REGULAR MEETING JULY 7, 1970
The City Council of the City of Lynwood met in a
regular session in the City Hall, 11330 Bullis Road,
on above date at 7:30 p.m.
Mayor Green in the chair.
Councilman Byork, Green, Liewer, Siokos, Stevens
answered the roll call.
It was moved by Councilman Siokos, seconded by Council-
man Stevens, and carried, that the minutes of the
regular meeting of June 16, 1970, be approved as
written.
RESOLUTION N0. 70-45 entitled: "A RESOLUTION OF THE Res. 70-45
CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND Demands
APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS
DRAWN THEREFOR," was presented. It was moved by
Councilman Stevens, seconded by Councilman Liewer,
that said resolution be adopted.

WRITTEN COMMUNICATIONS
Letters from the Division of Highways informing the Property
Council that certain parcels of real property have purchased for
been acquired for freeway purposes was presented, freeway -
The properties are located at 3299 Flower Street, 3299 Flower
11420 Plum Street and 11700-14 Third Avenue. The ,
11420 Plum
information was sent in compliance with a legislative 11700-14 3rd
act requiring such notification when property is
acquired prior to a freeway agreement.
Mr. Richard Rhine was presented with a plaque in
appreciation for his service to the community as a
member of the Planning Commission from 1958 to 1970.
REPORTS AND REQUESTS
A request from Rev. Don Tolbert of Christian Business license
Brotherhood Out Reach "Hot Line" for exemption from exemption -
a business license fee to conduct the organization's Christian
activities was presented. A brochure describing Brotherhood Out
the organization's operations was presented for the Reach "Hot
Council's consideration. ~ Line" granted
Rev. Tolbert, 11817 Atlantic Avenue, addressed the
Council to describe the goals of the organization's
work with the youth and their method of operating
the "Hot Line" which permits those with problems
to discuss them anonymously with persons qualified
to assist. In response to questions from the
Council Rev. Tolbert stated that he is a minister
ordained in the United Evangelical Churches; that
the "hot line" is financed by private donations and
by his own funds; that off-street parking could be
made available on the rear of his property, and
that the sign to which the Council objected could
be removed.
It was moved by Councilman Stevens, seconded by
Councilman Byork, that the request for exemption
from license fees be approved.

Craffic signal The Manager reported that in the development of the
easement - Watts Industrial Park the owners have found it
Alameda & necessary to construct a road (Industry Way)
Industry Way connecting Mona Boulevard to Alameda Street in the
area of Butler Avenue. The City has required the
owners, Economics Resources Corporation, at its
expense, to install a traffic signal system at the
intersection of Industry Way and Alameda Street.
City Engineer has indicated that the most desirable
location for the signal standard is on the Southern
Pacific right of way at the intersection of the
two streets. The railroad has agreed to permit the
installation but will require a formal easement
agreement with the City and an annual fee of $60
to cover administrative costs. This fee was
established by the railroad in 1969 and applies to
all new utility easement agreements. In order to
construct the necessary traffic signal system at
the intersection of Alameda and Industry Way, the
Manager recommended that the Council approve the
easement agreement with Southern Pacific railway
for an annual fee of $60. It was moved by Councilman
Byork, seconded by Councilman Liewer, that the
Council concur in the Manager's recommendation.

lour parking Hamburger for establishment of a two-hour parking.

Imperial owns at 4321 Imperial Highway. Investigation revealed
that the apartment complex and the commercial
developments in the area have off-street parking
facilities available which are not being used to
their fullest extent. As an alternative to creation
of parking limitations, the Manager recommended that
the City staff be given an opportunity to contact
the occupancies involved in an effort to encourage
a greater use of the existing off-street parking
facilities. He also reported that after direct
contact with some of the tenants the parking problem
has diminished very substantially.
Councilman Byork suggested that the staff be given
an opportunity to pursue the direct approach further
and to report progress to the Council in another
thirty days.

4th of July the various City departments for their fine
:elebration cooperation in carrying out the Jaycees annual
Fourth of July celebration.
Discussion re Mr. Arnold Robles, 3925 Carlin Avenue, addressed
,937-39 Carlin the Council on behalf of the residents in the area
of 3937-39 Carlin Avenue, to inquire about the
delay in carrying out the abatement'bf the nuisance
of substandard dwellings at the above address as

setforth in Resolution No. 70-36 adopted by the City
Council on May lg, 1970. He also inquired as to the
legality of the fence that has been erected around
the building.
Mr. Jack DeJong explained the fence height requirements
and stated that following the hearing on May lg, the
necessary notices were made at which time the thirty
days prescribed in the resolution commenced; that as
of July 10, if nothing has been done by the property
owner, the necessary steps to carry out the Council's
action will be started. At that time the owner
will be given a final notice and if he doesn't
respond, there will be a call for bids for removal
of the buildings. The entire project should be
completed within 60 to g0 days after July 10.
Mr. Elwayne Smith, attorney substituting for Mr.
Hemenway, stated that he has reviewed the file of the
proceedings and it was his opinion that the City has
proceeded properly and about as fast as possible.
The remaining thing to be done is to call for bids
and have the demolition accomplished. In answer to
a question from Mr. Robles, Mr. Smith stated that
the City is entitled to proceed with the demolition
of the structures unless stopped by a court order.
It was also Mr. Smith's opinion that the bid call
would not have to be delayed until July 10th.
Mr. Hank Becker, 3298 Burton Avenue, presented the
Mayor with a picture of the Mayor throwing the first
ball on the occasion of Lynwood night at Dodger Stadium.
The Mayor declared the meeting adjourned to executive
"~ session for discussion of a personnel matter.
Following the executive session, the meeting was
called to order.
It was moved by Councilman Liewer, seconded by Council-
man Stevens, that the Council recommend to the Personnel
Board that an examination for the position of Street
Superintendent be opened to all employees working in
the Street Department with ten years seniority and
that the high school diploma requirement be waived.

It was moved by Councilman Liewer, seconded by Council-
man Stevens, and carried, that the meeting be adjourned.
