HomeMy Public PortalAboutTBM 2020-03-04 FRASER BOARD OF TRUSTEES MINUTES DATE: March 4, 2020 MEETING: Board of Trustees Regular Meeting PLACE: Fraser Town Hall Board Room PRESENT Board: Mayor Philip Vandernail; Mayor Pro-Tem Eileen Waldow; Trustees; Andy Miller, Herb Meyring, Katie Soles, Parnell Quinn and Ryan Barwick Staff: Town Manager Jeff Durbin; Town Clerk, Antoinette McVeigh; Marketing and Economic Development Manager, Sarah Wieck; Assistant Town Manager, Michael Brack; Police Chief, Glen Trainor; Town Attorney Rod McGowan Others: See attached list Mayor Vandernail called the meeting to order at 6:01 p.m. 1. Rollcall: 2. Approval of Aqenda: Trustee Barwick moved, and Trustee Meyring seconded the motion to approve the agenda. Motion carried: 7- 0. 3. Executive Session: For a conference with the Town Attorney for the purpose of receiving legal advice on specific legal questions under C.R.S. Section 24-6-402(4)(b) and For the purpose of determining positions relative to matters that may be subject to negotiations, developing strategy for negotiations, and/or instructing negotiators, under C.R.S. Section 24-6-402(4)(e). Regarding Litigation to include TM Durbin, and TA McGowan. Trustee Quinn moved, and Trustee Barwick seconded the motion to enter the Executive Session at 6:02 pm. Motion carried: 7-0. Trustee Soles moved, and Trustee Meyring seconded the motion to exit the Executive Session at 6:21 pm. Motion carried: 7-0. Town Attorney McGowan was excused after the Executive Session. Page 2 of 3 Attorney's Opinion Required by C.R.S. 24-6-402(2)(d.5)(II)(B). As the attorney representing the Town of Fraser, I am of the opinion that the entire executive session, which wa mot recorded, constituted a privileged attorney-client communic. • en. Rod McGowan, Town Attorney 4. Consent Agenda: a) Minutes February 19, 2020 Trustee Miller moved, and Trustee Barwick seconded the motion to approve the consent agenda. Motion carried: 7-0. 5. Discussion and Possible Action Regarding: a) Northwest Council of Governments Update Jon Stavney from Northwest Council of Governments presented to the Board. b) Ordinance 476 Removal of Committee and Commission Members Trustee Soles moved, and Trustee Miller seconded the motion to approve Ordinance 476 Removal of Committee And Commission Members. Motion carried: 7-0. c) Remote Meeting Participation Policy Staff will bring this back to the Board. d) 2020 Census Update Alexis Kimbrough from Grand County presented to the Board. 6. Public Hearing And Possible Action: a) Emergency Impact Fees East Grand Fire District Mayor Vandernail opened the public hearing. Todd Holzwarth of East Grand Fire District presented to the Board. Staff will work on the structure of the impact fee and bring it back to the Board. Trustee Miller moved, and Trustee Barwick seconded the motion to continue the public hearing regarding Emergency Impact Fees East Grand Fire District. Motion carried: 7-0. Page 3 of 3 7. Public Hearing And Possible Action: a) Fraser Housing Authority Petition Mayor Vandernail opened the public hearing. Trustee Soles moved, and Trustee Waldow seconded the motion to continue the public hearing regarding Fraser Housing Authority Petition. Motion carried: 7-0 8. Discussion and Possible Action Regarding: a) Ordinance 477 Utility Terrain Vehicles Trustee Quinn moved, and Trustee Waldow seconded the motion to approve Ordinance 477 Utility Terrain Vehicles removing the wording from Sec. 8-4-20- Definitions, less than 65 inches wide, with a dry weight of less than 2,000 lbs. Motion carried: 7-0. b) Fraser Deed Restriction Program The Board will have a workshop to discuss the Fraser Deed Restriction Program. 9. Open Forum: none 10. Updates: Durbin- The Board will have a retreat on Tuesday May 19, 2020. Mayor Vandernail — Thanks to Grand Park for allowing the town to store snow on their property. 11.
