HomeMy Public PortalAboutM 1971-10-05 - CC~6U REGULAR MEETING OCTOBER 5, 1971 The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road, on above date at 7:30 p.m. Mayor Liewer in the chair. Councilmen Byork, Green, Liewer, Morris ,. and Stevens answered the roll call. It was moved by Councilman Stevens, seconded by Councilman Morris, and carried, that the minutes of the regular meeting of September 21, 1971, be approved as written. Res. 71-62 RESOLUTION N0. 71-62 entitled: "A RESOLUTION OF Demands THE CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR," was presented. It was moved by Councilman Stevens, seconded by Council- man Morris, that said resolution be adopted. Roll Call: Ayes: Councilmen Byork, Green, Liewer, Morris, Stevens. Noes: None. Absent: None. A plaque in recognition of his years of public service to the community was presented to former Planning Commission member Henry Becker by Mayor Liewer. Mr. Buddy Storms, president of the Chamber of Commerce, presented to the Counc~.l a check for $550 representing the second place award for the Chamber's display at the `Los Angeles County Fair. ~...., Mayor Liewer read a proclamation designating October 9, 1971, as "Knights of Columbus 25th Anniversary Day." Mr. Russell Kaczmarek, 10761 Standard Avenue, addressed the Council to thank the Mayor for the proclamation and to invite members of the City Council to be guests at the anniversary dinner on October 9. Mayor Liewer read a proclamation designating the month of October 1971 as "Lynwood Council PTA Membership Month." Mrs. Betty Lemon, 11625 Pope Avenue, PTA membership chairman, was present to encourage those present to loin the PTA. Mayor Liewer also read proclamations de 25 to 31, 1971, as "Toastmistress Week" 1971, as "Catholic Daughter Day." Miss representing the Catholic Daughters was expressed appreciation to the Mayor for proclamation. ~ignating October and October 7, Eleanor Schultz present and the PUBLIC HEARINGS Public Hearing- The hour of 7:30 p.m. having arrived, said hour being 'Sidewalk the time fixed for hearing on confirmation of assessment ;repair program for sidewalk repair program pursuant to the improvement Act of 1911, the Mayor requested information concerning said hearing. City Manager informed the Council that ' pursuant to a deficiency survey made by the City Engineer, corrections have been made and the assessment has been spread among the 22 parcels affected. RESOLUTION N0. 71-63 entitled: "A RESOLUTION OF THE CITY Res. 71-63 COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, CONFIRMING Confirming THE REPORT OF THE SUPERINTENDENT OF STREETS OF SAID report for CITY DATED OCTOBER 5, 1971, RELATING TO CERTAIN sidewalk SIDEWALK REPAIRS," was presented. It was moved repairs by Councilman Byork, seconded by Councilman Green, and carried, that further reading be waived. Mayor Liewer introduced City Manager Ronald Prince, City Attorney James Erickson, and Assistant City Attorney, John Murphy. ORDINANCES AND RESOLUTIONS RESOLUTION N0. 71-65 entitled: "A RESOLUTION OF THE Res. 71-65 CITY COUNCIL OF THE CITY OF LYNWOOD APPOINTING THE Appointing LEGAL REPRESENTATIVES OF THE CITY," was presented. City's legal It was moved by Councilman Byork, seconded by Council- reps. man Green, and carried, that further reading be waived. It was moved by Councilman Stevens, seconded by Council- man Green, that said resolution be adopted. Councilman Byork commented on the number of legal representatives shown in the resolution, and Mr. Erickson explained that they had recommended designation of a City Attorney, Assistant City Attorney and six additional deputies in order that someone will be available at all times with capacity to act on behalf of the City. He stated that Mr. Murphy will be responsible for Planning Commission matters, and that by proceeding in this manner the City will be provided with the service to which it is entitled. REPORTS AND REQUESTS A report on implementation of the Emergency Employment Report - Act projects funded through the County of Los Angeles Emergency Public Employment program was presented by the City Employment Manager. It was the Manager's recommendation that the Council authorize the Mayor to execute the required subagreement between the City and County. In discussing the program, the Council was informed that if there is dissatisfaction with the program, it can be dropped ~,~pon 30 days notice. If the program proves satisfactory, application can be made far an additional year. He also said that the