REGULAR MEETING NOVEMBER 4, 1968
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above
date at 7:30 p.m.
Mayor Stevens in the chair.
Councilmen Byork, Green, Liewer, Siokos, Stevens
answered the roll call.
It was moved by Councilman Siokos, seconded by Council-
man Liewer, and carried, that the minutes of the
regular meeting of October 21, 1869, be approved as
written.
Res. 6g-61 RESOLUTION N0. 6g-61 entitled: "RESOLUTION OF THE
Demands CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND
APPROj.TING THF, DEMANDS PRESENTED AND ORDERING WARRANTS
DRAWN THEREFOR." was presented. It was moved by
Councilman Siokos, seconded by Councilman Green, that
said resolution be adopted.

Ayes: Councilmen Byork, Green, Liewer, Siokos, Stevens.
Noes: None.

Hearing - The hour of ?:30 p.m. having arrived, said hour being
L & W Com. Co.the time fixed for continued hearing on the revocation
of the special permit of Lou B. Higgins, dba L & W
Commercia-! Co~, the Clerk stated that a check for the
$990 ~:,~wed in :~-cense fees had been receivedo
It was moved by Councilman Byork, seconded by Councilman
Siokos, and carried, that the Council accept the payment
of the license fees.
It was moved by Councilman Liewer, seconded by Council-
man Byork,!`~~ that the special
permit of Lou B. Higgins, dba L & W Commercial Co.,
not be revoked.

Hearing - The hour of 7:30 p.m. having arrived, said hour being
Sears, Roebuckthe time fixed for hearing on appeal of a change of zone
zone change from R-3, P-l, and C-2a to CB-1 of Lots 982, 983, 984,
985, 986, 987, 988, Tract 3172 (Sears, Roebuck and Co.),
the Mayor asked for information concerning the requested
change of zone.
The Manager stated that notice of the hearing had been
posted and published as required by law, and presented a
report on the subject zone change request which had been
recommended for approval by the Planning Commission.
The Clerk read the letter from Roger Townsend, 3567
Grchard, and five other property owners appealing the
decision of the Planning Commission. Also presented
was a letter from the Lynwood Chamber of Commerce
Executive Board of Directors recommending approval of
the zone change.
The Mayor inquired if anyone present wished to speak in
opposition to the zone change.

Mr. Roger Townsend, 3567 Orchard, addressed the Council Hearing - Sears

not enhance the neighborhood and it will not be pleasant zone change
to view. There will also be an increase of cars parking
on the street and the property values will be decreased.
Mrs. Geraldine Townsend, 3567 Orchard, addressed the
Council to oppose the zone change. She described the
view of the present auto center and spoke of trailers
~""' parked on the vacant lot causing a great deal of dust.

She also described the noise from the auto center and
from trailers and trucks loading and unloading early
in the morning.
Mr. Henry Homer, 2308 N. Bullis Road, Compton, also
spoke in opposition to the zone change.
Mr. Jerry Rokos, 12217 Bullis Road, addressed the
Council to oppose the zone change because of the
disturbance to the neighborhood. He stated there
would be little increase in sales tax and in assessed
valuation. As a result of the requested three exits
on Orcha~~d Avenue, traffic will be increased ana
parking on Orchard will have to be restricted. Mr.
Rokos presen';,ed a petition signed by Vicki Farwell,
356.1 Orcha-,^d, and sixteen others that opposed the
change of z:~n_, ,

Mr~ Dz:~k Donavin, 2650 E. Olympic, Los Angeles, a
representative ~f Sears, addressed the Councilo The
rQas~n fo:L the rezone application is to build a new
automotive center. The current station is antiquated
and the new automotive centers are very attractive.
There will no repair work, only sale and installation
of tires, batteries and accessories. As to noise,
there will be a buffer zone of 70 feet. The sales
tax is administered by the State of California and
the state makes the agreement to prorate the sales
tax between Compton and the City of Lynwood. Since
the new building will be entirely in the City of
Lynwood, all sales tax from the service center will
be given to the City. Mr. Donavin presented pictures
of new automotive centers and stated that this
building would be similar to other new service
centers Sears has built.
The City Council reviewed the plot plan with Mr.
Donavin.
Mr. Donald Frischer, 14349 Victory Boulevard, Van
Nuys, traffic consultant for Sears, explained the
results of surveys made at the present Sears service
Center and stated that traffic would not be greatly
affected on Bullis Road because only 25q of the
business at the service center is from people only
shopping at the station. 75y of the business is
from people shopping at the Sears complex.
Mr. Robert Owens, Sears representative, stated that
the development of an automotive center would be
the highest and best use for the corner. He
assured the Council that Sears will work very
closely with the Council and Planning Commission so
that the building and landscaping will be desirable
and acceptable to the City and the affected residents.

residents and property owners in the City.

would there be the same types of sales in the

The Manager presented a report on the subject zone
change request which had been recommended for
approval by the Planning Commission.
The City Clerk read the letters from John L. blintz,
Sure-Grip Skate Wheel Co., Inc., 11223 Peach Street;
V. W. Richardson, Lynwood Pattern Service, Inc.,
11233 Peach Street; Harry C, Ball, 7719 4th Place,
Downey, appealing the decision of the Planning
Commission. A petition signed by approximately
100 property owners and residents cf the City was
presented in faVOr of the zone change.
The Mayor ,inquired if there was anyone present wishing
to speak in opposition to the zone change.
Mro Danny Richardson, Lynwood Pattern Service, 11233
Peach Stree*;, opposed the zone change since it is
not needed to start tree development. Mr Richardson
explained that he did not oppose the shopping center,
but if the shopping center failed he could continue
to do business without being hindered by the CB-1 zone.

