icome housing Braverman for city cooperation in the development of a
~velopment low-income apartment development at 3163 Carlin Avenue
under provisions of the Federal Housing and Urban
Development Turnkey program. The report described
in detail the manner in which the H.U.D. program is
initiated and operated, and contained the result of
extensive statistical studies made of the housing
needs in the city. As research indicates that Lynwood
currently has more than an adequate number of dwelling
units to meet the needs of the citizens, and from
available data concerning family income levels there
appears to be no need for rent subsidy programs, it
was recommended that the Council deny the applicant's
request for development under the H.U.D. Turnkey
program. In response to a question from the Council,
the Manager explained that the Federal government would
be involved in the low interest loan to build the project,
the Housing Authority would lease the development from
the owner, guarantee him the rent and place the units
on the market for lease, but the property would remain
on the tax rolls. It was moved by Councilman Byork,
seconded by Councilman Stevens, that based upon the
information contained in the Manager's report, the

Mr. Michael Hall, 342 N. Rodeo Drive, Beverly Hills,
