Councilmen Byork, Green, Liewer, Siokos, and Stevens answered the roll call. It was moved by Councilman Stevens, seconded by Council- man Green, and carried, that the minutes of the June 15 regular meeting and adjourned regular meetings of June 21 and 23, 1971, be approved as written. RESOLUTION N0. 71-43 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR," was presented. It was moved by Councilman Byork, seconded by Councilman Green, that said resolution be adopted. Roll Call: Res. 71-43 Demands Ayes: Councilmen Byork, Green, Liewer, Siokos, Stevens. Noes: None Absent: None. Pursuant to the City-Chamber of Commerce agreement Res. 71-44 relative to providing funds for the city's 50th Demands - 50th anniversary celebration, invoices in the total amount anniversary of $2,440.78 were presented. RESOLUTION N0. 71-44 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR," was presented. It was moved by Councilman Siokos, seconded by Councilman Stevens, that said resolution be adopted. Roll Call: Ayes: Councilmen Byork, Green, Liewer, Siokos, Stevens. Noes: None. Absent: None. The Mayor introduced Mr. Carlos Alvarado, Public Carlos Alvarado Works Director, recently employed to fill the introduced vacancy created by the resignation of Mr. Lew Garber. Mrs. Sophie V. Ertl, President of the Lynwood Chapter Presentation #911 of the City of Hope, presented to the Mayor a from City of certificate of commendation for the city's support of Hope the City of Hope, with special mention to the merchants of the city who display their fund raising banks. Mr. Ronald Schneider presented to the Mayor a book Presentation by of the Baha'i Faith, and said that the books have Baha'i Faith been presented to officials at the Federal level, beginning with former President Johnson, and are now being presented to officials at the local level of government. Councilman Green questioned the total amount paid to the Chamber of Commerce under the 50th Anniversary agreement, and the Clerk informed him that the invoices covered by Resolution No. 71-44 and those previously approved total $5,000. Mr. Norman Wasserman, Secretary of the Chamber of Commerce, informed the council that they have bills that must be paid but they still expect to receive more money, 2 ~`~ and that about the first of September the City will probably have some money coming back; the final accounting has not been made, and as he recalls, the final accounting date is October 1. PUBLIC HEARING Public The hour of 7:30 p.m. having arrived, said hour being hearing - the time fixed for hearing on the proposed adoption Plumbing of the Uniform Plumbing Code, 1970 Edition, the Code, new Mayor asked for information c oncerning the hearing. date set for 8/17/71 The Council was informed that because of numerous changes in the ordinance adop ting the Uniform Plumbing Code, it would be appropriate to set a new date for hearing on its adoption, and the date of August 17, 1971, was suggested. It was moved by Councilman Siokos, seconded by Councilman Green, and carried, that the Council establish the date of August 17, 1971, for a public hearing on the propose d adoption of the Uniform Plumbing Code, 1970 Edition. It was moved by Councilman Byork, and seconded by Councilman Stevens, and carried, that further reading be waived. It was moved by Councilman Green, seconded by Councilman Stevens, that said ordinance be accepted as read for the first time and passed to second reading. ORDINANCES AND RESOLUTIONS Ord. 893 ORDINANCE N0. 893 entitled: "AN ORDINANCE OF THE Housemovers CITY OF LYNWOOD AMENDING SECTION 8.26, 8.29, 8.30, ordinance 8.31, 8.32, 8.33, 8.34, 8.35 AND 8.36 OF THE LYNWOOD CITY CODE RELATIVE TO RELOCATION PERMITS FOR BUILDINGS AND STRUCTURES AND REPEALING SECTIONS 8.37, 8.38, 8.39 AND 8.40 OF THE LYNWOOD CITY CODE," was presented for second reading. It was moved by Councilman Byork, seconded by Councilman Green, and carried, that further reading be waived. It was moved by Councilman Byork, seconded by Council- man Green, that said ordinance be adopted as read for the second time, finally passed and be published as required by law. It was moved by Councilman Siokos, seconded by Councilman Green, that said resolution be adopted. WRITTEN COMMUNICATIONS A letter from Kenneth Hahn, Supervisor, Second District, was presented. Mr. Hahn described the pilot paramedic program now underway at Harbor General Hospital and which is being expanded to include St. Francis Hospital, Lynwood. The State of California, through the Wedworth-Townsend Paramedic Act, has provided necessary legislation for the program and has designated the County as the agency to certify paramedics. The County has received funding from the state for an additional two-year training program. Mr. Hahn called this teaching program to the City's attention and suggested that the Fire Chief contact Gaylord Ailshie, Director of paramedic training, concerning training of the Lynwood Fire Department personnel to expand the paramedic program to the City of Lynwood. The Fire Chief and City Manager were requested to investigate the program and report back to the City Council. REPORTS AND REQUESTS A request from Western Regional Ashram, a non-profit religious organization, for exemption from business license fees for its operation at 12140 Atlantic Avenue was presented. The request was referred to the Chief of Police for appropriate investigation and report. A request from American Missionary Society for permission to conduct door-to-door distribution of free religious material and solicitation of funds was presented. The request was referred to