Councilmen Byork, Green, Liewer, Morris and Stevens answered the roll ca1:1. It was moved by Councilman Stevens, seconded by Councilman Green, and carried, that the minutes of the regular meeting of August 3, 1971, be approved as written. RESOLUTION N0. '7 ]_-54 entitled: "A RESOLUTION OF Res. 71-54 THE CITY COUNCIL OF THE CITY OF LYNWGOD ALLOWING Demands AND API'RUVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR," was presented. PUBLIC I3EARTNG The hour of 7:30 p.m, having arrived, said hour being Public hearing - the time fixed for public hearing on the adoption of Adoption of 1970 the Uniform Plumbing Code, 1970 Edition, the Mayor Edition of requested information concerning the subject Uniform plumbing hearing, code The Manager presented a brief report of the importance to ci.t~.es and to the construction industry of adopting uniform standards . Redefines right-of-entry procedures in line with recent court decisions. Regarding the increased fees, Mr. DeJong explained that the fees are to be raised approximately 30~ to bring them in .fine with other communities. ~~ ,. j' ..,. ~~U The technical changes in the code are as follows: 1. Requirements of a temp erature-pressure relief valve with a properly located drain line on all newly installed water heaters. 2. Safety protection when a closed system occurs in a water piping system. 3• Availability of access to all types of control valves. 4. Revision of tables of water and gas piping to be more workable. 5. Air gap detai.s with the need of cross-connections. 6. Tighter control of new ma~eria:ts and their usage. Mr. DeJong discussed the use of p.l.ast;i~~ pipe and presented the Council. with samples. The Mayor inquired if' anyone wished t.u speak on the matter. Mr. Larry Lillard, 1]_326 Atlantic Avenue, addressed the Council to speak in favor of adopting the Uniform Plumbing Code. The Mayor declared the hearing closed. Ord. 896 ORDINANCE N0. 896 entitled:- "AN ORDINANCE OF THE CITY Adopting 1970 OF LYNWOOD PROVIDING FOR. WRITTEN COMMUNICATIONS Letters Letters from Mr. and Mrs. Wendt, 3846 Louise Street, opposing and Mrs. James P. REPORTS AND REQUESTS The Manager presented a report on thFa Rio Hondo/L.A. River Beautifi+:atic~n and recreat;lon de«elopment. L~ ~ 1_ r The report explained that the Open Space Committee of the East Centx'al Area Planning Council has made studies of the feasibility of beautiii^ation and/or recreation development along the Los Angeles and Rio Hondo channels. The study incl~~ded a ten mile stretch of the waterway and. encompassed not only the lined channel, but included water-settling basins, wildlife refuge areas, and developed and undeveloped park sites for a total. of approximately 1,100 acres. The committee concluded that the acreage was suited to green-belt development which could include certain recreation and park facilities. In the case of Lynwood, the study ident~.fied a 19- acre parcel of land local.ed adjacent t a tk~e west bank of the river under. the ~urisdictiora of t:h.e L. A. River beautification pro~j ect Res. 71-55 Endorsing in principle the rio Hondo/L.A. River beautifica- tion pro,j ect . Byork, Green, Liewer, Morris, Stevens. The Mayor informed the Council that he had received word that Father and Mrs. Hoy of the Epi-sc;opal. Church had been killed in a plane crash, and de~.lared a five minute recess. Following the recess, the Mayor called the meeting to order. The Clerk presented a letter from W. H. Greenawalt, Southern California Edison Company, concerning the relocation ~f' utility lines that was held over from the August ;3, 1971, meeting. The .letter described an alternate route to the route proposed at the August 3 meeting as follows: West on N/s of Fertile to E/s of Wright Road; south on Wright Road to S/s of McMillan; West on McMillan to W/s of Cookacre; North on Cookacre to N/s of Carlin, and West on Carlin to the existing line at Bullis Road. Report on Edison relocation of utility poles The Marra.ger reported that the City F,ng.ineex~ has reviewed the routes proposed by Edison Company and recommends the proposed southerly route ~e approved. ~~~ Report on Edison relocation of utility poles Councilman Morris asked if the line could not cross the freeway south of McMillan rather than at Fertile Street. Mr. Michael Smith, 26112 Camino Adelanto, Mission Viejo, representative of the Southern California Edison Company, addressed the Council to explain that there is an existing easement for Si;andard Oil Company at that location. Edison has investigated the possibility of using this easement but determined that the easement is not wide enough and the utility poles would conflict with the existing pipe lines. Councilman Green commented that the reason he voted to table this matter for two weeks was because he had not had the opportunity to drive the proposed route, and complimented Mr. Smith, Mr. Greenawalt and Public Works Director Alvarado on working so well together with the Council in establishing an acceptable route. It was moved by Councilman Green, seconded by Council- man Stevens, and carried, that the C,:~uncil approve the alternate route as follows: West on N/s of Fertile to E/s of Wright Road; south or1 Wright Road to S/s of McMillan; West on McMillan to W/s of Cookacre; North an Cookacre to N,'s of Carlin, and West on Carlin. t~~ the existing line at Rullis Road. Management The Managers reported that near the end of the fiscal proposals - year the Lynwood Police Reserve Association submitted Police Reserve numerous benefit and protection proposals. With the Officers exception of the request for wage protection .insurance, approved the Council. set aside the proposals ft~~:1`' review and recommendation following adoption of the budget. The Manager reported that he and Councilman ~york had met with representatives of the group and had developed a program for Council consideration. Councilman Ryork reported that as to wage protection insurance, the Council had approved a police for temporary disability along with full Workmen's Compensation Insurance for each member of the reserve group, and recommended approval of the following proposals: 1. That the Council authorize the use of unmarked police vehicles fo;r use by the reserves for such assigned duties as security patrol at sporting and social events at local locations, transportation of prisoner meals, surveillance details, foot patrol at specific locations and other duties as assigned by departmental authority. 