HomeMy Public PortalAboutM 1972-05-03 - CC1 ADJOURNED REGULAR MEETING MAY 3, 1972 The City Council of the City of Lynwood met in an adjourned regular session in the City Hall, 11330 Bullis Road, on above date at 7:30 p.m. r.., Councilmen Byork, Liewer, Morris, and Rowe j answered the roll call. i Councilman Stevens was absent. Members of the Board of Education of the Lynwood Joint School Unified School District were present in adjourned Board/City session to meet with the Lynwood City Council. Board Council members Carter, Faist, Pierce, Solton and Waite meeting answered the ro ll call. Chairman of the Board, Dr. Verner Waite, introduced Dr. Hyrum Loutensock, Superintendent of Schools. Dr. Walter Magnuson and Mr. Louis Thompson were also present. At the suggestion of the Chairman, it was moved by Mr. Carter, seconded by Mrs. Faist, and carried, that the Board move to a committee of the whole and carry on an informal discussion with the City Council members. Mayor Morris explained briefly his reason for suggesting a joint meeting, i.e., the District and the City have many common problems and perhaps some of them can be solved by cooperation of the two agencies. Councilman Liewer suggested the possible use of the Mayor's Blue Ribbon Committee in carrying out building maintenance such as repainting. He said here is quite a group of people willing to provide service on a volunteer basis. It was the consensus of the group that prior to undertaking such a volunteer program certain questions as to liability would have to be answered. Members of the Board emphasized that the District has had excellent cooperation from the Police Department but is currently hiring security personnel under the E. E. A. program. The primary concern of the security patrol is the presence of unauthorized people on the school grounds. In discussing further security assistance by the Police Department, it was suggested that the only place there seems to be a problem is at the junior high school. Mr. Richard Waranius asked about the neighborhood watch program provided by mothers of school children, and operation of the "Community Watch" when the children are going to and from school was explained by Dr. Loutensock. """ Lighting in the park area near Holler School was mentioned, and the Mayor suggested that the City Manager check with the Superintendent of Schools about improved lighting, and also suggested that Mr. Waranius contact the P.T.A. relative to the Community Watch program. G Joint School Purchase by the School District of the former City Board/City Hall and problems of re location of the administrative Council offices and corporation yard were discussed. The meeting joint us e of facilities was suggested, specifically a joint corporation yar d and relocation of the administ rative offices to the proposed new library building which could be increased in height to provide office space. Problems involved in allowing credit to students who participate in Recreation Department sports programs was discussed at the suggestion of Dr. Waite. Dr. Loutensock questioned the school being permitted to allow credit for programs outside of school and eliminating the required physical education class. It was suggested by Mayor Morris that Dr. Loutensock and City Manager Prince might study the matter further. Mr. Steve Smith, of the Los Angeles Times, asked if year round school has been considered and Dr. Loutensock said it is under study at this time. Development of the neighborhood park at Lindbergh School under Federal grant was discussed, with the City Manager suggesting that a joint application for funds be made. After discussing the benefit of further joint meetings with the Board of Education, it was moved by Council- man Liewer, seconded by Councilman Rowe, and carried, that another meeting be scheduled for Wednesday, August 2. 1972. ""'tPR'iT'--asU111 ~.Uii~lA vv v1 uc1 Following his nomination by Councilman Liewer, Mr. Ray Warden was unanimously reappointed to the Personnel Board for a four-year term. It was moved by Councilman Liewer, seconded by Councilman Rowe, and carried, that the meeting be adjourned to 7:00 p.m., May 16, 1972. Informed by City Manager Prince that motion given to City Clerk by City Clerk pro tem Byork was in error. Motion should have read,"It was moved by Councilman Liewer, seconded by Councilman Rowe, and carried, that the meeting be adjourned to 7:30 p.m., May 9, 1972."
