AWARDS AND PROCLAMATIONS Res. honoring A Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL Del Clawson OF THE CITY OF LYNWOOD COMMENDING THE HONORABLE DEL CLAWSON, CONGRESSMAN, FOR OUTSTANDING SERVICES RENDERED TO THE COMMUNITY," was presented. Absent: None. 5/9/72- The Mayor proclaimed the day of May 9, 1972, as March ';Healthy Baby of Dimes "Healthy Baby Day." 'Day MANAGEMENT STUDIES AND REPORTS 4-10 Plan for The Manager reported on the proposed 4-10 plan for the P.D. report Police Department. After a brief discussion of the plan, it was moved by Councilman Byork, seconded by Councilman Morris, that the matter be referred to the Personnel Board for further study of vacation and sick leave policies with reference to the 4-10 plan, and that the City not trade-in the police vehicles being replaced by new units. Planning Commission relative to modifications of the Park ramps and frontage roads in the area of the Lynwood Interchange Industrial Park, and presented RESOLUTION Res. 72-38 N0. 72-38 entitled: "A RESOLUTION OF THE CITY COUNCIL Requesting OF THE CITY OF LYNWOOD, CALIFORNIA, REQUESTING MOD- modification IFICATION OF THE 1970 FREEWAY AGREEMENT TO PROVIDE of freeway ONE-WAY FRONTAGE ROADS ON BOTH SIDES OF THE FREEWAY interchange BETWEEN ATLANTIC AVENUE AND WRIGHT ROAD." at Inds. The Manager recommended that the Council accept and Improvement approve improvement agreement, bond and right of way agreement dedication from Economic Resources Corporation for accepted - approval of tentative parcel map No. 2662 and ERC authorize the Mayor to sign the agreement and the City Clerk to record the document with the County Recorder. Councilman Stevens, and carried, that the Council Firefighters concur in the Manager's recommendation. 'Assn. The Manager reported on the request of the Lynwood Peace Officers' Association for formal recognition for the purposes of meeting and conferring in good faith, and recommended formal recognition of said organization. It was moved by Councilman Green, seconded by Councilman Stevens, and carried, that the Council concur in the Manager's recommendation. The Manager reported on the request of the Lynwood Firefighters Association for formal recognition for the purposes of meeting and conferring in good faith, and recommended formal recognition of said organization. RESOLUTION N0. 72-41 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING AND DIRECTING THE MAYOR TO FILE AN APPROPRIATE AFFIDAVIT," was presented. The resolution was accompanied by an affidavit in opposition to Plaintiffs' motion for Preliminary Injunction in the action known as Keith v. Volpe, Civil No. 72-355-HP, by which action the plaintiffs seek to delay the con- struction of the Route 105 freeway. It was moved by Councilman Byork, seconded by ~` Councilman Morris, that Resolution No. 72-41 be adopted. Absent: None. DEPARTMENTAL REPORTS Items appearing on Information Bulletin No. 72-6 ,,,.,_ were discussed. With reference to the "block-busting" complaint which has been filed, the City Attorney explained the action taken relates only to a Info. Bulletin specific instance and does not relate in anyway to No. 72-6 actions of realtors generally; the action refers to no one but the specific parties named in the complaint. It was moved by Councilman Byork, seconded by Council- man Green, and carried, that Information Bulletin No. 72-6 be received and filed. 37h Departmental Citizens' Service Request Log No. 72-6 was discussed. Reports The unsightly condition of the wall at the rear of the shopping center on Century Boulevard was discussed with the Mayor suggesting that possibly some of the young people of the community might become involved in repainting the wall. It was moved by Councilman Morris, seconded by Councilman Stevens, and carried, that Citizens' Service Request log No. 72-6 be received and filed. Code Enforcement Committee Nuisance Abatement Activity Report No. 72-3 was presented. It was moved by Councilman Morris, seconded by Councilman Green, and carried, that said report be received and filed. CITY CLERK'S AGENDA :Request to The request of J. R. C of C December 16, 1972, was presented. The Mayor suggested that the matter be turned over to the Chamber of Commerce for their consideration. COUNCIL AGENDA (NEW BUSINESS) Councilman Stevens asked the following items be investigated: 1. Unsightly condition of yard of residence at the corner of Lynwood Road and Fir Street, 2. Trees on Ernestine Avenue in need of triming and a hedge extending over the sidewalk on Louise Street approximately 100' X77 east of State Street. Councilman Morris suggested that it would be of benefit to the entire community if arrangements could be made for a joint School Board-City Council meeting every couple of months. The City Attorney said there would be no legal problems as long as the bodies meet in duly called sessions. Councilman Morris asked about the water main installation on State Street, and was informed that the work is being done by force account labor and the project is approximately 25q complete. Councilman Morris asked if something could be done to improve the lighting conditions on Carlin Avenue where tree branches are obscuring the street lights. Councilman Green asked that two letters received by a long-time realtor of Lynwood be investigated for possible violation of the city's blockbusting ordinance. He also asked that assistance be given to St. Paul's Lutheran Church during the clean up project in removing a truck body stored on their property. Councilman Green asked that an investigation be made of one side of the street parking on Fir Street from Fernwood Avenue north. Councilman Byork read a letter from Jan Roberts to Wayne Ham commending him on his assistance during the recent "Walk for Litter" program. Mayor Liewer asked that action be taken to secure repainting of curb numbers. He also reminded those present of the April 8 and g clean up program. Mayor Liewer introduced a number of city commissioners who were present in the audience. R. Rakowski inquired about a solution to the parking problems on Walnut Avenue and suggested a two-hour parking limitation. He also asked that additional load-limit signs be posted on Hulme Avenue. With reference to house numbering, he suggested that home owners be required to place numbers on their homes, high enough to be visible from the street. Mr. Bob Houtz, 4009 Woodlawn, spoke in favor of the Council meeting with the School Board. Mr. Ed Fuhrman, 4319 Pendleton Avenue, inquired about the number of fowl permitted in the city, and suggested that they be banned altogether. s ~.: ~~ Public Mrs. Catherine Clarkson, 5274 Niland Avenue, requested business that in the future a posting be made of the demands and from the warrants to permit those interested to know how the floor money is being spent. She also suggested that the matters on the citizens' service request logs be made public rather than just received and filed. Mrs. Clarkson also asked that the police facility be cleaned and painted pending the time that remodeling will take place. The Mayor informed Mrs. Clarkson that the matters to which she referred are a matter of public record in the City Clerk's office, and the Manager said alternative ways of informing the public would be investigated. Mr. Richard C. Waranius, 12410 Long Beach Boulevard, asked the status of Councilman Green's suggestion that temporary structures be provided to ease the overcrowded situation in the police building. He was informed that the matter is being studied now and will be reported on at the next meeting. Mr. Waranius also inquired about the normal life span of police vehicles. The Mayor asked the status of the city's request for Federal funds for the police facility, and the City Manager stated he had talked to Harry Anderson in Washington on April 4 and the request is being pursued at the highest level. Councilman Stevens questioned the City Manager about """ funds available for remodeling of the police building and he explained the various alternatives open to the Council in the event the Federal funds are not granted. Councilman Green urged setting a time limit on taking positive action to carry out the remodeling.
