The City Council of the City of Lynwood met in an adjourned regular session in the City Hall, 11330 Bullis Road, on above date at 7:00 p.m. Mayor Liewer in the chair. Councilmen Byork, Green, Liewer, Morris and Stevens answered the roll call. Councilman Byork commented on the minutes of the December 7, 19.71, meeting, first paragraph, page 4, with reference to the Manual for Commissions. He said it was not his intention to adopt and file the Manual, and moved that the minutes be changed to read "that the Manual for Commissions be accepted and distributed to the Commissioners and put into immediate use." The motion was seconded by Councilman Stevens. All members voting aye, the Mayor declared the motion carried. Various items appearing on the December 21, 1971, regular meeting agenda were discussed, as well as Federal revenue sharing proposals, the results of the recent civil service examination for police officers, and the advisability of the Personnel Board meeting on a monthly basis. Mayor of ity of Lynwood ~17~ REGULAR MEETING_DECEMBER 21, 1971 The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road, on above date at 7:30 p.m. Mayor Liewer in the chair. Councilmen Byork, Green, Liewer, Morris and Stevens answered the roll call. Girl Cadet Troop 168 led the Pledge of Allegiance. It was moved by Councilman Stevens, seconded by Council- man Morris, and carried, that the minutes of the adjourned regular meeting of December 7, 1971, be approved as written. MANAGEI~'iENT STUDIES AND REPORTS Water line A report on the proposed utility agreement between the relocation State Division of Highways and the City for the agreement abandonment and relocation of certain water lines to approved clear for construction of the Route 105 freeway between Atlantic Avenue and Route 7 freeway was presented by the City D'[anager. It was moved by Councilman Byork, seconded by Counil- man Green, that the Council approve the Agreement and authorize the Mayor to execute the agreement on behalf of the City. Nuisance A request for a nuisance abatement hearing on property abatement located at 11354 Duncan Avenue was presented by the hearing set - City Manager who recommended adoption of an appropriate 11354 Duncan resolution establishing a date for hearing. Demolition A request for authorization to call for bids to bids authorized demolish the fire damaged structure at 3245 Sanborn 3245 Sanborn Avenue was presented by the City Manager. The request was accompanied by a General Release executed by the property owners. The Manager recommended that the Council direct the City Manager to advertise for bids for demolition of said structure. It was moved by Councilman Byork, seconded by Council- man Green, that bids be advertised for the demolition of the structure and clearing of the land. Mr. Paul Klaus, 3225 Sanborn Avenue, addressed the Council to inform them that the lot adjacent to the structure to be demolished is being used for a dump, and he was assured that it would be cleaned. Demolition A request for authorization to call for bids to bids au~~iorized demolish uninhabitable structures at 11428- 11428-11428- 11428- 11430 Pear Street was presented by 11430 Pear St. the City Manager. The request was accompanied by a general release executed by the owners of the property. The Manager recommended that the Council direct the City Manager to advertise for bids for demolition of said structures. 'Zone change The Manager reported that at its meeting of hearing set - December 14, 1971, the Planning Commission recommended 1/18/72, approval of a change of zone from R~-l o P-l of the,, 'McDonald's east 15 feet of Lot 197 and all of Lot 198.,, Tract 8242. The Manager recommended-that the Council set the matter for public hearing at the meeting of ~. ,r January 18, 1972. It was moved by Councilman Byork, seconded by Councilman Morris, and carried, that a public hearing on said proposed change of zone be set for January 18, 1972. ORDINANCES AND RESOLUTIONS ORDINANCE NO, 900 entitled: "AN ORDINANCE AMENDING Ord. 900 r•- ORDINANCE N0. 570 FOR THE PURPOSE OF CLASSIFICATION OF Abco Hdwr. Absent: None. City Mgr. The City Attorney informed the Council that an additional appointed Adm. action would be necessary pending the effective date Asst. for of the ordinance amending Chapter 22. Under the purpose of existing ordinances the hearing officer is the enforcement of Administrative Assistant of the City. Since the City Chapter 22 of has no Administrative Assistant he said it would be Code necessary to appoint Mr. Prince as the Administrative Assistant for the purpose of enforcement of Chapter 22 of the City Code. Norgress denied. A letter from Mr. Allen Witter concerning additional street lights on the streets adjacent to the city park and St. Francis Hospital was presented. The Manager informed the Council that a deficiency study is now being made with the assistance of the Edison Company, and installation of new 7500 lumen lights in several areas of the city is now in progress. The Mayor suggested that NIr. Witter contact the City Manager an,d City'Engineer to see what can. be done by the property owners in the area to gain improved street lighting. COUNCIL AGENDA (NEW BUSIN~SS) Councilman Green commented on a letter received from Desser Tire. and Rubber Company concerning efforts being made to dispose of the fifes stored on their property within the City o~ Lynwood... The City Manager stated that Mr. Dessex has agreed to a discussion of specific items after the first of the year. Councilman Green suggested the goss~bility of applying for Federal funds under the Safe Streets Act for modification of. the police facility: The City Manager explained the procedure necessary to make such an application and said that application for funds in the first quarter of 1972 would have to be made by January 17. He said a project proposal could be prepared for Council consideration at the January 4 Council meeting. At the suggestion of the City Attorney, it was moved by Councilman Byork, seconded by Councilman Morris, and carried, that the subject of a proposed application for Federal funding for modification of the police facility be added. to the agenda. PUBLIC BUSINESS FROM THE FLOOR Discussion re Mr. Archie Legg, 3671 Platt Avenue, addressed the Council Street ~.ights to request that the street lighting in the area of the City park, including the southside near the ball diamonds, be improved. Discussion re Mr. Price Wright, 4037 Josephine Street, addressed the new ord. Council concerning the ordinance adopted prohibiting regulating certain real estate practices and asked if anything out of town was being done to identify the persons guilty of-the realtors type of activity prohibited by the ordinance. He urged that. attempts be made to get the names of those persons and take appropriate action. Mr. Richard Waranius, 12410 Long Beach Boulevard, addressed the Council to compliment them on their efforts to upgrade the City. Councilman Green stated that it appears likely that a new, modern library facility will be provided for the City in the near future.