program can be put into effect immediately as there are presently a number of interested parties who have left applications with the City. Some of the applicants are veterans and others are not, but the veterans will be given preference. It was moved by Councilman Green, seconded by Council- man Morris, that the Mayor be authorized to execute the subagreement as recommended by the City Manager. He explained that the City of employment Act Lynwood is eligible for a portion of additional of 1971 funds which have been granted to the County of Los Angeles. He explained that because of its present unemployment rate, Lynwood is eligible for a portion of the additional funds granted to the County and he presented a "request for consideration for participation in the special assistance employment program" which would provide for three additional positions, mechanic helper,. clerk stenographer and clerk typist and increase the City's Emergency Employment grant by approximately $20,000. He recommended that the Council direct the City Manager to file the request and to prepare a grant application for the three additional positions. (Jniform Traffic The Manager presented a report on the proposed Control project agreement between the City of Lynwood and the County ~'or Imperial of Los Angeles for the improvement of traffic s,pproved signals on Imperial Highway under the Uniform Traffic Control. project for Imperial Highway. The City's share of the project will be financed by `r®FICS funds allocated and accumulated for the 1g69, 1g~0 and lg~l budget years. In order to proceed ~6 with the program it will be necessary to adept a Uniform Traffic resolution consenting to the establishment of a Control project portion of Imperial Highway within the City of Lynwood for Imperial as apart of the County Highway system, and to execute Highway ,.~., an agreement between the City and County to carry out the pro,~ect. The Manager recommended that the Council authorize the Mayor to sign the resolution and execute the necessary agreement between the City of Lynwood and the County of Los Angeles for the Imperial Highway Uniform Traffic Control project. 'I'he Manager in~'ormed the Council that the Director of Parking Pub:~ic Wog#ks and the Chief of Police have undertaken restrictions a study of the eastbound traffic problems on Imperial southside of Highway between Atlantic Avenue and Duncan Avenue Imperial during the hours of 3-6 p.m. on weekdays. The Police Chief' has discussed the proposed mc~dificat~on wifi;h adjacent merchants and has encountered no strong objections. It was moved by Councilman Morris, seconded by Councilman Green, and carried, that the Council concur in the recommendation. ~"' Councilman Byork inquired if any attempt had been ~ made to synchronize the signals at Atlantic and Duncan Avenues, and the Police Chief informed him pf the difficulty off' doing so as the Duncan Avenue signals are controlled by another jurisdiction. Report re ~'he City Manager in~'ormed the City Council that the Diplomats Drum Recreati®n and Parks Commission received a letter & Bugle Corps from the ~,ynwcaod 9ptimist Club requesting that the Commission recommend to the C®uncil that the City co-sponsor the Diplomats Drum and Bugle Corps. The Commission acted to accept end pass the setter on to the City Council without comment. ~'he Gptimist Club requested no funds, but expressed the view that the City's acceptance of co-sponsorship would provide added moral. support for the program. At the request of the Council, Recreation Director Snave~.y explained that the Diplomats are presently using the Community Center on Wednesday evenings from x:30 to 10 p.m. and the turf area ad,~acent to the Natatorium on alternate Sundays from noon to ~ p.m. on e rent free basis pending a decision ~~J by the City Council, ax~.d tY~ey have obtained the use of Will Rogers School facilit.ie5 on alternate Sundays. Without co-sponsorship, the rental fee f"or the Community Center Lounge and Room L would be $11 per week, The present schedu.Le has been in operation two weeks and appears to be a much better arrangement than the previous schedules which prompted many complaints. ~^ The question of liability was discussed and the City Attorney suggested that i.f it is the decision of the t Council to provide any co-sponsorship, that it be limited specifically to use of the facility every Wednesday night and use of the turf' area on Sunday, and that no impression should be created that the City is in any other way responsible.
