CounciJ_men Byork, Green, Liewer and Stevens answered the rol~_ call. Councilman Siokos was absent. It was moved by Councilman Byork, seconded by Council- man Green, and carried, that Councilman Siokos' absence be excused. It was moved by Councilman Byork, seconded by Council- man Green, and carried, that the minutes of the June 2.9 and July ?, adjourned regular mF~eting, and the r°egu.lar meeting ot" July 6, 1971, be approved as written. Res. 71-47 RESOLUT:~UN N0. '71-47 entitled: "A RESOLUTION OF THE Demands CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING TIDE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR," was presented. Ecology Week Mayor Liewer proclaimed the week of August 2 through 8/2 to 8/8/71 8, 1971, as Lynwood Ecology Week which is being sponsored by the Lynwood Ecology Club. Hillary Cohan, 377 Sanborn, and Pattie Sehi, 398 Carlin Avenue, addressed the Council regarding plans of the Lynwood Ecology Club to maintain a reclamation center at the Community Center for the collection of glass, tin, aluminum and paper and for dissemination of information as to what each person can contribute to the reduction of pollution. They urged that all citizens :interested in the program support the center and learn how to help clean the air and water, reduce waste, and ~areserve our natural resources. ORDINANi;ES AND RESOLUTIONS Ord. first read An ordinance entitled: "AN ORDINANCE OF THE CITY OF Cigarette tax LYNWOOD AMENDING SECTION X9.11 OF AR~'1CLE 111 OF THE allocation LYNWOOD CITY CODE TO ALLOCATE CIGARETTE TAKES BETWEEN CAPITAL IMPROVEMENT P'UND AND THE GENERAL FUND," was presented for first reading. The Manager explainee~ that this ordinance will effect the determination by the City Council during the budget session to allocate ~2~,000 of cigarette tax revenue annually to the capital fund with the remainder to the general fund. 1t was moved by Councilman Byork, seconded by Council- man Green, and carried, that further res,ding be waived. It was moved by Councilman Byork, seconded by Council-~ man Green, that the ordinance be accepted as read for the first time and passed to second .reading. ~~1~ Roll Cali.: Ayes: Councilman Byork, Green, Liewer, Stevens. RESOLUTION N0. 7.1-48 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD SUPPLEMENTING RESOLUTION N0. 67-g DESIGNATING CERTAIN INTERSECTIONS AS STOP INTERSECTIONS," was presented. Adoption of the resolution would prohibit parking at al"1 times on the east side of Wright Road from Duncan Avenue to 224 feet south of the intersection of Louise Avenue and Wright Roaa, and on the west side of Wright Road from Duncan Avenue to 263 feet north of the intersection of Louise Avenue and Wright Road. The Manager expla3.ned that the proposed parking prohibitions were recommended by the traffic authority in ox~~~~er to correct hazardous conditions existing along Wright Road. It was moved by Councilman Byork, seconded by Councilman Stevens, that the resolution be adopted. Roll Call: Ayes: Councilman Byork, Green, Liewer, Stevens. Noes: None. Absent : Coun~~i_lrnan Siokos . WRI'T'TEN COMMUNICA`~IONS Res. 71-48 Designating no parking on portions of Wright Rd. A letter from Councilman Nickolas A. Siokos submitting Councilman his resignation as of July 20, 1871, was read. It was Nickolas A. moved by Councilman Byork, seconded by Councilman Siokos Green, that the Getter be accepted and .Filed, and that resigns the resignation be accepted with regret and a plaque be prepared in recognition of Mr. Siokos' service to the City . Roll Call: Ayes: Councilmen Byork, Green, Liewer, Stevens. Noes: None. Absent: None. The Mayor declared the meeting adjourned to executive session. Following the executive session the meeting was called to order. Because of the large number of. peop~-e who were unable to enter the Council Chamber, adjournment of the meeting to Bateman Hall was discussed. A recess was called to permit the Clerk to prepare the necessary resolution to al~.ow the meeting to be moved. Following the recess, RESOLUTION N0. 71-49 entitled: Res. 71-49 "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF Adjourning LYNWOOD ADJOURNING THE JULY 20, 1971, REGULAR MEETING meeting to OF THE CITY COUNCIL OF THE CITY OF LYNWOOD TO BATEMAN Bateman Hall HALL, 11331 ERNESTINE AVENUE, LYNWOOD, CALIFORNIA," was presented. It was moved by Councilman Byork, seconded by Councilman Stevens, that said resolution be adopted. Roll Call: Ayes: Councilmen Byork, Green, Liewer Stevens. Noes: None. Absent: None. The Mayor announced that the meeting would now move to Bateman Hall, and named Bill Bolton to remain in ~~ L+ (J ~... 