REGULAR MEETING MAY 5, 1970
The City Council of the City of Lynwood met in a
regular session in the City Hall, 11330 Bullis Road,
on above date at 7:30 p.m.
Mayor Green in the chair.
Councilmen Byork, Green, Liewer, Siokos, Stevens
answered the roll call.
It was moved by Councilman Byork, seconded by
Councilman Stevens, and carried, that the minutes of the
regular meeting of April 21, 1970, be approved as
written.
Res. 70-34 RESOLUTION N0. 70-34 entitled: "A RESOLUTION OF THE
Demands CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND
APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS
DRAWN THEREFOR." was presented. It was moved by
Councilman Liewer, seconded by Councilman Stevens,
that said resolution be adopted.

WRITTEN COMMUNICATIONS
Letter from A letter from Goodwill Industries expressing appreciation
Goodwill Inds. to the community for its help and calling attention to
the organization's Golden Anniversary year was presented.
It was moved by Councilman Stevens, seconded by
Councilman Byork, and carried, that the letter be
accepted and filed.
REPORTS AND REQUESTS
Am. Legion Aux. A request from the American Legion Auxiliary for
poppy sale May permission to conduct its annual poppy sale on May 22 and
22 & 23, 1970 23, 1970, was presented. It was moved by Councilman
Byork, seconded by Councilman Liewer, and carried, that
the request be granted.
VFW poppy sale A request from Lynwood Post 3902, Veterans of Foreign
May 22 & 23 Wars, for permission to conduct their annual sale of
Buddy poppies on May 22 and 23, 1970, was presented.
It was moved by Councilman Liewer, seconded by
Councilman Byork, and carried, that the request be
granted.
Fireworks sale Requests for permission to conduct fireworks sales stands
stands approved were presented from the following:
a. Knights of Columbus, 2971 Imperial Highway and
3889 Imperial Highway.
b. Diplomats Drum and Bugle Corps, 11230 Wright Road.

It was moved by Councilman Siokos, seconded by Council-
man Stevens, and carried, that the requests be granted.
The Manager reported on the petitions for formal
recognition submitted by the Lynwood City Employees
Association, the Lynwood Firefighters Association
and the Lynwood Peace Officers Association. As the
organizations have fulfilled the Government Code
requirements for formal recognition, the Manager
recommended that the Council acknowledge the above
named organizations as formally recognized employee
organizations. It was moved by Councilman Stevens,
seconded by Councilman Byork, that the Council concur
in the Manager's recommendation. The advisability
of the Manager appointing another individual to be
present during discussions with the representatives of
the various employee organizations was discussed,
with no formal action being taken. All members voting
aye, the Mayor declared the motion carried.
A report on the bids received for construction of a
mobile office trailer was presented by the City Manager.
The Manager recommended that the contract be awarded to
the low bidder, Space Rentals, 3084 E. Vernon Avenue,
Los Angeles, at the bid price of $7,995, with
construction and setup to be completed within 45 days
after signing of the contract. It was moved by Council-
man Stevens, seconded by Councilman Byork, that the
Council award the contract for construction of a mobile
office trailer to Space Rentals at the bid price of
$7,995 as recommended by the City Manager.

The Manager presented a comprehensive report on renegotiation
of the existing contract with C. V. Disposal Company for
~ rubbish service for the City of Lynwood. The report Report on
;~ covered the history of the existing contract, a survey. rubbish
~ and analysis of rates charged in 21 neighboring cities, contract
specific terms of a new contract proposal and alternatives
to renegotiation of the present contract. (For details
of report, see copy on file in the City Clerk's office).
The proposed agreement with C.V. Disposal Company
contains the following:

2. Exclusive right to serve all single and multi-
family units.
3. Deletion of service to commercial and industrial
occupancies except that contractor will, upon request,
pickup one container per week from a small commercial
unit at the single family rate.
4. Billing and collection for residential occupancies
only will be provided by city.
5. Provision for combined trash-garbage collection on
weekly basis.
6. No collection to be required on the following holidays:
New Year's Day, Memorial Day, Fourth of July, Labor Day,
Thanksgiving Day, Christmas.
7. Contractor to maintain lease-line telephone service
between City switchborad and contractor's office.
8. Contractor to provide new vehicles for Lynwood
service within 150 days of contract signing.

