SPECIAL MEETING AUGUST 31, 1971
The City Council of the City of Lynwood met in a special
meeting in the City Hall, 11330 Bullis Road, on above
date at 7:30 p.m.
Mayor Liewer in the chair.
Councilmen Byork, Green, Liewer, Morris answered the
roll call. Councilman STevens was absent.
The Mayor announced that the purpose of the special
meeting was to consider a report and resolution on the
Emergency Employment Act of 1971, and a personnel matter.
Report -- The City Manager presented a report on the information
Emergency obtained concerning the Emergency Employment Act of
Employment 1971, at the meeting of August 25, 1971, called by Mr.
Act of 1971 Gordon Nesvig, Los Angeles County Director of Personnel.
The Federal allocation of funds to cities in Los
Angeles County under 75,000 population is approximately
$16.5 million. The County of Los Angeles will serve as
Program Agent for the smaller cities, and will receive
and pass on funding requests from such cities. Present
information indicated that individual city funding will
be determined in a ratio which relates population and
current level of unemployment within the requesting
agency. Based upon Lynwood's present unemployment rate
of 6.9%, the first year's allocation should be approximately
$150,000, which may be used to pay up to 90% of salary
and fringe benefit costs, with the rer~~aining 10% provided
through "in kind" service to local program participants.
The report set out the categories of unemployed and the
commitment from the participating agency as set forth
in the Federal policy statement. Following the August
25 meeting with the County Director of Personnel, the
Council committee (Councilmen Byork and Green), requested
thata suitable program application be developed. Following
review of the needs of the city and subject to Council
approval, the Lynwood submission suggests funding for
fifteen additional employees in the following job related
categories:
Environmental Works Trainee 7 positions
Utility Maintenance Man 2 "
Park Maintenance Man I 1 "
Clerk Typist 2 "
Engineering Trainee 1
Police Officer 2 "
The total budget estimate for the fifteen positions is
$162,991 for the current program year. The federal
share would be $16,686 with the remaining $16,305 to
be supplied through "in kind" service (training,
administrative and equipments costs) by the City of
Lynwood. The application further requests a cash
advance of approximately $20,000 representing two months
of the basic salary increment. Attention has been centered
upon entry level positions typical of the local government
employee structure and those in which job training
programs can be readily developed. In addition to providing
needed service to the community, the goal will be to find
continued employment for program participants at the close
of the two-year program.

Mr. John Hilander, 3529-8 Fernwood Avenue, addressed Discussion
the Council to speak in opposition to the program. Emergency
Mr. Hilander's objections were based upon his belief Employment
that the Federal participation is detrimental to the of 1971
basic concepts of constitutional and responsible type
of local government; that the answer to the employment
problems should be found through private concern to
provide needed employment, without Federal funding,
thus conserving local power. He stated that the city
must live within its means; that efforts should be dire cted
toward attracting business and industry to provide
employment for the citizens of the community and to
avoid increased taxes, for example, the Montgomery
Ward development which will provide jobs and local
revenue. In discussing his objections informally
with members of the Council, the Council commended
him on his presentation and expressed sympathy with
his philosophy. However, the Council explained that
the proposed jobs are those which would have been
filled if city funds were available; that in spite
of the austerity of the present city budget, it had
been necessary to increase the local property tax rate
by 8~, and that it appeared application for the Federal
funds was justified.
Mr. Trig Svensen, 3163 Carlin Avenue, asked how long
the subject grant will continue and where the funds
come from at the end of the program. He was informed
that it is a two-year program in which the city would
be employing and training the personnel so they could
be working for this or another city or in another area
beyond that time.
RESOLUTION N0. 71-57 entitled: "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA,
AUTHORIZING THE FILING OF AN APPLICATION FOR FUNDING
UNDER THE EMERGENCY EMPLOYMENT ACT OF 1971," was
read in full. It was moved by Councilman Byorl~,
seconded by Councilman Green, that said resolution
be adopted.

Mayor Liewer announced the employment of Mr. Ronald Ronald Prince
Prince, presently City Administrator of the City of employed as
Signal Hill, as City Manager. He stated that Mr. Prince City Manager
was selected from an outstanding group of applicants,
and has the qualifications to make a fine City Manager.
It was moved by Councilman Green, seconded by Council-
man Morris, and carried, that the meeting be adjourned.
