Councilmen Byork, Liewer, Morris, Rowe, and Stevens answered the roll call. Items appearing on the agenda for the September 5, 1972, regular meeting were discussed and the Council was informed that Mr. Kenneth Cavdek has requested that his presentation under public business from the floor be withdrawn. PUBLIC BUSINESS FROM THE FLOOR Pastor Ernest Angel addressed the Council to inform Discussion re them of progress made relative to formation of a formation of Human Relations Committee pursuant to a request Human Relations originating with the Mayor's Blue Ribbon Committee. Committee He introduced Mr. Alvin Franklyn of the Human Relations Commission of the County of LosAngeles. Mr. Franklyn discussed the formation of a Human Relations program and explained the County's role in assisting local agencies in the formation of such committees. ~., It was moved by Councilman Stevens, seconded by Councilman Byork, and carried, that Pastor Angel be requested to proceed with compiling-information relative to the formation of a Human Relations Committee for the Council`s consideration. Pastor Angel suggested that a letter be sent to the Los Angeles County Human Relations officials formally requesting their help in the formation of such a committee. Richard C. Waranius, 12410 Long Beach Boulevard, addressed the Council to read passages from a Housing Opportunity Center of Los Angeles pamphlet concerning stablization and integration. The Mayor suggested that Mr. Waranius make the booklet available to Pastor Angel. The Mayor inquired if anyone present wished to speak for or against the adoption of the ordinance. There was no response. ~ After a brief discussion of the construction requirements of the standard specifications and an explanation by the City Attorney of the reasons for adopting the code by reference, the hearing was closed. Public The Mayor announced that the time had arrived for Hearing - public hearing on the adoption of an ordinance Extension of extending the term of an urgency ordinance amending Ord. 910 the zoning ordinance relating to Real Estate advertising signs in District No. 2 (Ordinance No. 910). The Mayor inquired if anyone present wished to speak for or against the adoption of the proposed ordinance. Mr. Loren H. Pope, chairman of the Real Estate Practices Commission, addressed the Council concerning review of the proposed ordinance by the commission. The City Attorney recalled that two ordinances relating to signs generally were adopted, and because the zoning ordinance is involved, the Planning Commission is required to hold a public hearing on the matter and it will do so on September 12, 1972. Since the existing ordinance will expire prior to final ,••~ Planning Commission action, it will be necessary to extend the orddnance if the existing sign requirements are to remain effective. I. E. Debbold, 10366 Long Beach Boulevard, spoke in favor of adoption of the ordinance. The Mayor inquired if there were any others wishing to be heard. As there was no response, he declared the hearing closed. Ord. 916 ORDINANCE N0. 916 entitled: "AN URGENCY ORDINANCE OF Extending THE CITY COUNCIL OF THE CITY OF LYNWOOD EXTENDING THE Ord. 910 TERM OF ORDINANCE N0. 910 FOR AN ADDITIONAL PERIOD OF EIGHT MONTHS," was presented. It was moved by Council- man Byork, seconded by Councilman Stevens, that Ordinance No. 916 be adopted. Roll Call: Ayes: Councilmen Byork, Liewer, Morris, Rowe, Stevens. Noes: None. Absent: None. It was moved by Councilman Rowe, seconded by Council- man Liewer, and carried, that the ordinance be referred to the Real Estate Practices Commission '~'" for their recommendations to the City Council. The Mayor announced the time had arrived for public hearing on the proposed vacation of an easement on the exterior boundaries of Lot 121, Tract 2551, and asked if anyone present wished to speak for or against the 1 ~l proposed relinquishment of easement. There was no response. RESOLUTION N0. 72-90 entitled: "RESOLUTION OF THE Res. 72-90 CITY COUNCIL OF THE CITY OF LYNWOOD ORDERING THE Ordering VACATION OF AN EASEMENT FOR PUBLIC UTILITY vacation of PURPOSES," was presented. It was moved by Council- easement - man Liewer, seconded by Councilman Stevens, and Lt. 121, Tr. carried, that Resolution No. 72-90 be adopted. 2551 The Mayor announced that the time had arrived for public hearing on the proposed vacation of a four foot water easement on the southerly two feet of the easterly 122.45 feet of Lot 1, except the easterly 2 feet and the northerly 2 feet of the easterly 122.45 feet of Lot 2, except the easterly two feet of said Lot, Tract 10978. The Mayor inquired if there were any present who wished to be heard. Mr. Jesse Lee Taylor, 5214 Elmwood Avenue, addressed the Council in favor of the vacation of easement. Water Well Utility agreements with the State Division of Highways relocation covering design engineering for relocation of Water agreements wells Nos. 10, 17A, 17B & 18 were presented. It was with State moved by Councilman Liewer, seconded by Councilman approved Stevens, that the utility agreements be approved and the Mayor be authorized to sign said agreements on behalf of the City. Report re A report on the recent organization meeting of the real estate Real Estate Practices Commission was presented with practices their request that a representative of the City commission Manager's office be appointed as staff secretary to the commission and that a minute clerk be provided. It was moved by Councilman Liewer, seconded by Councilman Stevens, and carried, that the Council approve the Commission's request for a staff secretary and minute clerk. Res. 72-92 RESOLUTION N0. 