HomeMy Public PortalAboutMIN-CC-2014-03-25MOAB CITY COUNCIL REGULAR MEETING March 25, 2014 The Moab City Council held its Regular Meeting on the above date in the Council Chambers at the Moab City Center, located at 217 East Center Street, Moab, Utah. Mayor Sakrison called the Pre -Council Workshop to order at 6:30 PM. In attendance were Councilmembers Heila Ershadi, Kyle Bailey, Gregg Stucki, Doug McElhaney and Kirstin Peterson; City Manager Donna Metzler, Deputy City Recorder Beth Joseph, City Engineer Rebecca Andrus and City Treasurer Jennie Ross. Mayor Sakrison called the Regular City Council Meeting to order at 7:00 PM and led the pledge of allegiance. Seventeen (17) members of the audience and media were present. Councilmember Stucki moved to approve the Regular Meeting Minutes of February 25 and March 11, 2014. Councilmember McElhaney seconded the motion. The motion carried 5-0 aye. There were no Citizens to Be Heard. A Community Development Department Update was not given. Under Engineering Department Update, City Engineer Andrus stated that the belt press had been ordered for the Waste Water Treatment Plant. City Engineer Andrus explained the operation of the press and stated that using the press would bring the Waste Water Treatment Plant into EPA compliance. City Engineer Andrus then stated that she has been nominated as the chair of the Moab Area Watershed Partnership Committee. A Planning Department Update was not given. A Police Department Update was not given. A Public Works Department Update was not given. Mayor Sakrison proclaimed April 25, 2014 as Arbor Day in the City of Moab. Mayor Sakrison presented Julian Fosse with the Mayor's Student March 25, 2014 REGULAR MEETING & ATTENDANCE PRE -COUNCIL WORKSHOP REGULAR MEETING CALLED TO ORDER APPROVAL OF MINUTES CITIZENS TO BE HEARD COMMUNITY DEVELOPMENT UPDATE ENGINEERING UPDATE PLANNING UPDATE POLICE DEPARTMENT UPDATE PUBLIC WORKS UPDATE ARBOR DAY PROCLAMATION MAYOR'S STUDENT OF THE MONTH FOR MARCH 2O14 Page 1 of 3 Citizenship of the Month Award for March 2014 for Helen M. Knight School. Councilmember Ershadi moved to Award the Insurance Services Proposal to Utah Local Governments Trust in the amount of $108,074 for the first year of a three year term. Councilmember Peterson seconded the motion. The motion carried 5-0 aye by a roll -call -vote. Councilmember Stucki moved to approve a Request by Kelly Oliver for An Amplified Music Event at Old City Park on May 10, 2014 to end at 9:00 PM. Councilmember McElhaney seconded the motion. The motion carried 5-0 aye. Councilmember Peterson moved to approve a Request by Rural Utah Child Development for a Park Reservation Fee Waiver for Old City Park in an Amount not to Exceed $25.00. Councilmember Ershadi seconded the motion. The motion carried 5-0 aye. Councilmember McElhaney moved to approve a Private Club License for Anthony J. Basso, d.b.a. Club Rio Located at 2 South 100 West to Conduct a Restaurant/Private Club. Councilmember Peterson seconded the motion. The motion carried 5-0 aye. Councilmember Stucki moved to approve a Lease Agreement with MSD Environmental Services, Inc. for the Lease of a Mobile Belt Press Rental in an Amount Not To Exceed $50,000 for an Emergency Purchase for the Waste Water Treatment Plant. Councilmember Peterson seconded the motion. The motion carried 5-0 aye. AWARD OF THE INSURANCE SERVICES BID REQUEST FOR AN AMPLIFIED MUSIC EVENT AT OLD CITY PARK, APPROVED WAIVER OF THE PARK RESERVATION FEE FOR RURAL UTAH CHILD DEVELOPMENT, APPROVED PRIVATE CLUB LICENSE FOR ANTHONY J. BASSO, D.B.A. CLUB RIO, APPROVED LEASE AGREEMENT WITH MSD ENVIRONMENTAL SERVICES, APPROVED MAYOR AND COUNCIL Under Mayor and Council Reports, Mayor Sakrison thanked REPORTS Councilmember McElhaney for fulfilling the role of Mayor Pro-tem in his absence from the previous meeting. Mayor Sakrison stated that he had attended a meeting with Grand County, San Juan County, USGS (United States Geological Survey), Grand Water and Sewer Service Agency, and the Division of Water Resources regarding a comprehensive water plant study. Mayor Sakrison stated there was a consensus to proceed with an Interlocal Agreement and that USGS would be preparing a scope of work to present to the group. Councilmember Bailey inquired if the City had a policy regarding the sale of city water. March 25, 2014 Page 2 of 3 City Manager Metzler stated that there was not currently a policy in place but that one would be developed as part of the overall ground water management plan. Councilmember Ershadi stated that she had attended a meeting with Utah State University Moab Director Steve Hawks to inform and share information regarding green building. Councilmember Ershadi also stated that she had attended a Grand County Council meeting. There was no Reading of Correspondence. Under Administrative Report, City Manager Metzler stated that departmental budget meetings had just finished up and that the City Council would be receiving a balanced draft budget the following week. A Report on City/County Cooperation was not given. Councilmember Ershadi moved to pay the bills against the City of Moab in the amount of $286,320.89. Councilmember McElhaney seconded the motion. The motion carried 5-0 aye by a roll -call -vote. Mayor Sakrison adjourned the Regular Council Meeting at 7:40 PM. APPROVED: ATTEST: David L. Sakrison Rachel E.
