REGULAR MEETING APRIL 21, 1970
The City Council of the City of Lynwood met in a regular
session in the City Ha1:1, 11330 Bullis Road, on above
date at 7;30 p.m.
Mayor Stevens in the chair.
Councilmen Byork, Green, Liewer, Siokos, Stevens answered
the roll call.
Tt was moved by Councilman Byork, seconded by Councilman
Liewer, and carried, that the minutes of the regular
meeting of April 7, 1970, be approved as written.
RESOLUTION N0. 70-28 entitled: "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND
APPROVING THE DEMANDS PRESEN-TED AND ORDERING WARRANTS
DRAWN THEREFOR." was presented. It was moved by Council-
man Byork, seconded by Councilman I~.iewer, that said
resolution be adopted.

The City Clerk presented her certificate of the result
of the canvass of returns of the genec~al municipal
election of April 14, 1970. It was moved "by Council-
man Byork, seconded by Councilman Green, that said

RESOLUTION N0. 70-29 entitled: ".A RESOLUTION OF THE

RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION
HELD IN SAID CITY OF LYNWOOD ON THE I~TH DAY OF APRIL,
1970, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS
AS ARE PROVIDED BY LAW." was presented. It was moved
by Councilman Siokos, seconded by Councilman Green,
that said resolution be adopted.

The Mayor then administered the oath of office to the
City Clerk, Josephine L. Shepherd.
rfhe C1.ty Clerk administered the oath of office and
issued certificates of election to Councilmen Byork
and Stevena.
Following a brief executive session, the City Clerk
called the meeting to order and announced that this
was the time for the Council to reorganize and
~"'~' appoint one of its members as Mayor and one of its
'~' members as Mayor Pro tempore and stated that
°- nominations for Mayor would be inn order. Councilman
Byork nominated Counc~.lman Eugene R. Green to serve
as Mayor f'or the ensuing year. It was moved by
Councilman Siokos, seconded by Gounc:Llman Byork,
and carried, that nominations be c:l.osed.

Eugene R. Green Councilman Stevens, and carried, that a unanimous
Mayor ballot be cast for Councilman Green for Mayor.
Mayor Green took the chair and asked for nominations
for the office of Mayor Pro tempore. Councilman
Stevens nominated Councilman Liewer for Mayor
Pro tempore. It was moved by Councilman Siokos,
seconded by Councilman Byork, and carried, that
nominations be c1_osed.
Henry J. Liewer It was moved by Councilman Siokos, seconded by
Mayor Pro tem. Councilma.r~ Stevens, and carried, that a unanimous
ballot be cast for Councilman Liewer for Mayor
Pro tempore.
PUBLIc~" HEARINGS
Hearing - The hour: of 7:3U p.m. having arrived, said hour being
Zone change the time fixed for continuation of the hearing on the-
appeal - P-1 to appeal of the decision of° the Planning Commission in
R-3, Lots 137 & denying the change of zone from P-1 to R-3 of Lots
138, Tr. 5222 137 and. .L 38, 'tract 5222, filed by Mrs. Else Mae
(Bodnar) Bodnar, the 1~7ayor asked for information concerning
said hearing. The City Manager .read a report
r°eviewing the acr,i.ons of the Planning Commission
:relative t:.o the requested change of zone. He also
inr:°ormF~l the Council that the Planning Commission has
st~xdied land use of all P-1 properties adjacent to
Long Beach Boulevard in the area north of Century
Bc:,ulevard, and aJ.thougri t;he Commission is not ready
~;o make ret.orrui~~endations at this time, he felt sure
sucti.recommendatons would be forth coming soon.
The Mayor inquired lf' there were any present wishing
to be heard, As there was no response, the Mayor
declared the hearing closed,

Cou.nc;il to protest any additional lighting assessment.