72-92 entitled: "A RESOLUTION OF THE Salary reso. -CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING RESOLUTION Fire Dept. N0. 72-78 SETTING FORTH SALARIES FOR FIRE DEPARTMENT EMPLOYEES BY CLASSIFICATION AND OTHER BENEFITS," was presented. It was moved by Councilman Byork, seconded by Councilman Liewer, and carried, that Resolution No. 72-92 be adopted. FINANCE REPORT Res. 72-93 RESOLUTION N0. 72-93 entitled: "A RESOLUTION OF THE CITY Demands COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR, was presented. It was moved by Councilman Liewer, seconded by Councilman Stevens, that Resolution No. 72-93 be adopted. ~l. Cost of employing the consulting firm of Lampman & Associates rather than doing engineering projects with city forces was questioned and discussed. DEPARTMENTAL REPORTS The progress report on the Long Beach Boulevard project contained in Information Bulletin No. 72-16 was discussed. Councilman Byork asked for an expression of opinion regarding voting on certain resolutions proposed by the Resolutions Committee of the Los Angeles County Division of the League of California Cities. It was moved by Councilman Byork, seconded by Councilman Liewer, and carried, that the City vote in favor of the resolution concerning changes in annexation laws. It was moved by Councilman Byork, seconded by Council- man Rowe, and carried, that the City vote in opposition to the shared income tax resolution. It was moved by Councilman Byork, seconded by Council- man Rowe, that the City vote in favor of the resolution concerning tax exempt institutions. Roll Call: Ayes: Councilmen Byork, Rowe. It was moved by Councilman Byork, seconded by Council- man Liewer, and carried, that the City vote to support the resolution concerning school finance. CITY CLERK'S AGENDA It was moved by Councilman Byork, seconded by Council- man Stevens, and carried, that the application of !""'"' Jack J. Volkov for a special permit to conduct a rubbish hauling business within the city be approved. It was moved by Councilman Stevens, seconded by Councilman Liewer, and carried, that the application of Bob Shagian for a special permit to conduct a rubbish hauling business within the city be approved. COUNCIL AGENDA Letters of Councilman Stevens asked that a notice be placed on the appreciation lectern asking persons addressed the Council to give to Real Estatetheir names snd addresses. He also asked that letters Commission of appreciation be sent to members of the Real Estate Practices Commission. 105 freeway Councilman Liewer asked what affect approval of the hearing gll emergency number will have on the city. He also 9/12/72 commented on the Senate Transportation Committee hearing on the 105 freeway to be held on September 12 at 10:30 a.m., and invited a Chamber of Commerce representative to be present. Councilman Liewer also asked that the feasibility of one-way traffic on narrow streets be investigated. Discussion re Councilman Rowe, informed the Council that he is municipal looking into the feasibility of city operated waste waste collection service, and when his investigation is collection complete he would like to present it to the Council ,..,, for consideration. Discussion re Mayor Morris asked for a report on the cost of water meters installing water meters invluding material and manpower and the average water bill, as opposed to flat rate charges. ORAL COMMUNICATIONS Oral Mr. Eugene Green, 11253 Elm, inquired if there is any communicationsprovisions for improved street lighting on Long Beach Boulevard north of Imperial Highway and South of Josephine Street. He also inquired about the new stop sign at Gertrude and Carlin Avenue which has no red flasher. Issuance of traffic citations for violators of newly installed stop signs was discussed with Councilman Stevens suggesting that warnings be issued instead of citations. Mr. Green also inquired about installation of a water telemetering system, and he was informed that it is contained in the new budget. Mrs. Clara Benck, 3511 Los Flores Boulevard, spoke in favor of one-way traffic on her street, and also urged that lighting be improved on Los Flores Boulevard and on Norton Avenue east of California Avenue. %~ Councilman Rowe asked the Public Works Director if he could obtain an installation schedule from the Edison Company. I. E. Debbold, 10366 Long Beach Boulevard, urged that street lighting be improved in the area of the city north of Century Boulevard. Mr. Richard C. Waranius, 12410 Long Beach Boulevard, inquired about a joint school board-City Council meeting, and he was told once would be scheduled for later in the month. Mr. Waranius also complained of members of the police department speaking negatively to citizens about the city and expressed opposition to Mr. Pope being chairman of the Real Estate Practices Commission.
