CALL TO ORDER
The Regular Council Meeting was called to order on December 16, 1996, 7:30 P.M. with
Mayor Duane Schreimann presiding.
Prayer was offered by Rev. Roger Driggs, followed by the Pledge of Allegiance.
ROLL CALL
The following Council Members were present for roll call:
Present: Byrd, Haake, Jackson, Jaynes, Kammerdiener, Landwehr, McDowell, Nilges
and Vincent
Absent: Nelson
A quorum was declared present.
RESOLUTIONS
Mayor Duane Schreimann announced that Council wished to consider Resolution RS96 -14
at this time due to the fact that a delegation was present to accept the resolution.
Councilman Rick Nilges moved that RS96 -14, commending the Jefferson City Jaycees for
the annual Christmas parade, be adopted at this time, seconded by Councilman Bill Byrd and
approved unanimously. Messrs. Matt Steen, Jeff Backes and Frank Wansing were present
to accept the presentation.
PUBLIC HEARINGS
Rezoning of Property at 602 Ellis Blvd. from RS -2, Single Family Residential, to C -O,
Office Commercial (Bill 96 -120). Keith DeVault, Director of Planning & Code Enforcement,
gave a presentation on the background of the request for rezoning. No one present wished
to speak in favor of, or opposition to, the proposed rezoning. Mayor Duane Schreimann
declared the public hearing concluded.
SPECIAL PRESENTATIONS
Mr. Reg Turnbull, 135 Forest Hill Ave., representing Mr. Daniel Comstock of Comstock
Auto Sales, made a presentation regarding the proposed vacation of an alley on Missouri
Boulevard (Bill 96 -113, which is currently on the Informal Calendar). Mr. Turnbull stated his
position favors vacation of the alley.

Mr. Chuck McPheeters, 629 Norris Drive, also made a presentation regarding Bill 96 -113,
and stated his position is in favor of vacation of the alley.
CONSENT AGENDA
The following items were brought before the Council on the Consent Agenda:
a. Minutes of December 2, 1996, City Council Meeting
b. Approval of Ground Lease Renewal with Jefferson City Flying Service
c. Authorizing Extension of Agreement between City and Lincoln University for
Cable Television Access Channel
Councilman Carolyn McDowell requested that Item (c) be removed from consideration from
the Consent Agenda. A motion was made by Councilman Bill Byrd to approve Items (a) and
(b) of the Consent Agenda, seconded by Councilman Charles Jackson and approved
unanimously.
Councilman Carolyn McDowell moved that Item (c) be referred to the Finance Committee
for consideration, seconded by Councilman Larry Vincent, and approved unanimously, with
Councilman Charles Jackson abstaining.
BIDS OVER $25,000
Bid 1661 - Automobiles, Police Dept. A motion was made by Councilman James Haake
to approve Bid 1661, seconded by Councilman Rick Nilges and approved unanimously.
MINUTES AND REPORTS RECEIVED AND FILED
Mayor Duane Schreimann stated that the following minutes /reports have been received
and are on file in the City Clerk's office:
Parks & Recreation Commission, 11/18/96; Historic Preservation Commission, 9/24/96;
Board of Adjustment, 11/12/96

There were no announcements by the Mayor at this time.
MAYORAL APPOINTMENTS

Mayor Duane Schreimann made the following recommendations for appointments to the
Council:

A motion was made by Councilman Charles Jackson to approve the appointments,
seconded by Councilman Carl Jaynes, and approved unanimously.

Bill 96 -120, sponsored by Councilman Jaynes, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND
MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY
REZONING PROPERTY AT 602 ELLIS BOULEVARD FROM RS -2 TO C -O.
Bill 96 -121, sponsored by Councilmen Landwehr and Byrd, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 5 OF
THE CODE OF THE CITY OF JEFFERSON, MISSOURI BY ENACTING A NEW SECTION TO
BE KNOWN AS SECTION 5 -24 RELATING TO THE NUMBER OF ANIMALS PERMITTED AT
A RESIDENCE WITHIN THE CITY.
Following a lengthy discussion of Bill 96 -121, Councilman Rick Nilges requested that
Associate City Counselor Donna White draft some guidelines for an administrative hearing
provision in the case that citizens would want to appeal the limited number of animals
allowed.
Bill 96 -122, sponsored by Councilman Haake, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING A CAPITAL
ASSISTANCE GRANT AGREEMENT WITH THE MISSOURI DEPARTMENT OF
TRANSPORTATION FOR THE PURCHASE OF A BUS.

RESOLUTIONS
RS96 -15 - Amending Deferred Compensation Plan, ICMA, sponsored by Councilman Rick
Nilges. A motion was made by Councilman Carl Jaynes to adopt RS96 -15, seconded by
Councilman Larry Vincent and approved unanimously.
RS96 -16 - Amending Deferred Compensation Plan, PEBSCO, sponsored by Councilman
Rick Nilges. A motion was made by Councilman Charles Jackson to adopt RS96 -16,
seconded by Councilman James Haake, and approved unanimously.

Councilman Carolyn McDowell requested that Bill 96 -112 be removed from the Informal
Calendar for final passage. Councilman Carolyn McDowell then offered a substitute to Bill
96 -112. Councilman Rick Nilges moved that substitute Bill 96 -112 be amended by
increasing the minimum fine from $50 to $100 for violating Section 19 -119, as follows:
19 -119 School buses discharging passengers 100.0050.0025.00
Motion to amend was seconded by Councilman Carolyn McDowell. Substitute Bill 96 -112,
as amended, was then approved for final passage in lieu of the former Bill 96 -112.

amended, by the following vote as Ordinance 12561:

Calendar and placed on final passage. Following a lengthy discussion, Bill 96 -113 was read
third time by title, placed on final passage and defeated by the following vote:

distributed in the Council Packets, seconded by Councilman Carl Jaynes and approved
unanimously. Substitute Bill 96 -115 was read third time by title, placed on final passage
and passed by the following vote as Ordinance 12562:

Councilman Rick Nilges reminded Council of the January 13 Finance Committee Meeting.

NEW BUSINESS
City Administrator Rich Mays announced current employment position openings with the
City of Jefferson and urged anyone qualifying for the positions to make application with the
City.
EXECUTIVE SESSION MINUTES
Executive Session Minutes of December 2, 1996:
Councilman Bill Byrd moved that the minutes by approved, seconded by Councilman
James Haake, and approved unanimously.

There being no further business to come before the Council at this time, a motion was made
by Councilman Carl Jaynes to adjourn, seconded by Councilman Bill Byrd and approved
unanimously. Meeting was adjourned at 8:40 P.M.
