Councilmen Byork, Green, Liewer, Siokos answered roll call. Councilman Stevens was absent. It was moved by Councilman Liewer, seconded by Council- man Siokos, and carried, that Councilman Stevens' absence be excused. It was moved by Councilman Liewer, seconded by Council- man Byork, and carried, that the minutes of the regular meeting of July 21, 1970, be approved as written. yes. 70-48 RESOLUTION N0. 70-48 entitled: "A RESOLUTION OF THE demands CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS ' DRAWN THEREFOR," was presented. It was moved by Councilman Byork, seconded by Councilman Liewer, that said resolution be adopted. Roll Call: Ayes: Councilmen Byork, Green, Liewer, Siokos. Noes: None. Absent: Councilman Stevens. The Council was informed that the ordinance, first read at the July 21st meeting, has been changed to provide retro- activity of the ordinance. It was moved by Council- man Byork, seconded by Councilman Liewer, and carried, that further reading be waived. It was moved by Councilman Byork, seconded by Council- man Liewer, that said ordinance be accepted as read for the first time and passed to the second reading. RESOLUTION N0. 70-50 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING SECTION 2.A OF RESOLUTION N0. 70-46 (SALARY RESOLUTION)," was presented, (1970-71 Salary range - Fire Department Employees). It was moved by Councilman Liewer, seconded by Councilman Siokos, that said resolution be adopted. Roll Call: Ayes: Councilmen Byork, Green, Liewer, Siokos. Noes: None. Absent: Councilman Stevens. WRITTEN COMMUNICATIONS A letter from Mr. Charles S. Sheppard, 3732 Carlin Avenue, was read. Mr. Sheppard expressed thanks for *"t the Council's appointment of Mr. James Riley to the office of City Manager, and commended Mr. Riley for the way in which he is carrying out the duties of City Manager. The Mayor was asked to respond to Mr. Sheppard to thank him for his remarks. A letter from Mr. R. DeWitt, Box H, South Gate, California, concerning demolition of structures on his property at 3939 Carlin Avenue, was read. In his letter, Mr. DeWitt stated that it is understood that Mr. DeJong, Building Official, would be in accord with his plan to repair the property if agreeable to the City Council. Mr. DeWitt requested that the Council allow the Building Department to allow him to complete the work per plan, as follows: The work will be completed within 6 months of the time the needed information is supplied by the City, the balance `of which he understands will be supplied to him within a week. He also requested that he be allowed to perform the work without bond, and agrees to post a bond if the law requires it. Mr. DeJong was asked if bids, have been received for demolition of the structures. Mr. DeJong said bids have been received but the contract has not been awarded as yet. It was moved by Councilman Byork, seconded by Councilman Liewer, that Mr. DeWitt's request be rejected. When asked if he had been in communication with Mr. De Witt, Mr. DeJong said he had; that the information Mr. De Witt refers to in his letter is the original list of deficiencies provided him. Mr. DeJong reviewed Res. 70-49 Opposing county-wide consolidation of parks & recreation facilities Res. 70-50 Amending salary resolution Letter from C. Sheppard commending City Manager James Riley Letter from R. DeWit t re property at 3939 Carlin -46 the procedural steps taken over the past year and said that specifications were made and bids received, and he is now ready to make an award. He also said he has kept Mr. DeWitt aware of the progress of the proceedings; that Mr. DeWitt's stated reason for not rehabilitating the property was a lack of time. Roll Call: .... REPORTS AND REQUESTS chamber of Mr. Hank Becker, Chamber of Commerce president, ,ommerce Fall addressed the Council concerning the annual Fall 'estival Festival proposed to be conducted by the Chamber and resentation introduced the Chamber of Commerce secretary, Norman Wasserman, and other officers of the Chamber present in the audience. Mr. Wasserman addressed the Council to describe the events planned. for the 1970 Fall Festival to be held from October 28-November 1. The festival will feature a "salute to industry." This theme will be carried out by industrial exhibits limited to those Lynwood manufacturers desiring to take part. As in the past, advance sales of ride tickets will be made through participating merchants. A $1.00 book will be valued at $2.00 in rides, with the exception of two special rides. On the last day of the festival, a pancake breakfast will be served by the Jaycees. An added feature will be the high wire act of Rudy Berg. SJM Fiesta Shows will take care of the restrooms on the weekend and the owner, Mr. Merton, has agreed to hire a security guard who will be on duty between the closing hour until 8 a.m. the following morning. Each morning a representative of the Chamber and of the amusement company will meet with Mr. Snavely to discuss any problems that may have arisen the evening before. Also, Mr. Merton plans to hire local boys to assist in setting up and taking down the show. Mr. Wasserman said the business license fee would be paid, and when asked about security for the industrial displays, he stated that those displays would be located in the Community Center building. It was moved by Councilman Liewer, seconded by Councilman Siokos, that the Chamber of Commerce be allowed to conduct its annual Fall Festival from October 28 - November 1, 1970. Mr. Jerry Rokos, 12217 Bullis Road, addressed the Council to express his feeling that the Fall Festival has deteriorated over the years; that it is of no benefit to the people who attend, to the businesses or to the community at large, and further questioned whether the city sY~ould be involved in the event. He questioned the participation of local businesses, ~+ and said he did not want to suggest not holding the festival but that it be done in such a way that "' local business and service clubs can take part. He also expressed concern about the possibility of citizens being fleeced of money in taking part in the carnival games. Mr. Rokos also objected to the length of the rides being cut during peak use, 47 as he had observed being done last year. He also pointed out the harm that the festival does to the Wilson PTA which holds its annual fund raising carnival during the Halloween season. Mr. Rokos was informed that all businesses and service clubs have been given the opportunity to participate in the past; that the festival is watched closely toward the end that mistakes can be corrected to bring improvement of the festival each year. The Manager reported on renewal of the agreement with the California State Personnel Service and outlined the basic charges therefor which are the same as those established in the 1969-70 agreement. Because of the excellent service provided by CPS and the reasonable costs for the service, the Manager recommended renewal of the agreement with California State Personnel Board for personnel examination service for the year 1970-71. It was moved by Councilman Siokos, seconded by Council- man Byork, that the Council concur in the Manager's recommendation. Upon questioning by the Council, the Manager said that CPS will provide all or any part of the recruiting and testing service the city desires; that the only other public agency performing a similar service is the County of Los Angeles with whom the City contracted prior to 1865, and while private concerns perform a similar service, they do so at a much greater cost. Absent: Councilman Stevens, At the request of the City Manager it was moved by Councilman Byork, seconded by Councilman Liewer, and carried, that the public hearing on the proposed changes of zone in Study Area No. 1 be rescheduled for the regular council meeting of September 1, 1970. ORAL COMMUNICATIONS Mr. Norman Wasserman addressed the Council regarding Mr. Rokos comments, stating that certain points should be clarified, particularly that the city is not a co- sponsor of the project and that the Chamber will pay the required license. He called attention to the high caliber of men who own and operate the amusement company. As to the participation by local businesses, he said Mr. Rokos was not fully informed as to the number taking part, and the service clubs have problems in recruiting manpower for a five-day event. Cutting time of rides is commonly done during peak use as the operators want to get the people through and want them to use their tickets, and prohibitions against time-cutting would be difficult to enforce. He emphasized that all service clubs were contacted last year and will be again this year as to whether or not they want to participate in the event.