WRITTEN COMMUNICATIONS
Youth EmploymentA letter from the Lynwood Community Coordinating
Week, May 4 to Council informing the City Council that the Coordinating
10, 1970 Council has voted to support the week of May 4 to 10,
1970, as "Youth Employment Week'e The City Council's
support of the week was requested and the letter was
accompanied by a proclamation for execution by the
Mayor, Tt was moved by Councilman Siokos, seconded
by Councilman Stevens, and carried, that the letter
be accepted and filed Mayor Green said he would
be pleased to proclaim "Youth Employment Week."
Property A letter from ttie Division of Highways informing
purchased for the Council that a parcel of :real property has been
freeway - acquired for freeway purposes was read (5111-5113-1/2
5111-51113-1/2 Josephine Streetl. The information was sent in
Josephine St. compliance with a legislative act requiring such
notification when property is acquired prior to
a freeway agreement. It was moved 'by Councilman
Siokos, seconded by Councilman Liewe:r, and
carried, that; rh.e 1e ;ter be accepted and filed.
Claim of damage A claim for damages filed on ~aehalf of Anthony
denied - Medina Medina and Robert. Morua was present;ed. It was moved
& Morua by Councilman Liewe~~, seconded by Councilman Stevens,
and carried, that- the claim be denied and referred
to the City's i.nsuranc;e ca.rr~°i.t~r.
REPORTS AND REQUESTS
Dance permit The applic:ati.orf of" Risal.a, inc. f'or a special permit
granted - to conduct dan:ing at 12008 Atlantic Avenue was
Risola, Inc. presented. The occupancy permit, approved by the
12008 Atlantic Building and ;1~ire Departments, was presented, and
the Council was informed that the applicant has
been investigated by the Police Department. After
a brief discussion with Police Chief Darton
concerning enforcement problems in establishments
conducting danc~_ng, it was moved by Councilman
Liewer, seconded by Councilman Byor~k, that the
application for a, dance permit at .1.2008 Atlantic
Avenue be approved.

It was moved by Councilman Byork, seconded by Council-
man Stevens, and carried, that the application be
approved.
The City Clerk presented a request from Building
Official Jack DeJong that the Council set a public
hearing in order to determine whether or not the
property located at 3939 Carlin Avenue is a
.-~+• public nuisance and should be abated. Efforts
to rehabilitate the property were initiated by
the Building Department on March 18, 1969, by
requesting that the owner take necessary steps
to overcome the substandard conditions. There
exists on the property two dwellings, one of
which was recently damaged by fire, the other has
become very dilapidated and unsafe and action is
necessary to correct the situation,

APPEAR BEFORE THE CITY COUNCIL TO SHOW CAUSE WHY
SUCH BUILDINGS SHOULD NOT BE CONDEMNED AS A
PUBLIC NUISANCE AND SAID NUISANCE ABATED AND
PRESCRIBING THE FORM OF SAID NOTICE." was presented.

The request of Disabled American Veterans Chapter No. Fireworks star
86 for permission to conduct a firew~~ks stand at approved -
11300 Bullis Road was presented. It W11s moved by DAV, 11300
Councilman Byork, seconded by Councilman Stevens, Bullis Road
and carried, that the request be granted.
A letter from the Peace Officers' Association of Peace Officers
Lynwood, Inc. requesting permission to conduct its Assn. annual
annual Police Show and Dance was presented. The show and dance
date of the function is tentatively set for June approved
13, 1970. The request was accompanied by a
financial statement with the request that the
statement be kept confidential. The Mayor inquired
if an association representative was present in the
audience. Officer Harold Grant, president of the
association, responded. It was moved by Councilman
Stevens, seconded by Councilman Byork, that permission
be granted.
At the request of Councilman Siokos, the Mayor
declared the meeting ad,~ourned to executive session
to discuss the request with Officer Grant.
Following the executive session, the Mayor called
the meeting to order.
In discussing the annual show, Mayor Green expressed
;'~ his opposition to approval of the request as the
Police Officers are not involved in selling the
;~~'"' tickets, and suggested that during the ensuing year
the City Manager formulate raise and regulations
for carrying out the annual show and dance.

