ADJOURNED REGULAR MEETING JULY 27, 1971
The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road, on
above date at 4:30 p.m.
Mayor Liewer in the chair.
Councilmen Byork, Green, Liewer, Stevens answered the
roll call.
Thomas The City Manager reported that there have been discussions
Foster hired regarding hiring an individual to collect delinquent
to collect accounts. Mr. Thomas Foster, a third yea r law student
delinquent at UCLA, has agreed to a trial period of two months
accounts beginning August 1 for three days a week at the rate
of $2.25 per hour.
It was moved by Councilman Byork, seconded by Council-
man Stevens, that the Council accept Thomas Foster as a
representative of the City for collection of delinquent
accounts.
After a brief discussion there was a roll call on the motion.
Ayes: Councilmen Byork, Green, Liewer, Stevens.
Noes: None.
Absent: None.
Res. 71-50 RESOLUTION N0. 71-50 entitled: "A RESOLUTION OF THE CITY
appointing COUNCIL OF THE CITY OF LYNWOOD APPOINTING A MUNICIPAL
Thomas FosterCORPORATION REPRESENTATIVE," was presented. It was
as Small moved by Councilman Byork, seconded by Councilman Stevens,
Claims Court and carried, that further reading be waived.

It was moved by Councilman Stevens, seconded by Council-
man Byork, that said resolution be adopted.
Roll Call:
Ayes: Councilmen Byork, Green, Liewer, Stevens.
Noes: None.
Absent: None.
The Mayor informed the Council that Jack Powell of 3060
Fernwood Avenue had recently passed away. Powell field
in the City park was named after Mr. Powell.
Councilman Byork presented the Mayor with a pair of gold
plated scissors that had been given to him when he
represented the mayor at the grand opening of the Sears
Roebuck and Co. TBA Service Center.
The Mayor announced that the meeting would be adjourned
to executive session and excused the City Clerk and City
Attorney. Councilman Byork was appointed City Clerk
pro tempore.
The Mayor declared the meeting adjourned to Executive
session. Following the executive session the Mayor called
the meeting to order.
E. L. Morris Councilman Green nominated Mr. E. L. Morris to fill the
appointed unexpired term of Nickolas Siokos.

There being no further nominations, it was moved by
Councilman Byork, seconded by Councilman Green, that
the Clerk be instructed to cast a unanimous ballot for
Mr. E. L. Morris.

Ayes: Councilmen Byork, Green, Liewer, Stevens.
Noes: None.
Absent: None.

It was moved by Councilman Stevens, seconded by Council-
man Byork, that the meeting be adjourned.
Prior to the vote on the motion to adjourn, Mr. Morris
addressed the Council thanking them for confidence
placed in him and stated that he would make every
effort to perform the job well.
Mr. Higgins complimented the Council on the selection
of Mr. Morris .
