HomeMy Public PortalAboutM 1970-03-17 - CC:-~ ~~; REGULAR MEE~'ING MARCH 17, 1970 The City Council of the City ~ Lynwood met in a regular session in the City Hall, 1133,Bullis Road, on above date at 7:30 p.m. Mayor Stevens in the chair. Councilmen Byork, Green, Liewer, Siokos, Stevens answered the roll call. It was moved by Councilman Siokos, seconded by Council- man Green, and carried, that the minutes of the regular meeting of March 3 and adjourned regular meeting of March 9, 1970, be approved as written. RESOLUTION N0. 70-21 entitled: "A RESOLUTION OF THE CITY Res. 70-21 COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING Demands THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR." was presented. It was moved by Councilman Liewer, seconded by Councilman Green, that said resolution be adopted. Roll Call: Ayes: Councilmen Byork, Green, Liewer, Siokos, Stevens. Noes: None. Absent: None. Mr. Ray Warden and Mr. Bob Dennis, DeMolay advisors, and a group of DeMolay members were present in the audience and were recognized by the Council. Mayor Stevens proclaimed Wednesday, April 29 "Healthy Baby Day" as part of the March of Dimes National Baby Week which starts on April 25th. PUBLIC HEARINGS •-~ The hour of 7:30 p.m. having arrived, said hour being the time fixed for hearing objections to the annual weed abatement program, the Council was informed that notice of hearing had been posted as required by law and that no written protests have been received. The Mayor inquired if there were any present wishing to be heard. As there was no response, the Mayor declared the hearing concluded. RESOLUTION N0. 70-22 entitled: "A RESOLUTION PASSING UPON OBJECTIONS AND DIRECTING THE SUPERINTENDENT OF STREETS TO ABATE THE NUISANCE OF DRY AND DRYING WEEDS THAT EXIST ON CERTAIN PARCELS OF LAND IN THE CITY OF LYNWOOD."was presented. It was moved by Council- man Siokos, seconded by Councilman Green, that said resolution be adopted. Roll Call: Ayes: Councilmen Byork, Green, Liewer, Siokos, Stevens. Noes: None. Absent: None. ORDINANCES AND RESOLUTIONS RESOLUTION N0. 70-23 entitled: "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING EXECUTION ~"~'" OF DOCUMENTS PERTAINING TO THE SALE OF REAL PROPERTY." The Council was infnrma~3 that t,rP resolution is necessary to conclude the sale of surplus property at Carlin Avenue and Bullis hoaci to Nlr. Robert C. Hill. It was moved by Councilman Liewer, seconded by Councilman Byork, that said resolution be adopted. Res. 70-24 RESOLUTION NU. 70-24 entitled: "A RESOLUTION OF THE Election CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, ORDERING canvass to be THE CANVASS OF THE GENERAL MUNICIPAL ELECTION TO BE done by Clerk HELD ON THE 14T H DAY OF APRIL, 1970, TO BE MADE BY THE CITY CLERK OF THE CITY OF LYNWOO D." was presented. The City Clerk informed the Council that adoption of the resolution would authorize canvass of the election results to be conducted and subsequently certified to the Council at the regular meeting following the election. It was moved by Councilman Byork, seconded by Councilman Liewer, that said resolution be adopted. Roll Call: Ayes: Councilmen Byork, Green, Liewer, Siokos, Stevens. Noes: None. Absent: None. WRITTEN COMMUNICATIONS Jack Weaver A letter from Mra Jack Weave:c submitting his resignation resigns from as a member of the Parking Commission was presented. It Parking Com. was moved by Councilman Green, seconded by Councilman Liewer, and carried, that the resignation be accepted with regret. 4/20 thru 4/24 A letter from James E. Bristol, Worshipful Master of Public Schools the Lynwood Lodge No. 600, Fx°ee and Accepted Masons, Week requesting that the week of April 20 through 24, 1970, be proclaimed as "Publir. Schools Week" was presented. The Mayor requested the City Clerk to prepare the necessary proclamations and forward them to the newspapers. REPORTS AND REQUESTS Report on A request submitted on behalf of the County Board of SB 38 Supervisors asking that the Council adopt a resolution opposing Senate Bill 38 was presented. Senate Bill 38 would give the authority for allocation of Gasoline Tax money to the State Highway Commission instead of using the Mayo-Breed formula of 55-45, or the new formula of 60-40 which, until the Senate Transportation Committee's action of` March 9, appeared possible to achieve. After a brief discussion of the provisions of the proposed Senate bill, the Mayor asked that copies of the bill be furnished to the Council prior to making any decis~.on. Curb addressingThe Manager presented a report on the request of residential Veterans Addressing Service for renewal of curb area report addresses throughout the city. The service would consist of painting 4" black reflective characters on a white, glass-beaded background, against the vertical curb face at each residence in the city. Two methods of doing the work are proposed, by means of public donation or by city contract. The cost under city contract is estimated at $4,600, or approximately 46~ per residence.
