go back to the
association with the matter at its next meeting of
November 4.
The City Attorney stated that Council could not
take any official action but could grant a further
continuance.
Mr. Weitzman requested a 30 day continuance and it
was moved by Councilman Byork, seconded by Council-
man Liewer, and carried, that the hearing be
continued to the next regular meeting of November
4, 1969, at 7:30 p.m.
ORDINANCES AND RESOLUTIONS
Res. 69-60 The City Manager presented a report concerning the
Authorizing State Attorney General's investigation into an
Atty. Gen. alleged conspiracy among various automobile
to sue on manufacturers and the Automobile Manufacturers'
behalf of city Association to retard the introduction of smog
auto manufact. control devices into California. Although the
Federal government and the defendants have agreed
to a consent decree which will conclude the
Federal proceedings against the automobile
manufacturers, the State Attorney General is
contemplating an action on behalf of the State of
California and its cities and counties for damages
resulting from smog. The Manager presented to the
Council RESOLUTION N0. 69-60 entitled: RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING
THE ATTORNEY GENERAL OF CALIFORNIA TO CONDUCT LEGAL
PROCEEDINGS." for adoption, should the Council
wish to support the action of and grant authority
to the State Attorney General to represent the
City of Lynwood. It was moved by Councilman Byork,
seconded by Councilman Liewer, that said resolution
be adopted.

WRITTEN COMMUNICATIONS
Letter opposing A letter from the Board of Supervisors of Los Angeles
HR 13270 County urging the Council's opposition to the passage
of HR 13270 which would alter the tax exempt status
of local bond issues was presented. It was moved by
Councilman Byork, seconded by Councilman Liewer, and
carried, that a resolution be prepared opposing
adoption of HR 13270 for consideration by the
City Council.
REPORTS AND REQUESTS
Girl Scout A request from the Long Beach Girl Scout Council
requests for permission to conduct the annual calendar sale
granted on November 21 through December 6, advance cookie
orders March 6 - 16, 1970, and cookie delivery
and booth sales April 17 - 27, 1970, was presented.
It was moved by Councilman Byork, seconded by
Councilman Liewer, and carried, that the request
be granted.
A request from Veterans of World War I, Lynwood
Barracks No, 2270, for permission to conduct their

annual Flag Button Sale on November 7 - 10, 1969,
was presented. It was moved by Councilman Liewer,
seconded by Councilman Byork, and carried, that
the sale be approved.
A request from the Women's Missionary Council,
Assembly of God Church, 11984 Santa Fe Avenue, for
permission to conduct their annual rummage sale on
the church parking lot on October 24 and 25, 1969,

The application of Wally Wallace for a special permit Wallace Christma
to conduct a Christmas Tree sales lot at 10310 Long tree sales lot
Beach Boulevard was presented. It was moved by 10310 Long Beath
Councilman Byork, seconded by Councilman Liewer, and
carried, that the special permit be granted
The Council was informed that because of an error in
tb~ legal description of an easement granted to the
City by Economic Resources Corporation, it would be
necessary to quitclaim the easement to Economic
Resources Corporation, and subsequently accept
a new deed containing the correct legal description,
for drainage easement purpose s It was moved by
Councilman Byork, that tY~e City Council authorize
execution of a corporation quitclaim deed to
Economic Resources Corporation for the following
described property:
That portion of the Tract of land marked "Omri J.
Bullis, 100.495 Acre" on the map of the Bullis Land,
,.... in the City of Lynwood, County of Los Angeles, State
of California, as per map recorded in Book 3, Page
399 of Miscellaneous Records, in the office of the
county recorder of said county, described as follows:
Beginning at the point of intersection of the
northerly line of the land described in Parcel 3 of
the final Decree of Distribution recorded on March
22, 1965, as Instrument No. 3216 in book D-2840
page 265 of Official Records of said county, with
a line parallel with and distant easterly 40.00
feet measured at right angles from the westerly line
of said "Omni J. Bullis 100.495 Acres." Said point
being a point in a non-tangent curve concave north-
easterly having a radius of 25.00 feet, a radial

Lynwood, County of Los Angeles, State of California,

reccrded on March 22, 1965, as Document No. 3216 in
Book D-2840, Page 265 of Official Records, in the

A request from Stanray Paclfi;: Corporation, 11633 S. Stanray Pacific

in front of their building was presented, The request
request was c°ef_erred to the Police Department for
investga.tio~n.
The report; pr°eviously provided to the City Council
on the star,us of the sale of city property at Bullis
and Carlin to Mr. Robert Hili was discussed. The
~ report concluded with the City Attorney's opinion
f! that the Council should authorize the City Manager
and City Attorney to .renegotiate the sale of the
property pursuant to the recommendations contained
in the report .

