ADJOURNED REGULAR MEETING MARCH 7, 1973
The City Council of the City of Lynwood met in an
adjourned regular session in the City Hall, 11330 Bullis
Road, on above date at 7:00 p.m.
Mayor Morris in the chair.
Councilmen Byork, Liewer, Morris, Rowe and Stevens
answered the roll calla
Board of Education members Faist, Pierce, Solton and
Waite of the Lynwood Unified School District, acting
as a Committee of the Whole, were present to meet
jointly with the Lynwood City Council. Dr. Hyrum
Loutensock, Mr. Louis Thompson, Dr. Walter Magnuson,
Mr. Jewell Lee and Mr. Manuel Zuniga were also present.
DISCUSSION ITEMS
Discussion re Affect on municipal service of year-round school was
year-round discussed and it was the consensus of City staff, based
school upon reports submitted by the Chief of Police and the
Director of Recreation and Parks, that such a change
in class schedules would not create any significant
problems.
The "45-15" class schedule was described by Dr.
Loutensock, who also reviewed the studies that have
taken place and which will be presented to the Board
of Education for consideration at its next meeting.
Alternatives to year-round scheduling, such as half-
day sessions, were also discussed, with Dr. Loutensock
emphasizing that the Board has not yet had the information
and at this point it is a study of the possibility of
getting better use out of existing facilities rather
than putting the children on double sessions.
Improvement in public information dissemination as it
relates to City and School District matters was
discussed. Among the suggestions made to improve
communication were (1) a periodic bulletin distributed
to the community, possibly along with water billing
mailings, (2) a joint City-School public information
officer to coordinate news, (3) a feature column
in the local newspaper, to be published on a regular
basis, and (4) appointment of a liason officer between
the District and City.
The City Manager was asked to study the feasibility
of publishing a joint City-District bulletin and the
possibility of sharing a public information officer.
A report on cost estimates of a County Library-School
Administration facility under a joint powers agreement
was presented by the City Manager, who also indicated some
doubt as to whether or not the School District and County
has the ability to enter into a joint powers agreement.
Dr. Loutensock indicated that the present school
administration building is adequate at present and there
would be no reason to move unless it would be to
cooperate with the City to allow the redevelopment
of the area. Councilman Rowe suggested the possibility

that a redevelopment agency might have the power to
enter into such an agreement with the School
District, and the Manager said this is being researched
and he will have some information for the Council.
The Human Relations Committee request for programs
,_., to involve gang-oriented youth of the community
was presented for discussion. Pastor Ernest Angell
Chairman of the committee, expressed the belief
that the City has been responsive to the needs of
the majority of young people, but there is a further
need of programs to reach those with antisocial
tendencies who have not developed interest in
existing programs.
Mr. Jewell Lee Comm nted on the negative
reaction to the wor~ "gang" and suggested that
a need exists for programs after school and on
Saturday directed to the junior and senior high
sbhool age groups.
Mr. Jerry Rokos suggested that while there is
presently no serious problem one might be avoided
by an examination of recreation programs available
for the less skilled children, police-community
relations, and the possibility of having a person
who can communicate with the children and work
with them apart from the traditional recreation
programs.
Mayor Morris asked that Mr. Snavely and his group
work with Pastor Angell, the School District staff
', and Chief Darton to study areas in which those
_ young people not presently participating in
community programs might become involved.
It was moved by Councilman Liewer, seconded by
Councilman Stevens, and carried, that the meeting
be adjourned to March 8, 1973, at x:30 p.m.