Mrs. Nellie Mti;Clain, 2g6o Beechwood, addressed the
Council to ask if ethe would be included in the
shopping district. She was informed that her property
would not be included;
Mr, William Robertson, 3211 Sanborn, addressed the
Council to oppose the zone criange. He stated that
the '.;B-1 zone would .not be beneficial if the
shopping center was not completed. He asked that
the CB-1 zone not be granted until the developers
establish ownership of all property.
The Mayor inquired if there was anyone wishing to
speak in favor of the zone change.
Mr. :Jack Ballard, 31g1 Sanborn, spoke in favor of
the CB-1 zonin'g~
The Mayor declared the hearing closed.
Councilman Sickos asked if the M-1 use could be
continued in the CB-1 zone The City Attorney stated
that ~_t ~..ould ~;,or~tinue indefinitely since the
Planning Commiss:a_an has never set a time limit on
non-confc rmiyag ~r.scs .
Counci_lm<;.rr Green :inquired as to what procedure would
property owners with R zone use go through tc add on
to their h.ornes. The Attorney stated that property

After discussion, it was moved by Cc~uncilman Siokos,
seconded 'by Cc,~nt.ilrnan Liewer, and carried, that
the Cour.~ ~~il c;;n^ur° i n the Planning Commission's
recommendation and grant the change of zone of that
property bounded by Long Beach Boulevard, Fernwood
Avenue, State Street, and Imperial Highway from
zones R-2, R-3, P-l, C-2, C-2a, C-3, and M-1 to
Zone CB-l.
An Ordinance entitled: "AN ORDINANCE AMENDING
ORDINANCE N0. 570 FOR THE PURPOSE OF CLASSIFICATION
OF CERTAIN PROPERTIES AND THE ADOPTION OF AN
AMENDED SECTION OF THE ZONING MAP WHICH IS A PART
OF SAID ORDINANCE." was presented for first reading.
It was moved by Councilman Byork, seconded by
Councilman Green, and carried, that further reading
be waived.

parking as a result of recent street improvements. The City
restrictions Engineer :has recommended specific parking restrictions

REPORTS AND REaUESTS
Pigeon permits Requests for pigeon permits fro~ri Steve Wagner, 3997
wanted Walnut, and Bill i'~IcPherson, 4046 Walnut, were presented.
It was mo~Jed by Ccun~cilman Siokos, seconded by Council-
man Byork, treat the pigeon permits be granted subject

except Councilman Green who voted no, the Mayor declared
the motion carried.
A report on the Stanray Pacific two-hour parking request
was presented. The Manager informed the Council that
the traffic authority has investigated the request
and recommended that two-hour parking be established
in front of 11633 Alameda Street. RESOLUTION N0.

The Ccu.ncil was i~.iormed that at its September 16
meeting a purchase proposal J1 $2.33,750 for the
15 city owned lots in. the core area from the
Lynwood Investment Corporation was presented. After
review of the proposa7_, the CourYcl voted to retain
an appraisal firm to determine the f. air market
value of the lots. Several appraisal firms were
contacted and three firms submitted bi.d proposals.
The low bid of $J..,050 subm:~tted by General
Appraisal Company ~s in line with estimates made
prior to the bid call. The Manager recommended
that the bid be awe.rded to General Appraisal Company
for a tc~_al px~i~.e of $1.,050.. It was m;}ved by
Councilman Liewer, seconded by Councilman Green,
that the Council concur in the Manager's recommendation.

For the Council's information, the Manager reported
on the action of the Planning Commission at its
special meeting of October 28. Approval of a
variance request foi: deviation from restrictions
relative to the sale of alcoholic beverages from
establishments located within 300 feet of an "R"
zone was recommended.
ORAL COMMUNICATIONS
Mr. Jerry Rokos, 12217 Bui:Iis Road, addressed the
Council concerning the ..right of appeal on a
conditional use permit He questioned the reason
why only the applicant has the right of appeal and
not the affected property owners. The City Attorney
him that the applicant is the aggrieved party and
that the property owners have tY',.e opportunity to
voice their opinions at the zone change hearing.
Mr. Rokos also discussed the Chamber of Commerce
Fall Festival and expreti sed d_~axpointment with
the games, ride:, and participation by the local
service clubs and merchants.

Mrs. Barbara Hackett, 2y27 Los Flores, addressed
the Council concerning protection of the children
in her neighbo-~~t~ood. She stated that the younger

children have teen attacked by older children and
asked what the parents could to do to protect
these. Mayor Ste~;ens suggested that a parent
alert system be estab.li~hed and that anything
suspicious be reported to the Police Department.
Study session It was moved by Councilman Siokos, seconded by
Nov. 6 4:30 p.mCouncilman Liewer, and carried, that a study
session for the purpose of meeting with the
firm of Martin & Flandrick be held November 6, 1969,
at x:30 p.m.
Councilman Green asked that a garage sale on Bullis
Road be investigated.
