Heymans, 7200 Seville permit granted Avenue, Huntington Park, for a special permit to Joseph A. conduct a guard service was presented. The application Heymans was a~~companied by Chief Darton's report of the background investigation which indicated no reason why a special permit for guard service should not be ~ ~s~.~ed. Councilman Siokos asked the City Attorney if such a pe;~mit could be denied if there was no reason for den.ia. _ndicat~°d in the police investigation. The City Attar°ney :fated that the State has pre-empted the I.~eid e~a;:;ept for the purpose of licensing. The proposal submitted sets forth the following fees: 1. It was moved by Councilman Siokos, seconded by Council- man Green, that the Council concur in the Manager's recommendation, Report on retention of legal firm of Martin & Flandrick Mr. Pacheco, 11208 State Street, addressed the Council to inquire the precise location of the parking district.
