Councilman Byork, Green, Liewer, Siokos, Stevens answered the roll call. It was moved by Councilman Siokos, seconded by Councilman Stevens, and carried, that the minutes of the January 19, 1971, regular meeting be approved as written. ftes. 71-9 RESOLUTION N0. 71-9 entitled: "A RESOLUTION OF pemands THE CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR," was presented. It was moved by Councilman Stevens, seconded by Council- man Liewer, that said resolution be adopted. Roll Call: Ayes: Councilman Byork, Green, Liewer, Siokos, Stevens. Noes: None. Absent: None. PUBLIC HEARINGS Hearing - Weed The hour of 7:30 p.m. having arrived, said hour Abatement being the time fixed for hearing objections to the annual weed abatement program, the City Council was informed that notice of hearing had been posted as required by law and that no written protests have been received. The Mayor inquired if there were any present wishing to be heard, as there was no response, the Mayor declared the hearing concluded. Res. 71-10 RESOLUTION N0. 71-10 entitled: "A RESOLUTION PASSING Directing UPON OBJECTIONS AND DIRECTING THE SUPERINTENDENT OF abatement of STREETS TO ABATE THE NUISANCE OF DRY AND DRYING weeds WEEDS THAT EXIST ON CERTAIN PARCELS OF LAND IN THE CITY OF LYNWOOD," was presented. It was moved by Councilman Byork, seconded by Councilman Liewer, and carried, that further reading be waived. It was moved by Councilman Stevens, seconded by Liewer, that said resolution be adopted Roll Call: Ayes: Councilmen Byork, Green, Liewer, Siokos, Stevens. Noes: None. Absent: None. ORDINANCES AND RESOLUTIONS Res. 71-11 RESOLUTION N0. 71-11 entitled: "A RESOLUTION OF THE Amending CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, Personnel AMENDING RULE XI SECTION 5 AND 7 PERSONNEL SYSTEM Rules & Regs. RULES AND REGULATIONS OF THE CITY OF LYNWOOD," was (Police presented for second reading. The Council was Officers) informed that the Police Officers' Association had been notified that the subject resolution would come before the City Council for second reading at this date. ~`r The changes in work rules for the police department contained in the resolution were reviewed briefly by the City Manager. WRITTEN COMMUNICATIONS A claim for damages filed on behalf of William Kelly Bonner was presented. It was moved by Councilman Stevens, seconded by Councilman ~~~wer, and carried, that the claim for damages be rb,jected and be referred to the City's insurance carrier. A claim for damages filed on behalf of J. B. Sebrell was presented. It was moved by Councilman Liewer, seconded by Councilman Stevens, that the claim be denied and referred to the City's insurance carrier. REPORTS AND REQUESTS A request from the Crippled Children's Society for permission to conduct its annual Easter seal campaign from March 1 through April 12, 1971, was presented. It was moved by Councilman Byork, Seconded by Councilman Liewer, and carried, that the request be granted. A request from the Ladies Auxiliary to Khayyam Grotto, 3100 Imperial Highway, for permission to hold rummage sales at that address on March 6 and October 16, 1971, was presented. It was moved by Councilman Stevens, seconded by Councilman Siokos., that said permission be granted. Roll Call: Ayes: Councilmen Byork, Green, Liewer, Siokos, Stevens. Noes: None. Absent: None. A request from Cub Pack 437e for permission to conduct an Easter egg sale from March 1 to April 11, 1971, was presented. It was moved by Councilman Siokos, seconded by Councilman Stevens, that permission be granted with the stipulation that no selling will be done after 7 p.m. The City Attorney suggested that the organization be asked to sign an acceptance of the condition of approval. All members voting aye, the Mayor declared the motion carried. The City Manager presented a report recalling that ', in September 1970, the Council authorized purchase of ', four police patrol vehicles through the Los Angeles County bidding program. Information has been received from the County purchasing department that they will be unable to deliver the vehicles requested because the automobile supplier has refused to supply vehicles to municipalities under the same terms as Claim for damage: denied - Wm. It is possible, however, to purchase vehicles through the State office of Procurement. The successful bidder for the current year is the Dodge Division of the Chrysler Corpgration, and the 1971 Dodge Polara, four-door sedan can be purchased at $3,181.81 less $50 per unit when payment is made within 10 days of delivery. The Units have the customary