The Manager recommended that the Council approve
an amended contract with C. V. Disposal Company,
effective July 1, 1970, at the following rates:
$1.35 per month for single family and $1.05 per
month for multi-family units, beginning with the
second unit. It was moved by Councilman Siokos,
seconded by Councilman Stevens, that the present
contract with C.V. Disposal Company be terminated and
that a new contract be entered into, effective July 1,
1970, at customer rates of $1.35 per month for single
family and $1.05 per month for multi-family units,
beginning with the second unit.
Mr. George Higgins, 5353 Fernwood Avenue, addressed the
Council to ask the size of containers to be used and
to question the contractor having exclusive right to
serve multi-family units in competition to licensed
trash haulers. He was informed that the present
contract contains the same provision; that where bin
service is requested in multi-family occupancies, the
contractor agrees to provide such service for a price
equal to the average of prices quoted by other haulers
licensed to operate within the city. Also, that this "'"'
was a part of the negotiation and partly responsible
for the good rate in the proposed contract.
Mr. Jack Walker, 5831 Wilson Drive, Cypress, vice-
president of C. V. Disposal Company, discussed with
the Council the collection of the multi-family
units, stating he felt that they could be competitive
with the private collectors. He agreed that he was

aware of the possibility of being required to provide
bin service at a very low price; that the exclusive
provision was needed to contract at the price proposed.
Mr. Jerry Rokos, 12217 Bullis Road, addressed the
Council to inquire about a special day or week of
a "clean-up" collection. He was informed that this
was discussed favorably at a previous Council meeting.
Mr. Jack Ballard, 3181 Sanborn, inquired about
provisions for greater care being taken of the
householder's containers, and he was told that the
specifications provide for damage to containers.

Mayor Green proclaimed May 9, 1970, as "Fire Service
Day" in the City of Lynwood, and announced that
fire stations Nos. 1 and 2 will be open to the public
from 10 a.m. to 3 p.m. on Saturday, May 9.
The gavel used by Councilman Stevens during his term
as Mayor was presented to him, suitably engraved.
Mr. Larry Lillard was administered the oath of
office as a member of the Parking Commission.
ORAL COMMUNICATIONS
Mr. Phillip Ganoe, 2628 E. 111th Street, representing
~*~i the Assembly of God Church, 4330 Century Boulevard,
~ requested permission to solicit for clothing and
other items of salvage to benefit an orphanage in
Mexico. The solicitation would be carried on through
May 14. It was moved by Councilman Siokos, seconded
by Councilman Liewer, and carried, that the request
be granted for a period not to exceed May 14.
Mr. Archie Legg, 3671 Platt, commended the Council
on permitting the audience to take part in the trash
collection discussion. He also asked if the Council
was aware of the problem of dogs running at large
during the night hours. Complaint procedure to
alleviate the nuisance was explained by the City Manager.
Mr. James Windberry, 11317 Louise Street, addressed
the Council to explain a problem he is having with the
Water Department, involving a water connection. After
a brief discussion in which the Mayor and Manager
said they have discussed the problem with Mr. Windberry
previously, the Mayor asked Mr. Windberry to again
discuss the matter with Mr. Riley in an effort to
reach a satisfactory solution to his problem.
Councilman Liewer inquired if the prohibition
~ against alcoholic beverages in the City park was
posted. He was told that notices are posted
pursuant to the prohibition contained in the rules
and regulations adopted by the Recreation Commission.
The problems of notifying the citizens of the change
of trash collection rates were discussed and the
City Manager said that every effort will be made to
accomplish the transition as smoothly as possible.

Councilman Stevens expressed the appreciation of
Mrs. Barnett, 3122 Louise Street, for the removal of
two trees.
L,yn. Golf Tour. Mr. Norman Wasserman of the Lynwood Chamber of Commerce
May 11, 1970 announced that the eighth annual Lynwood Open Golf
Tournament will be held on Monday, May 11.
It was moved by Councilman Siokos, seconded by Council-
man Stevens, and carried, that the meeting be adjourned.