Freeway-'hearing The Manager reported on the freeway agreements for
to be heic~` the Century Freeway (Route 105) and purposed re-
May 19, 1970 alignment of the Long Beach Freeway (Route 7). Each
agreement includes a plan map detailing all modifica-
tions't'o. existing circulation patterns and each
agreement provides for any future changes to be
mutually agreed upon. To comply with the requirements
of .thee-.Streets and Highways Code, it will be necessary
to'`hald a public hearing on the Route 105 agreement.
However, this will not be necessary for realignment
of the Long Beach Freeway as the proposed agreement
is only supplemental to contracts signed in
February 1950 and July 1955, Should the Council
wish to conduct pre-hearing study session,
arrangements will be made to have Highway Division
representatives present to provide any information
the Council requires. The Manager suggested that
the hearing be set for the regular meeting of May
19, 1970. It was moved by Councilman Byork,
seconded by Councilman Liewer, that the hearing
be set for the regular meeting of May 19, 1970, at
7:30 p.m.

Study session ,A.fter'a brief discussion of possible dates for a
4/2g, 4:30 p.m. study session, it was agreed that such a session will
be held on April. 2g, 1970, at 4:30 p.m.
Traffic-signal The Manager reported that for many years the city
maint. agreementhas had a number of separate agreements with the
with County County of Los Angeles .f'or maintenance and energy costs
approved for traffic signal and highway lighting along Alameda
Street. The County has now presented a single
agreement to combine the several agreement into one
document containing the same general terms as the
,. existing agreements. In order to continue the service
provided by the County in maintaining and providing
energy for traffic signals and safety lighting, the
Manager recommended approval of the proposed Traffic
Signal Maintenance Agreement submitted by the County
of Loy ,Angeles. It was moved by Councilman Stevens,
seconded by Councilman Liewer, that the Council
approve the ~J'raffic Signal Maintenance Agreement
as recommended by the City Manager.

Report on P.C. For the Coun.cil's information the City Manager
actions - reported that the Planning Commission took the
4/14/70 f'o.llowing actions at its meeting of April 14:
meeting.
1. Approved the home occupation application of Mr.
Jack Beaton, 1417 Cookacre Avenue, to operate a
telephone order business.
2. Approve the installation of a lighted, rotating
advertising sign approximately 6~ feet in height,
ad~~cent to the Magic Robe restaurant at 3551 Century
Boulevard.
3. Studied and discussed use of P-1 properties
located north of Century Boulevard adjacent to

Long Beach Boulevard.
The Manager informed the City Council that rehabilitation Report on 118:
of a residence at 11815 Virginia Avenue has been Virginia Avent
completed satisfactorily, and the cash bond deposited (Betty Heinl)
with the City has been returned to the owner.
An ordinance providing for fencing of auto wrecking
yards was presented to the Council for study.
ORAL COMMUNICATIONS
The Mayor inquired if there were any in the audience
wishing to be heard. There was no response.
The City Manager informed the Council that he has
been negotiating with the company providing trash
pickup for the City and at the next meeting he
will be prepared to present a report on a proposed
new contract and projected new rates for the
Council's consideration.
Members of the Council congratulated newly elected
Mayor Green and Mayor Pro tempore Liewer and
expressed appreciation to Councilman Stevens for
his fine service as Mayor during the past year.
It was moved by Councilman Siokos, seconded by
Councilman Byork, and carried, that Public Works
Director Lewis Garber be appointed as the City's
representative to she Central Basin Water District.
Councilman Liewer inquired about the progress on the
Police building remodeling and the Manager said that

h p going ahead, but have been delayed some-
what because of changes suggested by himself and
the Police Chief.
Mayor Green and Mayor Pro tempore Liewer expressed
appreciation to their fellow Council-members for
naming them to the respective positions.
Councilman Byork commented on the May 15, 1970,
expiration of the terms of Personnel Board
members Hughes and Lord. As they have indicated a
willingness to serve again, he placed both names in

Stevens, seconded by Councilman 'Liewer, and carried,
that nominations be closed and Mr. Hughes and Mr.
Lord be appointed to the Personnel Board.
It was moved by Councilman Siokos, seconded by Council-
man Stevens, and carried, that the meeting be adjourned.
