Councilmen Green, Liewer, Morris and Stevens answered the roll ,..,, call. Councilman Byork arrived after the roll call. The following items on the November 2, regular meeting agenda were discussed: Resolutions commending Howard Hemenway and James W. Riley, the purchase of police pursuit vehicles and the purchase of a police motorcycle. After a brief discussion of the reapportionment of Assembly and Congressional districts it was moved by Councilman Byork, seconded by Councilman Stevens, and carried, that the meet- ing be add ourned. Various items in the program were discussed such as the reaponsibil~.ties of the safoty boards s.nd instructing employees ~,n ~'irat aid procedures. It was moved by Councilman Byark, seconded by Councilman Stevens, that the Council appr9ve the se.fety program as presented to be effective immediately. The Mayor presented a progress report on the Mayor's Blue- Ribbon Community Improvement and Beautification Council and announced that the first organizational meeting will be held ~. November 18, 1971 at Bateman Hall. All organizations in the community have been asked to send two representatives to ~ , the meeting. The City Manager presented a report on the purchase of five police vehicles ,, and recommended that the Council appropriate $16, 000 from the Municipal Garage Account and direct the City Engineer to advertise for tYle pur- chase of five 1972 model police pursuit vehicles. It was moved by Councilman Morris, seconded by Councilman Green, that the Council concur in the Manager's recommendation. Roll Call: Ayes: Councilmen Byork, Green, Liewer, Morris, Stevens. The Manager presented a report on the purchase of one California Highway Pat~~ol style motorcylle for the Police Department. ~'he Police Department is now using three motorcylces for traffic enforcement, x,966, 1967 and 1970 Harley-Davidsons. It is proposed to replace the 1966 motorcycle which will be so~,d by competitive bidding. The Manager recommended that the Council appropriate ~2,~00 from the Municipal Garage account and direct th~'City En- gineer to obtain quotations for the purchase of a 1972 ~^^ motorcycle. f' Councilman Green stated he felt an additional patrol ear should be purchased because the car can be used 2~4 hours a day and the motorcycle is operated only ~ hours a day . Councilman Stevens expressed the opinion that the City should purchase an additional motorcycle. Report on 3-hr The Manager presented a staff report on the three hour parking parking restriction on the south side of Imperial High- restriction way between Atlantic to Duncan Avenue as requested by the Imperial Hwy. Council at the October l9, 171 meeting. Mr. Bruce Winthr®p, ally Imperial Highway, addressed the Council to state that he has been ~e,bulating his sales between 3 to 6 p.m. each day s~,nce the last Council meet- ing to show that his business has dropped considerably since the parking restr~.etion was put into effect. During the discussion among members oaf the Council with --- Mr. Winthrop, Mr. Winthrop stated he would not object to a parking restriction if he was allowed time in which to prepare his customers. _ After further discussion, it was moved by Councilman Morris, seconded by Councilman Stevens, that the action be rescinded and that a continuing study be made of any alternative methods that can be used. Councilman ~york cc~mr~onted that many studies have been made on lmperia,l H~.ghway and he felt an s,dditional study was unnecessary. Councilman Morris asked if the signals at Atlantic and Duncan could be synchronised, and was info~~med that since the two Qignals were in differont jurisdictions it would be a costly project. After a brief discussion, the City Manager stated that a resolut~,on would have to be adopted to remove the parking restrict~,on, Councilman Morris with the eAnsent of the second, Council- man Stevens, withdrew hi,s motion. Absent: None. A report on the zone change application of R.B.D. Property Co., Inc. was presented by the City Manager. The Planning Commission at its meeting of October 12 approved the application for a change of zone from R-1 to P-1 of portions of Lot 14, Parcels 14, 30, 31 and 34, Tract 5103. The Manager recommended that the Council set a public hearing for December 7, 1971, on the proposed change of zone. Mayor Liewer set the date of December 7, 1971, for a public hearing on the application for a change of zone of R.B.D. Property Co., Inc. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 897 entitled: "AN ORDINANCE AMENDING ORDINANCE N0. 570 FOR THE PURPOSE OF CLASSIFICATION CERTAIN PROPERTIES AND THE ADOPTION OF AN AMENDED SECTION OF THE ZONING MAP WHICH IS PART OF SAID ORDINANCE," was presented for second reading (Lots 39 ~ 4©, Block 3, Tract 5418, R-1 to M-1). CGUNCIL AGENDA (NSW ~tfiS~N~~S) Coi~cilman Byork stated thtt 2~e ras ctxicern~ over a problem. that had arisen within the Recreation Commission and that he felt this should be discussed by the Council in executive session. Councilman Byork further stated that he would like to hear dialogue on the pros and cons of allowing alcoholic beverages to be served at Bateman Fiall. Councilman Byork's primary concern was that some city organizations were holding their functions outside of Lynwood. Councilman Morris commented that he believe that the Council should hold discussion on the two subjects mentioned by Councilman Byork. Councilman Green stated that it was his .opinion that alcoholic beverages should not be served at Bateman Hall because of problems that could arise. Cau.r~clman Stevens commented that the Californ~.s, Righwa,y Patrol puts on a safety program ~'or the elementary schools and asked if the City's Pc~~ce Department could do the same. Mr. Edward Pacheco, 4027 Le Sage, addressed the Council to state he felt the Police Deparment should .- have more motorcycles, and also reported that the sidewalk in front of his house was raised and his tree needed trimming. Mr. Archie Legg, 3671 Platt, addressed the Council concerning the reapportionment of Assembly and Congressional Districts. He stated that the Council should immediately inform their representatives that the Council felt Lynwood should be in one district. The City Manager stated the Council could indicate Telegram to their desires to the Assembly Committee on Elections Assembly Committee and Reapportionment by telegram. re reapportionment It was moved by Councilman Byo~k, seconded by Councilman Stevens, and carried, that the Council send a telegram requesting that the City be placed in one Assembly District. Mr. George Higgins, 533 Fernwood Avenue, addressed the Council to commend the Fire Department and to ask ths,t s,n ordine,nce be .prepared requiring licensing of outside re s,l.tors.
