CALL TO ORDER
The Regular Council Meeting was called to order on April 7, 1997, 7:30 P.M. with Mayor
Duane Schreimann presiding.
Prayer was offered by Councilman Steve Nelson, followed by the Pledge of Allegiance.
ROLL CALL
The following Council Members were present for roll call:
Present: Byrd, Haake, Jackson, Jaynes, Kammerdiener, Landwehr, McDowell, Nelson,
Nilges and Vincent
Absent: None
A quorum was declared present.
CONSENT AGENDA
The following items were brought before the Council on the Consent Agenda:
a. Minutes of March 17, 1997, City Council Meeting
A motion was made by Councilman Bill Byrd to approve the Consent Agenda as presented,
seconded by Councilman Charles Jackson, and approved unanimously.
BILLS PENDING
Bill 96 -155, sponsored by Councilman Nilges, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR
AND CITY CLERK TO EXECUTE AN GRANT AGREEMENT WITH THE MISSOURI
DEPARTMENT OF ECONOMIC DEVELOPMENT FOR INDUSTRIAL INFRASTRUCTURE
PROJECT.
Councilman Carolyn McDowell made a motion to accept a substitute bill in lieu of Bill 96 -155
which had been previously distributed to the Council, seconded by Councilman Rick Nilges
and approved unanimously. Substitute Bill 96 -155 was then read second and third times by
title, placed on final passage and passed by the following vote as Ordinance 12596:
Aye: Byrd, Haake, Jackson, Jaynes, Kammerdiener, Landwehr, McDowell,
Nelson, Nilges and Vincent
Nay: None

Bill 96 -156, sponsored by Councilman Haake, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR
AND CITY CLERK TO EXECUTE AN AGREEMENT WITH CENTRAL MISSOURI
PROFESSIONAL SERVICES FOR INFRASTRUCTURE IMPROVEMENTS AT CAPITAL
CITY INDUSTRIAL PARK.
Bill 96 -156 was read third time by title, placed on final passage and passed by the following
vote as Ordinance 12597:
Aye: Byrd, Haake, Jackson, Jaynes, Kammerdiener, Landwehr, McDowell,
Nelson, Nilges and Vincent
Nay: None
Bill 96 -157, sponsored by Councilman Haake, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR
AND CITY CLERK TO EXECUTE AN AGREEMENT WITH FISCHER GRAIN FARMS FOR
AGRICULTURAL LEASE.
Bill 96 -157 was read third time by title, placed on final passage and passed by the following
vote as Ordinance 12598:
Aye: Byrd, Haake, Jaynes, Kammerdiener, Landwehr, McDowell, Nelson,
Nilges and Vincent
Nay: None
Abstain: Jackson
APPROVAL OF EXECUTIVE SESSION MINUTES
Minutes of March 17, 1997, Executive Session - A motion was made by Councilman James
Haake to approve the minutes, seconded by Councilman Larry Vincent and approved
unanimously.
ADJOURN SINE DIE
A motion was made by Councilman Carl Jaynes that the Council adjourn sine die for the
purpose of administering the oath of office to newly elected city officials, seconded by
Councilman Charles Jackson and approved unanimously. Meeting adjourned sine die at 7:40
PM.

ADMINISTRATION OF OATHS OF OFFICE TO NEWLY ELECTED OFFICIALS
City Clerk Phyllis Powell administered the oath of office to the following newly - elected city
officials at 7:55 PM:

Ward Two Councilman James Haake
Ward Three Councilman Randy Kammerdiener
Ward Four Councilman Carolyn McDowell
Ward Five Councilman Larry Vincent
Municipal Judge Clyde Angle