heavy-duty equipment as well as power disc brakes, air conditioning and high capacity cooling systems. The Manager said that the total saving on the purchase of the four vehicles would be approximately $1,200. The advantages to the City of purchasing through the State program, the need for air conditioning in the vehicles, and the possibility of a reduced price by its elimination was discussed. It was moved by Councilman Siokos, seconded by Councilman Stevens, that purchase of police patrol vehicles through the State Office of Procurement be approved. Mayor Green proclaimed the week of March 14 to 20, 1871, as "All America City Week" and February 21, 1971, as "Heart Sunday" in the City of Lynwood. Report - Procedure to be followed in relocation of utilities Relocation of in connection with the construction of Route 105 water lines freeway was described in detail by the City Manager. Atlantic to In the case of water utilities relocation, the City i interchange will be responsible for the entire project from area-Route preliminary design, bid specifications, acceptance 105 of bids and award of construction contract, to acceptance of the completed water system. In relocation of sewers the City is responsible only for development of preliminary and final construction plans and bid specifications. After acceptance of these documents by the State Division of Highways and Bureau of Public Roads, the remainder of the work will be done by the State as part of the freeway construction contract. The City has received formal notice to relocate water utilities on the portion of Route 105 lying between Atlantic Avenue and the interchange to the east. An agreement with Lampman and Associates for engineering work in connection with water utilities relocation i1 t1 has been approved by the State and Federal Bureaus of Public Roads. In approving the agreement which establishes the scope of the work and the fees therefore, the State has agreed to reimburse the City for all expense of the project. It was recommended that the Council approve the engineering agreement with the firm of Lampman and Associates for the engineering work necessary in relocation ~ of water facilities along the Century freeway route. After discussion of the problems involved in relocating water and sewer lines to permit construction of the freeway, it was moved by Council- rnan Siokos, seconded by Councilman Byork, that the Council approve the agreement with the firm of Lampman and Associates for the necessary engineering work in relocation of water facilities along the Century Freeway. ORAL COMMUNICATIONS Mr. Bob Liewer, 3552 C Brenton Avenue, addressed the Bob Liewer Council to describe briefly some of his experiences introduced on a recent trip around the world. Mr. Jerry Rokos, 12217 Bu111s.Road, addressed the Council to commend the Chamber of Commerce for improvements made in carrying out its annual Fall Festival. He also objected to the response of police to silent burglar alarms, g8~ of which prove to be false, as it results in a loss of police protection to the general citizenry. He suggested that the Council consider an annual fee of $10 per year be made for each silent alarm installation, a special charge be made for each false alarm of about $20, and that ,a waiting time fee be charged for the time the police officers have to spend waiting for L & L Silent Alarm Company to get their equipment repaired. He inquired about the status of the installation of new alarm equipment and he was assured that on February Sth the discussions will resume on remodeling of the police facilities. Mr. Archie Legg, 3671 Platt Avenue, addressed the Council to urge that the proposal to recognize the contribution of police reserve officers be carried out. Discussion re silent alarm system The City Manager informed the Council that the purchase of County surplus property adjacent to the Lindbergh School will be completed in the very near future. Councilman Siokos asked to whom people can be directed with questions concerrii.rig sale of tY}eir property to the State for freeway right of way . The City Manager said the public iY~formation office at the Spring Street office of the State Highway Department would be the appropriate place. He said there are appeal provisions and the property owner can request a review of the State's appraisal of property. Discussion re freeway informatior for property owners 1~0 Councilman Stevens asked that defective conditions in the street and sidewalk at Louise and Long beach Boulevard and Lynwood Road and Peach Street, respectively, be investigated.