the Chief of Police for investigation and report. The City Manager presented a report on the 1971-72 Chamber of Commerce budget requests. The Chamber requests city participation in the amount of $10,060 for advertising and publicity items. Project items total $7,275 and contract items (professional fees and administrative costs), total $2,785, for a grand total of $10,060. Previous programs of the Chamber have been carefully reviewed by the Chamber Board of Directors and the following items, totaling $5,250, have been deleted from the previous programs: business Education Day, Welcome Parties, and Over- head Christmas lights. The Manager recommended approval of the city-Chamber budget as submitted. Should the Council concur, it would be appropriate to adopt a resolution allocating funds for advertising, promotion and publicity for the fiscal year 1971-72, and authorize the Mayor to execute an agreement with the Chamber of Commerce for the purpose of advertising and publicizing the City of Lynwood. Ashram request referred to Police Chief American Mis Soc. request referred to Police Chief Chamber of Commerce 1971-72 budget request F~~~ Chamber of Mr. Norman Wasserman, Secretary of the Chamber of Commerce Commerce in discussing the budget with the Council, said the 1971-72 Chamber would have liked to h ave more funds because Budget when they hav e more they can do more; however, they .request were keeping in mind the city 's program to cut costs where possibl e. He said they feel that within the next three or four years the city is going to be in great shape, and they can get along with the funds allocated. The Council expressed appreciation to Mr. Wasserman and the Chamber of Commerce for recognizing the city's need for austerity at this time. Res. 71-46 RESOLUTION N0. 71-46 entitled: "A RESOLUTION (EXHIBIT Chamber A) OF THE CITY COUNCIL OF THE CITY OF LYNWOOD 1971-72 ALLOCATING FUNDS FOR ADVERTISING, PROMOTION, AND budget PUBLICITY FOR FISCAL YEAR 1971-72,"was presented. It was moved by Councilman Byork, seconded by Council- man Stevens, that said resolution be adopted and that the Mayor be authorized to execute an agreement with the Chamber of Commerce for the purpose of advertising and publicizing the City for the coming year. It was moved by Councilman Green, seconded by Council- man Siokos, and carried, that the Council send a letter to the Chamber of Commerce Board of Directors "~"""`~ commending them for their cooperation in the Council's austerity program. Chamber The City Manager reported that at its regular meeting .Fall Festivalof June 22, 1971, the Recreation Commission recommended plans Council approval of a request from the Chamber of discussed Commerce for conduct of its 1971 Fall Festival on September 8 through 12 in the City Park, subject to to the following provisions: (1) That the Chamber of Commerce enter into a written agreement with the city specifying the conditions under which the Fall Festival will be conducted; (2) that the Chamber of Commerce and the SJM Fiesta Company provide whatever type and amount of insurance the city may require , and (3) that all specific requirements of the Recreation and Parks Department, Police Department, Fire Department and Building Department be adhered to by the Chamber of Commerce and The SJM Fiesta Company. Dr. Richard McKenna, 3637 Century Boulevard, representing the Chamber of Commerce and its president, Mr. Buddy Storms, and Chairman of the Fall Festival, presented a plot plan of the area to be devoted to the festival activities. He called attention to the ,,,,~,~ change of dates, stating it was to take advantage of better weather, and because the children would be out of school. He described the number and types of games to be provided by SJM and the participating service clubs. The games will be subject to prior approval by the Chief of Police. Otherwise, he said, there would be no major physical change from the past festivals. A combined $1,000,000 single-limit insurance policy will be provided by the carnival operator. Dr. McKenna said that Mr. Legg`s private ~~_5 patrol service will be employed to assist in control during the time of the festival. After discussion of the event, the City Manager suggested that if the Council grants approval that a contract be drawn along the lines of the one used for the 1970 Festival. It was moved by Councilman Green, seconded by Councilman Byork, that the City Attorney and City Manager be instructed to prepare a contract for conduct of :the Chamber of Commerce Fall Festival along the lines of the 1970 contract, and that the Mayor be authorized to execute the contract on behalf of the city. ORAL COMMUNICATIONS Dr. Verner Waite, 3120 Los Flores Boulevard, addressed the Council concerning the increasing problems existing at the Lynwood Natatorium. He said a year ago the Recreation Commission said there was no problem and that no city resident had been refused admission to the pool. Further, he said that very few apply for admission to the pool at night as at night they do not feel secure in their person, and something should be done to make the pool available to the residents of the City of Lynwood, not just to outsiders. Councilman Siokos commented that there are probably two ways this might be done (1) require a predetermined resident card or (2) a resident card and a non-resident card at a different admission rate. Dr. Waite said he would like to see the pool closed for a week to see what way to go, and Councilman Siokos said it would be proper to request direction from the Recreation Commission as they are the recommending