REGULAR MEETING MARCH 3, 1870
Mayor Stevens in the chair.
Councilmen Byork, Green, Liewer, Siokos, Stevens answered
the roll call.
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above
date at 7:30 p.m.
It was moved by Councilman Byork, seconded by Council-
man Liewer, and carried, that the minutes of the regular
meeting of February 17, 1970, be approved as written.
RESOLUTION NO. 70-16Aentitled: "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING
THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN
THEREFOR." was presented. It was moved by Councilman
Siokos, seconded by Councilman Green, that said
resolution be adopted.

Absent: None.
A plaque recognizing his contribution to the community
during his service as a member of the Personnel Board
was presented to Dr. Gordon Bowen who recently resigned
from the board.
The Mayor introduced Margaret Mason, the new County
Librarian, who was present in the audience.
Mayor Stevens proclaimed the week of March 15, 1970,
as National DeMolay Week.
Mr. Ray Warden and a group of DeMolay members were
recognized by Mayor Stevens.
PUBLIC HEARINGS
Res. 70-16
Demands
The hour of 7:30 p.m, having arrived, said hour being Hearing -
the time fixed for public hearing on the abatement.. Housing
of housing node violations at 4032 Virginia Street Code vio.
(Lot 190, Tract 7572), the Mayor requested information 4032
concerning the subject hearing. Virginia
The Chief' Building Inspector, Jack DeJong, presented
a report describing the housing code violations at
said address and his departments efforts to have
violations corrected. He concluded his report by
stating that if at the conclusion of the hearing,
the Council finds that the violation should be
abated, that it would be in order to adopt an
appropriate resolution. Then, if the owners of the
property take no remedial action, at the expiration
of 30 days, proceedings will be started to have the
property cleared by the City. Mr. DeJong presented
photographs of the structures for the Council's
consideration.
The Mayor inquired if any owner, mortgagee, beneficiary
wished to speak on the matter. There was no response.
The pictures indicated an automobile on the premises
as well as furniture in the building, and the City
Attorney said these things would have to be removed

by a different procedure as they have nothing to do
with the real estate.
It was moved by Councilman Siokos, seconded by
Councilman Green, and carried, that the hearing be
concluded o

Bodnar zone The hour of 7:30 p.m. having arrived, said hour being

Tract 5222, filed by Mrs. Elsie Mae Bodnar, the
Mayor asked for .information concerning said hearing.
`the Manager presented a report on the action taken
by the :Planning Commission in denying the change of
zone, whi~uh affects the above mentioned two lots
which are divided into four separate parcels known
as 3281, 3285, 3289 and 3293 Seminole Avenue. The
report., stated that the properties are presently
developed for residential uses, and in making their
request for rezoning, the applicants state that
because of the adoption of Ordinance No. 808, they
have been divested of substantial property rights
for the reasons following:
1. Market value of the properties have been lowered
by P-1 zoning restrictions.
2. At t;he time of purchase the applicants state
they were under the impression that the property
was zoned for multiple dwellings.
3. Applicants were not made aware of subsequent
P-1 zoning.
4. Properties abut R-3 land to the north on Tenaya
Street.
5. Unless zoning is changed from P-1, no additional
residential. improvements can be made on the property.
Ordinance No. 808 does restrict development within P
zones to that which relates directly to parking. In
the case of the Bodnars (3285 Seminole Avenue) who
have expressed a desire to demolish their old home
and construct a totally new home in its place, the
provisions of Ordinance 808 prohibit such construction
without benefit of a zone variance. Under present
P-1 rest.r.~ictions any and all necessary repair of
existing dwellings is permitted, although such

reconstruction cannot include development of additional
floor space o:~ creation of a totally new structure.
In conclusion, the Manager's report stated that the
Commission did express concern for additional study
into the P-t land use problem and requested a land
use st,ady of all P-1 properties lying adj acent to
Long Beach Boulevard in the area north of Century
Boulevard
The Mayor inquired if there were any present wishing
to be heard
Mrs. Elsie Mae Bodnar, 3285 Seminole, addressed the
Council to state that the reason she requested the
change of zone is that she presently has two
dwellings on her lot and she wishes to remove the
front house, which is extremely old and build a
new house and under the P-1 zone restrictions, she
is prori.ibited from doing so. She said that she
had discussed the matter with the former City
Manager and was advised that the four property
owne.r.~s s'rzouid apply for the zone change at the
same time
Mr. Ga la,gher owner of property at 3281 Seminole,
addressed the Council to state that he presently has
five units cn his P-1 lot and if anything happened
to them, he would be unable to replace them under
the P-1 restrictions. Both Mr. Gallagher and Mrs.
Bodnar stated that under the present zoning the
properties are not salable.
Mr. H. L. rPr~.zttson, 6316 Pinecrest Avenue, Los
Angeles, addressed the Council to state that he
owned property on San Jose which is also zoned P-1
and which is developed with a single residence.
~"" He ~.aso said his property was not salable and asked
by what authority the City placed the P-1 restrictions
on property. I-Ie was informed by the City Attorney
that the power to zone is in the State law and has
been declared constitutional.
Inasmuch as tYie Planning Commission plans to conduct
a land use study of the area, the Council discussed
the adwisab:il:ity of continuing the hearing until
such time as the result of that study is known,
and it was moved by Councilman Siokos, seconded by
Councilman Green, that the hearing be continued
to Apr~.l 2.1, ly'?0.
Mr. George Bodnar, 3285 Seminole, addressed the
Council to urge that the zone be changed in order
that he might remove the existing dwe111ng and
proceed with the construction of a new, modern
structure.
The City Attorney commented that the Council has
no power to change a zone in violation of the
ordinance whicYi sets up the size of a lot that
has to be compi~ed with.
Mr. Gallagher again addressed the Council to urge
~ that P zone provisions be changed to what they were
formerly and the reasons for the restrictions were
explained tc him