2~4 Report and request for Commission study and recommendation. If j~ecommendation the Council determines to adopt the commission's ~e use of recommendation, it is anticipated that the program ;Jatatorium would be implemented in the first week of August. The City Manager outlined briefly the current schedule and the recommended schedule with administrative amendments which was developed through discussions with Mr. Snavely and the Recreation Commission, thus affording the City Council alternative schedules for consideration. The City Manager informed the Council that it was the City Attorney's opinion that the City could close the pool to other than residents, but once two classes, .resident and non-resident, are established there is no a"lternative but to treat everyone in the class fairly, and if the Council determined to close the pool to all, non-residents, it would have to apply equally to any programs in the natatorium, including specialized swimming programs such as the swim club and water polo team. The new schedule provides for open public swimming from 3 p.m, to 5 p.m. on Sunday, Tuesday, Wednesday Thursday, I~r~day, and Saturday. Tn discussing the proposal, the Mayor recommended that open public swimming on Sunday afternoon be eliminated anc~ it be trade open public swimming f"or Lynwood residents onJ_y, and Councilman Green offered the same proposal for Saturday from 3 p.m. to 5 p.m. Councilman Stevens recommended fux'ther that open public swimming be scheduled for one afternoon a week f'or a three-hour period. Councilman Byork expressed concurrence in the Recreation Commissions recommended schedule, also stating he would like to have a matron on duty in the girl's room, a "deck walker" on duty to maintain order during the open swimming periods, and bicycle security provided. It was moved by Councilman Byork, seconded by Councilman Liewer, that the City Manager be asked to budget financing for employment of three additional people, a matron, a deck monitor and a bicycle monitor. Absent: None, It was moved by Councilman Green, seconded by Councilman Liewer, that the schedule be adopted as revised, providing open public swimming from 3 p.m. to 5 p.m. on Tuesday, Wednesday, and Friday, (See Exhibit "A" for entire schedule) and that during the next six weeks consideration be given to charging a different rate for outside residents and requiring identification cards. He added his personal request that the pool be closed immediately while new rules and regulations are formulated. Mr. Richard Waranius, 12410 Long Beach Boulevard, suggested that a 25~ fee be charged those who wish ~ to park their bicycles in the watched area; he also suggested a separate entrance and exit be provided to prevent conflict between those waiting to enter the natatorium and those leaving. Mrs. Saunders addressed the Council to complain of noise from the Diplomats during their practice interupting meetings of the group to which she belongs. She was informed that the Diplomats are no longe!:, being funded by the city, and as of August 1 they have been instructed to find another place for practice sessions. Miss Patty Sehi, 3928 Carlin, addressed the Council to state that she once worked at the natatorium and believed much of the problem at the Natatorium resulted from conflicts between the patrons and staff members. Mr. Jerry Rokos, 12217 Bullis Road, addressed the Council, to express his opposition to the decision of the Council in adopting the revised schedule for the Natatorium. r'^ Mr. Jack Dunster, 4048 Century Boulevard, addressed the Council to state that their efforts were directed toward getting acceptable social behavior, and he believed that is the problem they are trying to solve. Mr. Bob Dennis, 4022 Shirley, addressed the Council to state his opposition to Councilman Byork's action on the motion. Mr. Ferran Johnson, 3851 Virginia Avenue, addressed the Council to speak of the need for the non-residents to get along with the residents of Lynwood. Mr. Claudio Trujillo, 3262 Pleasant Street, commended the Council for its action. Councilman Stevens commended City employees Carl Keith and Lawrence Nolan for apprehending a purse snatcher. die also asked that something be done to eliminate the unsightly weeds along the railway right of way.