Mr. Robert; Hill 'addressed the Council to inform
them that when he purchased the property, he had
verbal loam ;;ommittments which were later withdrawn,
and r_,hat a.n FHA loan appeared to be the only
feasible means of financing the purchase of the
property at this time, and he was agreeable to
renegotiation of the terms of sale.
It was moored by Councilman Byork, seconded by
Councilman Liewer, and carried, that the City
Manager and City Attorney be authorized to
renegot:.iare f~he sa ~ e of the property pursuant
to the City Attorney's recommendations.
Fur the Coun~;i~'s information, the City Manager
reported on the actions of the Planning Commission
at its O~c.::.obei° i4 meeting, as fol.iows:
1. Granted to Jorgensen Steel Corporation a
variance to permit reduction in required parking
spaces from 321 to 125 spaces.
2. Granted to Manchester Tank and Equipment Co.
a variance to permit a reduction in required.
parking spaces in conjunction with the construction
of a combination warehouse-manufacturing structure,
on condition that tree applicant submit a precise
plot plan indicating a minimum of 65 spaces prior
to issuance of building permits.
The City Manager informed the Council that the
Los Angeles County Department of Real Estate
Management has advised that the County Fire
Department prope~~ty at Arlington and Atlantic Avenue
has been declared surplus, and it has been offered
to the City for $14,000. If the City has any
interest i.n acquiring the property, it must contact
the county by October 2.7 for opening of negotiations;
otherwise, it will be assumed the city has no need for
the property and it will be placed for sale on the
open market. The Manager recommended that the Council
grant permission f'or the initial contact with the
County in order to provide time for a complete study
of the property and its possible use to the City.
It was moved by Councilman Liewer, seconded by
Councilman Byork, and carried, that the City Manager
be authorized to contact the county concerning the
surplus property and following investigation to
report his findings to the Council.

The Council was informed that. the Planning Commission

Jorgensen Annex has recently adopted its resolution recommending
zone hearing classification of the Jorgensen Annexation as Zone
11/18 M-2, heavy manufacturing, and it would be in order
fo_r the Coun~zi to set a date for public hearing on
the establishment of permanent zoning of the annexed
territory.. It was moved by Councilman Liewer,
seconded by Councilman Byork, and carried, that a
public hearing be set for November 18, 1969, at
7.30 p.m~
CRAL COMMUNICATIONS
Mrs. Coward, X609 E. 0landa, addressed the Council
to request r,hat the overnight parking law be
enfor~^ed irl :,rder that the street may be swept,
and that the trailer sales company at Olanda and
Atl.anti~. be prohibited from cleaning and repairing
t ~~a.;_ 1er,~ =i n. the street . Chief` Damon was asked
r,o in~,~est.gar,e Mrs. Coward's complaints.
Mr. Jack ~ia.i.lard, 31.91 Sanb~~rn, Mr. Elliott,
?1-'i Bee:hc~~ood, and Mr. Wi7.lam Robertson, 3211
Sanbr~;rn, a7_:' addressed the Council concerning
'the p?,:,~p~,~ed rezoning of the central shopping
centes° a.:~•ea. They were informed that a public
hearing ~~as been set on the mattes for November
4 at 7:30 p~m~, and they would be heard at that
time.
'Complaint re Mr. A_:-~:~;b,-~e i egg, 36?1 Platt Avenue, addressed the

str°ee„ a~.~d stewing refuse along the way. He
was ins"o~~med that other L,ornpla.nts were received
and the c~~ntractor has assured the City Manager
that the problems will. be corrected.
Mr. and Mrs Frank 'Thompson, 10942 Elm Street,
asked what: can be done to preserve street trees
and avoid removing them. They were informed that
only those trees are being removed which are
considered hazardous, and those removed will
be replaced.
Councilman Liewer inquired about a parking
district in ~~he proposed ce_re area shopping center,
and was Lrformed that the extent of the city's
part.-ici_pation has not yet been determined. The
City Manager stated that the city is in constant
contact with the developers and they appear
to be go~_ng ahead with great optimism.
The meeting was adjourned to executive session.
Following the executive session, the meeting was
caJ.led to order.
