HomeMy Public PortalAboutM 1970-06-03 - CCG~ REGULAR MEETING JUNE 3, 1970 The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road, on above date at 7:30 p.m. Mayor Green in the chair. Councilmen Byork, Green, Liewer, Siokos, Stevens answered the roll call. It was moved by Councilman Byork, seconded by Council- man Stevens, and carried, that the minutes of the regular meeting of May 19, 1970, be approved as written. RESOLUTION N0. 70-38 entitled: "A RESOLUTION OF THE Res. 70-38 CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND Demands APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR," was presented. It was moved by Councilman Liewer, seconded by Councilman Stevens, that said resolution be adopted. Roll Call: Ayes: Councilmen Byork, Green, Liewer,~Siokos, Stevens. Noes: None. Absent: None. ORDINANCES AND RESOLUTIONS ORDINANCE N0. 876 entitled: "AN ORDINANCE OF THE CITY Ord. 876 OF LYNWOOD AMENDING THE ~'OLLOWIN~ SECTIONS OF THE ,,.Trash Hauling LYNWOOD CITY CODE: SECTIONS 15.2 15.6, 15.7, 15.12, 15.20 AND 15.23 PERTAINING TO TH COLLECTION AND DISPOSAL OF RUBBISH AND GARBAGE ND REPEALING SECTIONS 15.26 , 15.27 AND 15.28," w'd~ pre9~hted for second reading. It was moved by Cdunci11~1kh Byork, seconded by Councilman Stevens, and edrriedy that further reading be waived. It was moved by Councilman Siokos, s~lconded by Councilman Byork, that said ordinance be adopted as read for the second time, finally passed and be published as required by law. ORDINANCE N0. 877 entitled: "AN ORDINANCE OF THE CITY Ord. 877 OF~LYNWOOD AMENDING SECTION 11.01 OF ORDINANCE N0. Wrecking yards 570 TO MAKE AUTOMOBILE WRECKING A PERMITTES USE IN AN M-2 ZONE AND PROVIDING SAID WRECKING YARD BE ENCLOSED BY A FENCE EIGHT FEET IN HEIGHT," was presented for second reading. It was moved by Councilman Liewer, seconded by Councilman Stevens, and carried, that further reading be waived. It was moved by Councilman Liewer, seconded by Councilman Stevens, that said ordinance be adopted as read for the second time, finally passed and be published as required by law. Absent: None. __ `~-~ The Council discussed with the City Attorney the possible elimination of wrecking yards within the City or limiting of the area in which they can be located. It was the attorney's opinion that they could not be eliminated from M-2 usage, nor could they be limited as to number. He also reported on the status of the auto impound storage yard on Sanborn Avenue. cchange Exchange students Evelyn Jelinek from Australia and ;udents Olga Baria from Chile were introduced. Mayor Green itroduced presented them with appropriate plaques and named them honorary citizens of the City of Lynwood. tecutive The Mayor declared the meeting adjourned to executive lssion session for the purpose of discussing a personnel matter. Following the executive session, the meeting was again called to order. It was moved by Councilman Stevens, seconded by Councilman Liewer, and carried, that the request be granted. ~hr parking The request of J. J. Hamburger, 4321 Imperial Highway, .quest referredfor a two-hour parking limitation on the north side of Manager Imperial Highway for 173 feet west of 4321 Imperial was presented. The Mayor suggested that the request be referred to the City Manager for investigation and report. ;ycees 4th of The request from the Lynwood Jaycees for approval of ly program their annual Fourth of July program was presented. Mr. proved Mannie Zuniga, 3346 G Los Flores Boulevard, addressed the Council to describe the program in detail. In response to an inquiry from the Council, Mr. Snavely said the project has been discussed with representatives of the Jaycees and the program appears to be very satisfactory. It was moved by Councilman Siokos, seconded by Councilman Stevens, and carried, that the Jaycees Fourth of July celebration be approved. iport - Low- The City Manager reported on the request of Mr. Seymour icome housing Braverman for city cooperation in the development of a ~velopment low-income apartment development at 3163 Carlin Avenue under provisions of the Federal Housing and Urban Development Turnkey program. The report described in detail the manner in which the H.U.D. program is initiated and operated, and contained the result of extensive statistical studies made of the housing needs in the city. As research indicates that Lynwood currently has more than an adequate number of dwelling units to meet the needs of the citizens, and from available data concerning family income levels there appears to be no need for rent subsidy programs, it was recommended that the Council deny the applicant's request for development under the H.U.D. Turnkey program. In response to a question from the Council, the Manager explained that the Federal government would be involved in the low interest loan to build the project, the Housing Authority would lease the development from the owner, guarantee him the rent and place the units on the market for lease, but the property would remain on the tax rolls. It was moved by Councilman Byork, seconded by Councilman Stevens, that based upon the information contained in the Manager's report, the 27 request be denied. The Mayor asked if anyone in the audience wished to speak on the request. Mr. Michael Hall, 342 N. Rodeo Drive, Beverly Hills, representing Housing Resources Inc., addressed the Council to state he nothing to add; that if the Manager's information was correct, Lynwood did not appear to have the housing problems that other communities have. Roll Call: Ayes: Councilmen Byork, Green, Liewer, Siokos, Stevens. Noes: None. Absent: None. The Manager reported on the promotional examination for the position of Fire Chief. The Personnel Board met in special session and has certified the list of those receiving passing scores on both the written and oral portions of the test as follows: 1. Assistant Chief Allen McDaniel, 2. Captain Keith Johnson. It was moved by Councilman Siokos, seconded by Councilman Stevens, and carried, that Allen McDaniel be promoted to Chief of the Fire Department. Councilman Siokos asked that the Council's thanks and appreciation be expressed to those who took the examination. The City Manager informed the Council that an examination would be called immediately for the position of Assistant Chief. ORAL COMMUNICATIONS The City Manager informed the Council that because of the many questions from the citizens regarding the Century Freeway and in response to a request to do so, Mr. Frank Lew, Project Engineer for Route 105 and Mr. Ken Kellam, Project Engineer for Route 7 will be present at the City Hall on Friday, June 5, from 9 a.m. to 4 p.m., to answer questions from the public concerning the freeway. All members of the City Council congratulated Allen McDaniel on his promotion to Fire Chief of the City of Lynwood. Councilman Liewer commented on the question he raised some time ago concerning consolidation of Assembly districts in Lynwood, and he was told by the City Manager that a letter had been sent to Assemblyman Wakefield concerning this. No answer has been received but Mr. Riley felt sure Assemblyman Wakefield would respond. Allen McDaniel new Fire Chief Freeway Engineers at City Hall 6/5/70 9 a.m. to 4 p.m. Mr. Jack DeJong was questioned by the Council about the Discussion re eight foot fence built on the property at 3937 Carlin property at Avenue which was recently determined to be a public 3937 Carlin '~ nuisance. Mr. DeJong said the fence was a temporary measure while the owner starts rehabilitation of the property. Councilman Stevens commented on the hazard to pedestrians at the various crosswalks on Atlantic Avenue and Long Beach Boulevard because of the lack of consideration for r. ~~ people attempting to cross the busy streets. The Manager said perhaps repainting of the pedestrian zones and increased police patrol would help. )esser prop. Removal of the great quantity of old tires stored discussed on the Desser property on the west side of the city was discussed, and the Manager said he has had no response to a request that something be done. Mayor Green commented on the beautiful appearance of the new flags which were displayed on Memorial Day.
