ADJOURNED REGULAR MEETING SEPTEMBER 20, 1972 The City Council of the City of Lynwood met in an adjourned regular session in the City Hall, 11330 Bullis Road, on above date at 7:00 p.m. Mayor Morris in the chair. Councilmen Byork, Liewer, Morris and Rowe answered the roll call. Councilman Stevens was absent. Members of the Board of Education of the Lynwood Unified school District, acting as a Committee of the Whole, were present to meet jointly with the Lynwood City Council. Dr. Hyrum Loutensock, Mr. Louis Thompson, and Dr. Walter Magnuson were also present. DISCUSSION ITEMS Joint School Security patrol around schools was discussed at length. Board/City Funding of positions of security guards is dependent Council upon continuation of the Emergency Employment Act funds, meeting and possible city assistance in carrying on the security patrol activity was discussed. Problems arising in the areas of the school campuses resulting from acitivities of non-students were considered, as well as the problems of identifying those students not legal residents of the school district. It was urged that loitering laws relative to school campuses be more strictly enforced. In discussing the proposed Human Relations Commission, Pastor Angell reported on what has been done to date by the study committee which is functioning under the Mayor's Blue Ribbon Committee. Dr. Loutensock described the school advisory councils presently being organized under the direction of Dr. Jewell Lee. Pastor Angell emphasized that the committee with which he is working does not wish to duplicate efforts of the school personnel, but rather to complement the work they are doing. The joint library-school administration facility was discussed briefly, with the Acting City Manager reporting that cost figures are not yet available. Development of the par at the Lindbergh school site was reviewed by the Acting City Manager. ORAL COMMUNICATIONS Mrs. Crouse, Louise Street, Mrs. Schultz, 4268 Platt Avenue, Mrs. Stevens, 3542 Los Flores Boulevard, Mrs. Mitchell, Platt Avenue, Mrs. Houser, Lugo Avenue, Mr. Roy Pryor, Louise Street, all addressed the Council and School Board about incidents of violence taking place around the schools. Those present were informed of the coming meeting of the High School Advisory Council and were urged to attend. Mr. Jerry Rokos, 12217 Bullis Road, spoke of the water rates being charged the School District, and urged that they be lowered in order that additional funds will be available for security personnel.
