The City Council of the City of Lynwood met in a regular
session i.n the City Hall, 11330 Bullis Road, on above
date at 7:30 p.m.
Mayor Stevens in the chair.
Councilmen Byork, Green, Liewer, Siokos, Stevens answered
the roll call.
It was moved by Councilman Siokos, seconded by Councilman
Green, and carried, that the minutes of the regular
meeting of November 4, lg6g, be approved as written.
RESOLUTION N0. 6g-65 entitled: "RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND
APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS
DRAWN THEREFORo" was presented. It was moved by
Councilman Siokos, seconded by Councilman Liewer,
that said resolution be adopted.

The City Manager presented a report on implementation
of the employee fringe benefits approved by the
City Council with the adoption of the 1869-70
fiscal budget, and presented a resolution entitled:

Camp Fire A request f:Lom the Rio Hondo Area Council of Camp Fire
Girls candy Girls, Inc. for permission to conduct their annual

Mr. Norman Wasserman, representing the Chamber of
Commerce, addressed the Council to explain that the
,,...~ Chamber does noc have the money for the license fee
prior to the show, so in the past it has been taken
care of after the festival. He said the waiver was
requested at this time because the Chamber needs the
money and also because it is felt that the festival
should be treated in the same manner as the Jaycees
4th of July celebration which is operated without
a license requirement. Mr. Wasserman explained
the benefits accruing to the City because of the
Fall Festival operation and asked consideration of
the requested waiver. He also explained the
difficulty in obtaining participation in the festival
by local service clubs and that every effort was
made to obtain their participation.
In the ensuing discussion, it was the City Attorney's
opinion that the waiver could not be granted as the
Chamber of Commerce is not an organization included
among those in the code section permitting a waiver
of fees (Section 20.36); in order to qualify for a
waiver under this section, the festival would have
to be participated in by service clubs. He
suggested amending the code to include the Chamber
of Commerce among those organizations to which a
waiver of fees might be granted.
It was moved by Councilman Siokos, seconded by
Councilman Green, that the request of the Chamber of
Commerce for waiver of one-half of the required license
fee be denied.

The Nlanage,~ presented a report on the inclusion of

Works Director/City Engineer in the classified
employee structure as previously aixthorized by the
City Council The report stated that if the
Council finds salary data and job descriptions for
both positions satisfactory, it would be in order
to approve the positions inclusion in the classified
service, instruct the City Manager to set examinations
and proceed with recruitment, and include the two
positions in the salary resolution by adoption of
an appropriate amendatory resolution.
It was moved by Councilman Siokos, seconded by Council-
man Green, that the positions of Assistant city
Manager and Public Works Director/City Engineer be
included in the classified service.
Mr, Edward Pacheco, 11208 State Street, addressed
the Council to inquire about details of the salary
structure for the two positions.

Councilman Green asked if the City Garage should
not be included among the functions under the
supervision cf the Public Works Director. The
Manager explained that the garage functions
serve the entire city and were it to be placed
under the Fublic Works function, it was his
thought that attention might be channeled to
the Public Works Department He felt better
corltro:_ of eau ~_pment replacement and repair
could be worked out through cooperation of the
garage di_e~:tly with the City Manager's office.

Tree Trimming The Manager reported on the bids received for
bid contract - trimming of parkway trees. The low bid of $5.60
Harold E. per tree was submitted by Harold E. Simpson Co.
Simpson Co. As $12,500 has been budgeted for contractural tree
trimming and the specifications were drawn to
permit establishing the number of trees to be
trimmed in cyder •~o meet a maximum cost of $12,500,
it was recommended by the City Manager that the
City Council award the contract for tree trimming
to the Harold E. Simpson Co. f°or a total bid price
of $12,500. It was moved by Councilman Siokos,
seconded by Councilman Green, that the Council
concur in the Manager's recommendation and
award the tree trimming contr°act to the low bidder,
Harold E. Simpson Co.

was presented to the Council by the City Attorney.
ORAL COMMUNLCATIONS
Mr. William Robertson, 3211 Sanborn Avenue, addressed Discussion re
the Ccv.ncil to inquire about the status of the central shopping
^' proposed parking district in the central shopping district
area. He was informed that no decision has yet
been made and 'that there are certain legal procedures
that must be followed prior to forming such a
parking district.

Alameda Street.
Mr. Jerry Rokcs, 1221.7 Bullis Road, addressed the Discussion re
Council to c:al.:~ attention to a news article which Christmas
implies that the Lynwood merchants bear the entire decorations and
cost of the Dues°head Christmas decorations on Long candy cane
Beach Boulevard, although $'750 was allocated by decorations
the Council as part of the cost. Also, that the
Chamber of Commerce puts up the candy cane decorations.
He said the Chamber does not put up, take down or
store the candy caries, and he felt it should be
known that This is done at taxpayers expense. He
also questioned whether or not the Chamber of
Commerce is a non-profit organization.
Mr, Norm Wassermman 0f the Chamber of Commerce,
addressed the Council to state that the Chamber
is a non-pro.t'it erganization under the State law,
and while it is true that the Chamber does not
put up 0r remove the candy canes, the Chamber
stores them i.n a garage at a cost of $10 per month.
In explaining the Chamber's functions in the
community, Mr. Wasserman said that the $'750 for
Christmas decorations had been submitted to the
Chamber who, in turn, paid it to the Downtown
Merchants Association for Christmas decorations.
At the request of Councilman Siokos, the meeting Executive session
was declared adjourned to executive session.
Following the executive session, the meeting was
again called to order.
It was mcved by Counr~iiman Liewer, seconded by Council-
man Byork, that the meeting be adjourned.

Discussion re Mr. Stephen Coleman, 2901 Popular Drive, requested
~n street permission to address the Council. He complained
larking - of automobile parking in front of his properties
Popular Dr. & located at 2901, 2905 Popular Drive and 2900 and
Vorton Ave. 2904 Norton Avenue. The vehicle parking prevents
proper sweeping of the street in front of these
properties. Mr. Coleman stated he has attempted
to get cooperation from the employers of those
parking on the street without success. Means
of alleviating the parking congestion were discussed
and it was suggested that an effort be made to
schedule street sweeping at a time when the
street was not congested with parked vehicles.
All members voting aye on the motion to adjourn
