ADJOURNED REGULAR MEETING FEBRUARY 6, 1973
The City Council of the City of Lynwood met in an adjourned regular
session in the City Hall, 11330 Bullis Road, on above date
at 7:00 p.m.
Mayor Morris in the chair.
Councilmen Byork, Liewer, Morris, Rowe, Stevens answered
the roll call.
Items appearing on the agenda for the February 6, 1973,
meeting were discussed, particularly the procedure to
be followed should the Council wish to refer the proposed
"M" zone ordinance to .the Planning Commission for further
., consideration.
It was moved by Councilman Byork, seconded by Councilman
Stevens, and carried, that the meeting be adjourned.

answered the roll call.
It was moved by Councilman Stevens, seconded by Council-
man Liewer., and carried, .that the minutes of .the adjourned
regular meeting of January 16, 1973, the regular...
meeting of January 16, 1973, and special meeting..of
February 2, 1973, be approved as written.
Councilman Byork introduced Hugo Seidenthaler and
Douglas Thompson, both. of whom have recently achieved
Eagle Scout status.
PUBLIC BUSINESS FROM THE FLOOR
Mr. Nathan Benson,. 3015 Indiana Avenue, South Gate,.
addressed the. Council..concer.ning the proposed changes
affecting the "M" zone. He was informed that his
remarks would be heard during the hearing on the
matter.
Mr. Richard C. War.~.nius, 12410 Long Beach Boulevard,
addressed .the Council concerning development of a
crime prevention program. He was assured of Council
support of such a program, and it -was suggested
that he approach the Coordinating Council for
assistance in developing a community crime prevention
program.
Miss Laurie Stevens, 3135 Louise Street, addressed
the Council to ask that "stop" or "Yield" signs be.
placed at the intersection of Louise Street and
Monrovia Avenue as it is a hazardous intersection
and in need of some type of traffic control. She
also asked if additional lighting could not be
provided on Eve Avenue. .The Manager was asked
to investigate the lighting situatio~l and it was
suggested that the Engineering office and. Police
Department be asked to study the intersection of
Louise and Monrovia and report to the City Council.
Mr. Archie Legg,-3671 Platt Avenue, informed the
Council that the four-way stop at.Platt and Spruce
Streets seems to have solved the traffic problems at
that location.

The Mayor read a proclamation designating February "Feather Days'
23 and 24 as "Feather Days" as requested by the 2/23 & 2/24
Southwest Indian Scouts of Lynwood. It was moved
by Councilman Byork, seconded. by Councilman Liewer,
and carried, that the proclamation be authorized.
The Mayor read a proclamation designating the month... YMCA month
of February as "YMCA" month. It was moved by February
Councilman Liewer, seconded by Councilman Stevens,
and carried, that the proclamation be authorized.

The City Manager reviewed the proposed ordinao~~e
recommended by the Planning Commission, and informed
the Council that a letter has been received from the
Southern California Edison Company requesting that
the public utility facilities be permitted uses i.n
the proposed M Zoned
The Mayor inquired if any one present wished ~o
speak in opposition to the proposed zone cha~ige~
Mro Nathan Benson, 3015 Indiana Avenue, South Gate,
President of the Southwestern Chapter of the
Institute of Scrap Iron and Steel, and an associate
of the Purdy Company, 10313 Alameda Street, Lynwood,
addressed the Council in opposition to elimination of
scrap metal processing under the proposed ordir~anceo
Mr. Benson described the way in which the Purdy
Company aperates its metal reclamation operation and
stated that the scrap metal processing industry is a
manufacturing type of industry and not an auto
dismantling or ,junk industry, and asked that the~~e
be a distinction between the scrap processing
industry and the auto dismantlerso
Mro Wo H~ Greenawalt, representing Southern +~~~~l.ifornia
Edison Company, 700 North Bullis Road, Compton.,
addressed the Council to ask that consideration
be given to the company's facilities being a p~srmitted
use in the proposed M Zoned
Mro Ko Fa Thompson, 2652 East 108th Street, s-poke
in opposition to corr,bining the existing M-1 and M-2
Zones into one zoned
Mro Mel~~in Stout, 2509 East Franco, Lakewood, spoke
in opposition to the proposed M Zone as it vail