2. Each member to receive a uniform al-lowance in the amount of X20 per year while serving. Payment to be made at the close of each year of service. 3. The City shall provide the reserve officers with x,000 rounds of handgun ammunition for use during the year. It is understood that said ammo will be fired at the local police range and will be utilized for practice and monthly qualifics,tion requirements. It was moved by Councilman Dyork, seconded by Councilman Morris, that the proposals as recommended be approved. Roll Call: Ayes: Councilmen Byork, Green, Liewer, Morris, Stevens. Noes: None. Absent: None. ORAL COMMUNICATIONS Mrs. Joyce Marthaller, 11301 Hulme Avenue, addressed the Council and introduced Patty Sehi and Leon Allison of the Lynwood Ecology Club. Patty Sehi, 3928 Carlin, explained the work involved in preparing for the opening of the reclamation center. She explained that about six weeks before the center opened the club conducted a poster contest at the local playgrounds in order to interest the children in the p.ro~ect, arad club members distributed handbills telling about the center. Leon A1.lison, 4054 Platt, explained that after three days of collecting bottles, cans, and papers 'the club received a. total. of $70.53 which will be used to continue helping to improve the environment of Lynwood. Mrs. Marthaller stated that the success of the center was due to the hard work of about ~?0 volunteers, the concern of private citizens and city backing. She thanked Mayor Liewe;^ and Councilman Byork for their interest in the center and said the Lynwood Ecology Club has made each Councilman an honorary member. James Webster, Gateway East, Century City, attorney representing the Lynwood Firefighters Association, addressed the Council to ask that the Council request the Los Angeles County Consolidated Fire Protection District make a feasibility survey which would stow the level of fire protection which the County could provide to the City in case of such a consolidation and the savings to the ta,x payers. Mr. Webster spoke of appearing before the Council with this request during wage negotiations and tPae Council felt it was not the proper time to discuss such a survey. Before again appearing before the Council, the Firefighters conducted a survey of approximately 3/4 of the businesses and about 3 to 4 per cent of the residents asking if they favored such a survey. Cards were given out to those contacted and approximately 97% .responded in favor of a consolidation survey by mailing the cards to city hall. Mr. Webster stated three reasons for the survey. 1. The level of fire protection for the city, 2. Obtaining the best bargain for the tax payers for that fire protection, and 3. The disparity in the compensation structure of the County as compared to the City of Lynwood. Mr. Webster estimated that had the city been part of the fire protection district for fiscal year 1970-71 there would have been a savings of approximately $129,000, and for the current fiscal year a savings of about $106,000. During the discussion following the presentation, Mr. Webster was asked how the County could provide equal fire service, pay higher wages and save the ;' City money. He explained the County is able to v provide the service at a savings because it is not restricted to city boundaries and is able to place stations to cover a broader area. The survey would provide a list of how many fire stations within the City should be maintained, what other stations can be used and the number of personnel. He explained that the number of personnel varies with each city and in some cases the personnel i.s red.uced because of sufficient stations located near r..ity boundaries. Other items discussed with Mr. Webster were concerning the fire rating of the County and City, L'he method of compensation f'or existing city f'aci:lities and equipment and the dif.'.f'erence in w~,gE~s and benefits paid by the County and City, Dr. Verner Waite, :312.0 Los Flores, addressed the Council to state he was opposed t.o consoli.dati.on with the County fire protection dist;x~~.~:t:, . She stated that ,,,~,~ & Fernwood many accidents occur because of cars hitting the dip . Mayor Liewer instructed the City Engineer to investigate and made a report. Jerry Rokos, 12217 Bullis Hoad, addressed the Council in opposition to consolidation with the County fire district and listed ways that, in his opinion, the City could save money. Report on stop The City Manager reported that the ~ubl.ic Works sign request on Direction has investigated the placing of a stop Rtate between sign on State Street between Tweedy end Long 'weedy and Long Beach Boulevards in response to the complaint Reach Blvd. from Mrs. Nese referred to him at the august meeting. Mr. Alvarado has deter~~ined that a stop sign is unnecessary. Mayor Liewer asked that Mrs. Nese be informed. Amendment to Councilman Byork reported on how the League of Code re purchaseCalifornia Cities voted on the recommendations 1n open presented at the august 3 Council meeting, and Cequested requested that the City attorney be instructed to prepare an amendment lowering the purchase of supplies, equipment and contractural services in the open market from ~~,500 to $2,500. Mayor Liewer instructed the City ~ttorr~ey to prepare the amendment. `f t~ Councilman Byork asked that the Council consider preparing a newsletter that could be mailed with the water bill. Councilman Green commented that he had appealed to the County Library Board about the money collected from property taxes that was not being spent on the Lynwood library as reported by Dr. Waite at a previous meeting and said possibly in the future Lynwood would be getting a new library.
