RESOLUTION 09-01
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MCCALL, IDAHO,
COMMITTING TO THE USE OF SUSTAINABLE BUILDING STANDARDS FOR
PUBLIC PROJECTS AND RELATED MATTERS; AND, PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the McCall Area Planning and Zoning Commission held public hearings on
November 4, 2008 and December 2, 2008 and recommended to the City Council
approval of a code amendment that proposed as follows: (D) All public projects,
constructed in the Civic or Airport Zones, shall be built to sustainable standards, such as
LEED Platinum or equivalent standards.”; and
WHEREAS, the McCall City Council discussed this code amendment at the January 8,
2009, January 22, 2009, and February 12, 2009, City Council meetings, and based on
public comments and staff concurrence, believes a specific program should not be
defined by the code amendment but defined in a resolution; and
WHEREAS, the 3.6.03 (D) code amendment was modified to read “City projects shall be
built to sustainable construction standards as defined by Resolution”; and
WHEREAS, the 2007 McCall Area Comprehensive Plan has the following five
sustainability goals and objectives related to the City’s commitment to green
construction:
“Encourage and promote McCall as a green community” (p. 31);
“Provide incentives for green development and green businesses” (p. 33);
“Promote, provide incentives, and require developments that use environmentally
sound and green design, and building materials, and are appropriate in scale and
character to McCall’s natural environment and mountain town setting” (p. 63);
“Promoting and providing incentives for green businesses and clean light
industry, and promoting McCall as a green community. There is a strong interest
in sustainability by the McCall community” (p. 134); and
“Promoting McCall as a green community” (p. 135); and
WHEREAS, the City Council is of the opinion that it is in the best interest of the City and
community to construct future City buildings and projects with “above code” building
practices; and
WHEREAS, “above code”, “energy efficient”, “green”, or “sustainable” are all terms
used to describe the practice of creating and using healthier and more resource-efficient
models of construction, renovation, operation, maintenance and demolition; and
WHEREAS, the City shall consider the potential environmental, economic and social
benefits of green buildings; and
WHEREAS, environmental benefits include but are not limited to enhancing and

protecting biodiversity and ecosystems, improving air and water quality, reducing waste
streams and conservation and restoration of natural resources; and
WHEREAS, economic benefits include but are not limited to reduced operating costs,
creating, expanding, and shaping markets for green product and services, improving
occupant productivity, and optimizing life-cycle economic performance; and
WHEREAS, social benefits include but are not limited to enhancing occupant comfort
and health, heightening aesthetic qualities, minimizing strain on local infrastructure, and
improving overall quality of life; and
WHEREAS, programs like Leadership in Energy and Environmental Design (LEED)
Green Building Rating System encourage and accelerate global adoption of sustainable
green building and development practices through the creation and implementation of
universally understood and accepted tools and performance criteria.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE
CITY OF MCCALL, Valley County, Idaho that:
Section 1: The City of McCall shall hereby use industry-leading social,
environmental, and economic sustainability standards integrated into the planning,
design, construction, and materials for all new City buildings and projects. These pillars
of sustainability shall be considered together, as a whole, and not independently.
Section 2: The City of McCall shall use a long-term timeline to evaluate the
implications of future sustainable public projects.
Section 3: This resolution shall be in full force and effect on February 13, 2009.
Passed and approved this 12th day of February, 2009.
