DISCUSSION ITEMS The Manager suggested the first area to be defined as the redevelopment area be that bounded generally by State Street, north side of Imperial Highway, Long Beach Boulevard to the third lot south of Imperial Highway, a line extending approximately 400 feet west of that point, south to the south side of Beechwood Avenue, and an irregular line bordering the Montgomery Ward development to Grape Street, east side of Grape Street, Fernwood Avenue. The Council was informed that the purpose in omitting the Long Beach Boulevard frontage was to take advantage of the tax increment that would result from not including that frontage of city- owned land until after the assessment roll is equalized, and that the project area can be amended to include the boulevard frontage at a later date. In discussion the Project Area Committee, Mr. Frank Fargo of Wainwright & Ramsey, consultants, explained the makeup of such a committee and the intent of the law in requiring a committee composed of resident owners, tenants businessmen and representatives of organizations.