ORDINANCES AND RESOLUTIONS
The City Clerk presented the City Engineer's report
on the maintenance of street lighting in the City of
Lynwood for the period 1970-73. The report indicated
that she annual maintenance cost would be $76,799.52
whi;.iz would be assessed against the benefited
properties i.n the City.

presentation at the March 3 Council meeting. Mr.
P. deDubovay, vice president of the association,
addressed the Council to inform them that the s,ymphony's
33rd season wil.1 be its last unless additional cities
are brought in fo.r spcrosorship. He requested the
Council's cGnsideration of participating in sponsor-
ship of° `vhe symphony orchestra by contributing
$1,000 per year^. It is proposed that concerts would
be preseri?:;ed in each of the participating cities
as well as those presented .in Huntington Park.
In answering questions from the Council Mr. deDubovay
explainer. thar_. the symphony is supported in part by
the County Music Commission and rules of that
commission prohibit charging admission to the
concerts T:rierefore, additional revenues must come
from private subscription and from municipal grants.
It was moved by Councilman Siokos, seconded by
Councilman Byork, and carried, that the request
be denied,
Roll Cazl:
The request of Charles Barlia for a special permit Barlia firework
to conduct a fireworks sales stand at 10721 Atlantic stand approved
Avenue was presented. It was moved by Councilman 10721 Atlantic
Byork, seconded by Councilman Liewer, and carried,
that the permit be granted subject to compliance
witri the regulations governing the sale of fireworks
within tide city .
The request of the Bel Art Paper Stock Co., Inc. for Bel Art Paper
a special permit to conduct the business of rubbish rubbish hauler
hauling wit'~in ti-le city was presented. The report license approve
of the Po:Lce Department investigation was also
presented. The report indicated no reason why
the permit should not be granted. It was moved
by Councilman Byork, seconded by Councilman
Green, and ,,^.arried, that the request for special
permit for '~zbbish hauling be granted.
Contracting Co. of Long Beach. The Manager
recommended that the contract be awarded to
Sully Miller at a cost of $9,621, to be financed
from Gas 'I'a:x f"unds . It was moved by Councilman
Liewer, seconded by Councilman Green that the
Council concur' in t11e Manager's recommendation.

A report on the bids received for improvement of Beechwood Imp.
Beechwood Avenue between Atlantic Avenue and bid awarded to
Century Boulevard was presented by the City Sully Miller
Manager. The Engineer's estimate for the contract
portion of the improvement was $10,500, and the
low bid of`' $y,621 was presented by Su:Lly Miller
As requested a~, the last meeting, the Manager City Hall
,~,,, presented a further report on expansion of office remodeling
facilities and relocation of the building department report
~ to a mobi:Le office unit. As an alternative to
:leasing, Yie had investigated outright purchase of
a mobile unit and in projecting the cost estimates
of pure^hase versus lease, the report concluded
that purchase of a unit appears to have the
greatest poten.r,~.al for economy. It was moved by

The Ccun~~l_ again studied the two proposals of remodeling
cf' the north wing of the City Ha.11, and it was moved by
Couneil_man Siokos, seconded by Councilman Green, that "'"f

Mr. K: ~'q Thompson, X652 E. 1.08th Street., addressed

fr°om rr~e Jorgensen parking lot. He also asked. that
the c~ c:,>nrn be removed from Lorraine Street and that
the new ;ype of street lamps be installed on
Century :~culevard from Lang Beach Boulevard to
Santa :~~e Avenue. Mr. rI'hompson also asked that the
crass gutters on Long Beach Boulevard be cleaned

Cou:~c.~man Liewer commented on the confusion resulting
from r.,he city being divided into three separate
assembly districts, and Mayor Stevens said he had
discussed this previously with Assemblyman Wakefield,
and asked the City Manager to write to Mr. Wakefield
about. t1~e matter.
Mayor Stevens said that he was of the opinion that
the pa~~:~cing lot lights at Bateman Hall were in-
adequa-,e, and the City Manager said that new lights
have been added on the west portion of the lot.
The Mayoc~ said he had recently requested the Chief
of Po]..~~:e to accompany him when he visted a local
retail establishment where publications of a
quesr,ianable nature were being sold. He later
1ea.rned ghat 'the management had cooperated by
removing the entire magazine .rack.
Councilman Green commented on the poor condition
o.f som:~ os the flags being placed on the standards
al_cng the s~..reets and asked that those which are
bad:~y torn not be put up. The Manager said he was
aware of the condition of some of the flags and that
he intends to include funds fur their replacement
in the coming budget.
The meeta_ng was declared adjourned to executive. session.

It was moved by Councilman Green, seconded by Council- Fire Chief
man Liewer, and carried, that the Council recommend examination
to the Personnel Board that the position of Fire
Chief be opened up to the rank of Captain. The
Manager was requested to follow through and
prepare for an examination and keep the Council
informed of his progress.
It was moved by Councilman Green, seconded by Council- Adjourn to
man Byork, and carried, that the meeting be adjourned 3/9/70, 4:30'
to Monday, March 9, 1970, at 4:30 p.m., for discussion
