ARCHITECTURAL REVIEW AND PLANNING BOARD OF THE TOWN OF GULF STREAM,
FLORIDA ON THURSDAY, JANUARY 26, 2017 AT 8:30 A.M., IN THE WILLIAM F.
KOCH, JR. COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF
STREAM, FLORIDA.
I. Call to Order.
Chairman Kent called the meeting to order at 8:30 A.M.

III. Minutes of the Regular Meeting and Public Hearing of 12-15-16.
Vice Chairman Smith moved to approve the Minutes of December 15,
2016 and Mr. Dockerty seconded the motion with all voting AYE.
IV. Additions, withdrawals, deferrals, arrangement of agenda items.
There were no changes to the agenda.
V. Announcements.

Vice Chairman Smith advised he would be unable to attend the
meeting on May 25, 2017 and Mr. Dockerty and Chairman Kent advised they
would not be attending the meeting on July 27, 2017.
VI. PUBLIC HEARING.
A. Declaration of Ex -Parte Communication
There was no ex -parte communication declared.
B. Administer Oaths
The Town Clerk administered the Oath to Carlos Linares.
C. Applications for Development Approval
1. An application submitted by Carlos Linares of Randall
Stofft Architects, as Agent for Dan and Maria Reinhart,
the owners of property located at 955 Indigo Point, Gulf
Stream, Florida 33483, legally described as Lot 71 and
Part of Lot 72, Place Au Soleil Subdivision, for the

Following:
An application submitted by Carlos Linares of Randall
Stofft Architects, as Agent for Dan and Maria Reinhart,
the owners of property located at 955 Indigo Point, Gulf
Stream, Florida 33483, legally described as Lot 71 and
Part of Lot 72, Place Au Soleil Subdivision, for the
Following:
a. DEMOLITION PERMIT to permit the demolition of existing
structures on the property.
b. LAND CLEARING PERMIT to clear the site for the new
construction and re -landscaping.
c. LEVEL 3 ARCHITECTURAL/SITE PLAN REVIEW to permit the
construction of a 2 -story, single family, Gulf Stream
Bermuda style dwelling with attached 3 -car garage
consisting of 7,340 square feet, swimming pool with
spa, fire pit and fountain.
Mr. Linares pointed out that they have met all setback and height
requirements, and in fact have a 60 foot front setback where only a 30
foot is required. He then distributed some small elevation drawings and
detail showing proposed colors and types of materials that are planned.
The colors described are Icicle walls, White trim, Needlepoint Navy for
shutters/railings/garage doors, stained front door/gates and dark gray
flat concrete roof tile. He noted that the FAR has been met and that
there are 2 discouraged items. One item is the entry feature, the
height of which falls in the discouraged range. Mr. Linares believed
this to be a part of the 2nd story, not an entry feature. However he was
in agreement to having it designated a discouraged feature. The other
discouraged item is the 2nd floor eave which measures between 21' and
23.
The Town Clerk, in answer to a question from Vice Chairmen Smith,
advised that there has been no comment from the neighbors in regard to
this project.
Replying to a question from Chairman Kent, Town Manager Thrasher said
that the initial meeting with the architect had taken place long before
any decision had been made about future code changes and therefore this
project conforms to the code that was in place at the time of the
initial presentation. Mr. Linares acknowledged that this project had
taken an unusually long time to get to this point for various reasons.
Chairman Kent questioned the height and type of landscape screening
that would be used as a buffer between the neighbors as he did not see
this on the landscape drawings. Mr. Linares stated that he was not
prepared to address this and the landscape architect was not able to be
present. Mr. Linares said they would have the drawings upgraded for the
presentation to the Town Commission.
Town Manager Thrasher was concerned that there be a 6' fence with
screening attached during construction and the Board agreed that it

should be an additional condition to the recommendations.
During discussion it was determined more detail was needed with regard
to the landscaping, both the materials and their sizes, before a
recommendation is made.
Vice Chairman Smith moved and Mr. Dockerty seconded to defer action on
this application until the next ARPB hearing that is scheduled for
February 23, 2017 at 8:30 A.M. All voted AYE at roll call.
VII. Items by Staff.
There were no items from the staff.
VIII. Items by Board Members.
Vice Chairman Smith said he has been observing some of the
construction sites with projects underway and has noted that these have
a large impact on the neighboring properties. He suggested that perhaps
there should be a requirement that either the screening landscaping be
put into place prior to commencing construction or there be screened
fencing erected to protect the neighbors. Everyone was in agreement with
this suggestion and it was agreed that this could be added as a
condition of approval if it was not included in the materials that are
presented for consideration.
IX. Public.
There was no comment from the public.
X. Adjournment.
Chairman Kent adjourned the meeting at 9:25 A.M. on a motion to
do so made by Mr. Dockerty that was seconded by Mr. Murphy with all
voting AYE.