acquired for use as an auto wrecking yardo
The Mayor inquired if there .were any others wi_hing
to be heard, either in opposition to or in fa~;or

the Mayor declared the hearing closedo

It was moved by Councilman Rowe, seconders by Council-
man I~~ewer, and carried, that the Counr.l send the
matter back to the Planning Commission with i~nstructians
that they send written, mailed notices to all. parties
whose uses may be .eliminated by the proposed ordinance,
and that they conduct a further public hearing with the
notices ordinarily given in the conduct af' any public
hearing, that upon the conclusion of thst they report
back to the Council and that they sper;9fi.cally
consider the suggested changes that have been proposed
during the course of this hearing this evening, and
that this hearing be continued until such a report
is received.

The Manager reported on bids received for demolition
of one-story structures on Long Beach Boulevard
between Beechwood and Sanborn Avenue (ProSect 1972-0),
and recommended that the. low bid of Viking Land '
Clearing, Inc. be accepted for. the bid price of
X3,888. Tt was moved by Councilman Stevens, seconded
by Councilman Liewer, that the Council concur in
the Manager's recommendation.

A report on bids received for improvement of

bid pr~.ce of $92,842.80.
Mro K:. ~,~ Thompson, 2652 E.. 108th Street, addressed
the Councl.l to express opposition to the i:raffic
pattern design along State Street.
It was moved by Councilman Byork, seconded by
Councilman Stevens, that the Council concur in
the Manager's recommendation.

A report on proposed ordinance prohibiting the
presence of minors unaccompanied by parents or
guardians in establishments offering nude enter~tainment_

Mr. Robert Jones, owner of Annie Wannies, 5162 East
Imperial Highway, Lynwood, informed the Council of
procedure followed to insure that no minors are
permitted in his place of business.

COUNCIL AGENDA
Discussion re Councilman Byork introduced a discussion of the
eliminating advisability of eliminating as permitted holidays

Councilman Stevens inquired .about the report he
requested previously on home security devices,
and the Manager .informed him .that Chief Dayton is
working on the report. Councilman Stevens also
commented on_the-good service being provided. by
the SPCA.
Councilman Liewer. called attention to a letter
received from Mrs. Betty Pauley, 11275 Duncan
Avenue, commending the Fire Department for their
excellent service,
All members. of .the .Council expressed to Mr. Norman
Wasserman, who was. present in the audience, their
regret that he is leaving his position as
Manager of the Lynwood Chamber of Commerce.
It was moved by Councilman Liewer, seconded by
Councilman Stevens,-and.car.ried, ..that. Mr. Me
Rice be appointed Secretary of the Planning
Commission.
Mayor Morris asked that a joint meeting be arranged
with the Lynwood .Unified School District Board
on February 28, 1973.
ORAL COMMUNICATIONS
Mr. K® F, Thompson,_2652 108th Street, commended the
Council on .the lights-on Century Boulevard from
State to Santa_Fe.Avenue. He also .asked that
catch basins be installed_on-.the-north side of Century
Boulevard at..Mar.iposa Lane to avoid flooding in
that area. Mr. Thompson asked that a traffic.
control device be placed on .Century Boulevard
at the Jorgensen Steel Plant for use when the
company's trucks are leaving the plant3
Mr. Richard C. Waranius, 12410 Long Beach Boulevard
inquired about the status of the abandoned houses,
and the. Manager .provided a progress report. He
also asked that .something be done to require
businesses with landscaping to maintain the
plantings properly.
It was moved by Councilman Liewer, seconded by
Councilman Steven, and carried, .that the meeting
be adjourned to executive session for personnel
matters, that the City Clerk be excused and
Councilman Byork appointed Clerk pro tempore.
