'T'he City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above
date at '7:30 p.m.
Mayor Stevens in the chair.
Councilmen Green, Liewer, Siokos, Stevens answered the
roll call. Councilman Byork was absent.

man Siokos, and carried, that Councilman Byork's
absence be excused.

GRDINAPICE NO. 8T2 entitled: "AN ORDINANCE OF THE
CITY OF LYNWOOD AMENDING ORDINANCE N0. 570 FOR THE
PURPOSE OF ESTABLISHING A ZONING CALSSIFICATION OF
THE JORGENSEN ANNEXATION, AND THE ADOPTION OF AN
AMENDED SECTION OF THE ZONING MAP WHICH IS MADE A
PART OF SAID ORDINANCE N0. 570." was presented for
second reading, It was moved by Councilman Green,
seconded by Councilman Liewer, and carried,-that
further reading be waived. -
It was moved by Councilman Liewer, seconded by
Ccuncilman Green, that said ordinance be adopted as
read for the second time, finally passed and be
published as required by law.

Christmas tree The app ii cation of Charles Barlia for a special permit
sales lot to conduct a Chrisr,mas Tree Sales lot at 10721 Atlantic
10721 Atlantic Avenue was presented. It was moved by Councilman
~Barliaj Liewe_r, seconded by Councilman Green, and carried,
that the permit; be granted.
.Guard Service The application of Joseph A. Heymans, 7200 Seville
permit granted Avenue, Huntington Park, for a special permit to
Joseph A. conduct a guard service was presented. The application
Heymans was a~~companied by Chief Darton's report of the
background investigation which indicated no reason
why a special permit for guard service should not
be ~ ~s~.~ed.
Councilman Siokos asked the City Attorney if such
a pe;~mit could be denied if there was no reason for
den.ia. _ndicat~°d in the police investigation. The
City Attar°ney :fated that the State has pre-empted
the I.~eid e~a;:;ept for the purpose of licensing.

The proposal submitted sets forth the following fees:
1. For the establishment of the assessment district,
a fee equa:~ t.o tw:, and one-half percent of the
combined cost of land acquisition and improvements,
provided, that should the district fail or be terminated
for arty r°e asor~, a minimum fee of $2,000 be paid to the
firm;
2. For negotiation with parties of the Council's
choos_ng and such condemnation proceedings as may
be required r;o complete the district, a fee of
$~IO per hour, plus out-of-pocket expenses.
A:1~ legal i"ees associated with the 1911 Act procedure
are charged to the improvement district and not
assessed against the City. The Manager recommended
that if ~ he City Council agrees to undertake formation
cf' a pa.°kirsg district within the core area of downtown
Lynwood, tr.~at the firm of Martin and Flandrick be
retained as Spe,ial Counsel for the prcject with
payment to be iYi accordance with the fee schedule
set fo.~th in their proposal of November 13, 1969.
It was moved by Councilman Siokos, seconded by Council-
man Green, that the Council concur in the Manager's
recommendation,

Mr. Pacheco, 11208 State Street, addressed the Council
to inquire the precise location of the parking
district. He was informed that at this time the only

distri_c~, is ready to proceed; that the City will
negotiate with the developers just as an individual
property owner w.~u1d do .
Councilman L:iewer asked about the status of so-called Discussion
garage sales, and if those conducting them have concerning gar~.ge
permits. The City Clerk stated that there were no sales
permits issued; that if they were conducted in
residential zones, they appeared to be zoning
violation s
Councilman 7~iewe:~ also asked if something could not Bateman Hall
be done to correct the confusion about the location address confusion

Mayor Sr..e,~ens commended the Chamber of Commerce on C of C commended
the excellen,~e of the annual Christmas parade, and for Christmas
called attention to a program concerning the drug parade
problem. `rhe program will be held on Saturday,
December 6, a`, 6:30 p.m., at the high school. The
speaker ti,Jiia. be Albie Pearson. The Mayor also
commended the excellent work of two Lynwood residents,
William F~azie and Jeff Biller, who were involved
in r°e :o~.~ery of t;1e kpollo 12 space craft in the
Scut~a Facl `°ic
Councilman Green expressed interest in having
Veter°ans Addressing Service again paint house
numbers on the curbs.