body to the City Council. Dr. Waite objected to referral to the Commission because of possible delay that would ensue. Councilman Stevens this matter with a Commission and had opinion from the S to where the city Waite proposes. commented member of suggested Late Attor stand in that he had discussed the Recreation that they obtain an Bey General's office as relation to what Dr. The Mayor asked if it were possible to have two price figures, one for residents and one for non-residents, and the City Attorney said he had given an opinion on that a couple of years ago and had said it could be done, and if the Council wished, he could re- examine the question. Mrs Barbara Dunster, 4048 Century Boulevard, addressed the Council to say that she has been informed that a price differential is charged by the City of Inglewood, and provided the admission fees for residents and non-residents. She also suggested that life guards be deputized, as senior life guards are being deputized at the beaches. Discussion re Fall Festival Discussion re use of Natatorium =-~~-~ U Discussion use of Natatorium re Mr. Evans, 3816 Lugo; Mr. Dallas Smithson, 11057 Wright Road; Mr. Richard Cornish, 3805 Lugo; Mr. R. C. Waranius, 12410 Long Beach Boulevard; Mrs. Lafferty, 4320 Century Boulevard; Mr. Cass Waranius, 12416 Long Beach Boulevard all addressed the Council concerning the alleged problems at the Natatorium. Dr. Richard McKenna addressed the Council concerning his experience as a life guard in years past, and expressed the opinion .that it would be extremely hard to find guards who would be old enough to be deputized. He said he thought that charging different prices would be valid and workable, and he recommended that the extra money be used to hire on-the-premises guard. In discussing:.the matter, Councilman Siokos recommended that the matter be sent directly to the Recreation Commission for suggestions on developing an identification program. Mr. Don Snavely, Recreation and Parks Direction, said that the Commission had studied this at length and concluded that people can go to the Natatorium and swim with a well supervised staff to accommodate problems as they occur. He said there are very few police incidents; the main problem is that there may be people who do not choose to swim there because of those using the pool, and no one has been turned away. The Commission concluded that there was no reason for developing a resident and non-resident program. The City Manager suggested that there was no reason why the Recreation Commission could not meet in special session and consider the problem. Council- man Byork asked if it would be possible to have supervised classes of some sort, and he was reminded that supervisorial personnel are present at all times. Dr. Waite stated that he thought the pool should be closed at night for one week; that he felt that something should be done quickly as the problem will continue on through the summer, and that closing the pool for a week at night would provide a cooling-off period. Mr. George Henderson stated that the whole thing can be solved if the Council will make the pool a strictly instructional institution in which classes are conducted withnights that would be allocated for open swimming and sponsored by service clubs or churches. The Mayor said he would like to suggest that the Recreation Commission have a special meeting as soon as possible to discuss this and make a recommendation to the Council, within the next two weeks. He said he was asking them to give a full report, such as how many non-residents and how many residents are using the pool, suggestions for a fee structure, identification cards with pictures or whatever is necessary. He said he felt this should be done as the Commission is the recommending body to the Council and they should not be by-passed. G19 It was moved by Councilman Stevens, seconded by Council Discussion re man Green, and carried, that the Recreation Commission Natatorium prepare and submit a report at the next meeting, and that they be asked to explore the possibility of closing the pool. ~'^° Mrs. Lafferty asked for a clarification of the Council's action and she was told that the Council is asking for a report and recommendation from the Recreation Commission on the resident and non-resident solution, and if it is a good thing to close the pool at night. Mr. Snavely described how the previous survey was conducted, and the questions asked as the patrons purchased their tickets, i.e. (1) place of residence; (2) how they got there; (3) how they got home. Dr. Waite suggested a spot poll asking "will you let your children swim in the pool at night?" Mr. E. L. Morris, 2970 Los Flores Boulevard, addressed the Council to say that speaking for himself, not for any otk~er member of the Commission nor for the administration, that they did have a survey made last year and the survey was an on the spot type of thing the figures for which would be as true tochy as they were a year ago. He said he thought this information could be discussed and a recommendation could be made; that he has confidence in the Commission and in the City Council and that a solution can be arrived at and made workable. Councilman Green commented on the new stop signs on Virginia and Clark Street, and said the residents are very pleased with them. The Mayor announced that the meeting would be adjourned to executive session. He excused the City Clerk and Executive City Attorney, appointing Councilman Byork to act as Session City Clerk pro tempore. Following the executive session, the meeting was called to order.
