ADJOURNED REGULAR MEETING MAY 1, 1973
The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road,
on above date at 7000 p.m.

Items appearing on the agenda for the regular meeting of
May 1, 1973, were discussed.
It was moved by Councilman Liewer, seconded by Council-
man Morris, and carried, that the Council adjourn to
execi~.f,ive session for discussion of personnel matters.
Following the executive session, the meeting was called
to order, and it was moved by Councilman Liewer, seconded
by Councilman Morris, and carried, that the meeting be
adjourned.

The City Council of the City of Lynwood met in a

It was moved by Councilman Stevens, seconded by Councilman
Morris, and .carried, that the minutes of the adjourned
regular meeting of April 17, 1973, regular meeting of

PUBLIC BUSINESS FROM THE FLOOR
Mr. Jack Ballard, 3191 Sanborn Avenue, addressed the
Council to commend the Council for action directed
toward redevelopment of the Central Business area.
Mrs. Ida Williams, Chairman, Committee of Unity for Lynwood,
spoke in rebuttal to an article which appeared in the
Herald American newspaper concerning the Century Freeway.

The Mayor read a proclamation designating the month of
May, 1973, as Correct Posture Month. It was moved by
Councilman Liewer, seconded by Councilman Morris,
and carried, that the proclamation be authorized.

The Mayor presented a proclamation urging observance
of the week of May 13-20, 1973, as Medical Assistants
Week.
The Mayor read a proclamation designating the week of
May 6-12, 1873, as Hospital Week in Lynwood. It was
moved by Councilman Morris, seconded by Councilman
Stevens, and carried, that the proclamation be
authorized. Mr. Schure was present to accept the
proclamation.

eppi~oved Mayor to execute Grounds Maintenance agreement No. 14220•
for the 1973-74 fiscal year.
It was moved by Councilman Liewer, seconded by Councilmaq
Morris, that execution of Grounds Maintenance Agreement
No. 14220-5 be authorized.

HetZS'18 & Olanda the Manager recommended that Resolution No. 73-36
entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD AMENDING RESOLUTION N0. 67-9, DESIGNATINQ
CERTAIN INTERSECTIONS AS STOP INTERSECTIONS," be adopted
authorizing installation of stop signs at the north
and south approaches to Olanda on Harris Avenue. It
was moved by Councilman Stevens, seconded by Couneilma2'i
Liewer, that Resolution No. 73-36 be adopted.

orders, the Manager said he would review them and
report to the City Council.

DEPARTMENTAL REPOR'T'S
At the request of the Mayor, the City Manager elaborated Department
on the report on telephone system modifications contained reports
in Information Bulletin No. 73-9•
In discussing appraisal of the property at the southwest
corner of Imperia3. Highway and Long Beach Boulevard, the
Mayor asked the Manager to provide information concerning
the matter for the next Council meeting.
Councilman Morris congratulated Councilman Liewer upon his
appointment as Secretary to the Independent Cities of
Los Angeles County,
It was moved by Councilman Liewer, seconded by Councilman
Morris, and carried, that Information Bulletin No. 73-9
be received and. filed.

discussed.

It was moved by Councilman Liewer, seconded by Councilman

approved contingent upon compliance with the fireworks

Stevens, and carried, that the application of Job's
Daughters Bethel Noo 58 be approved contingent upon
compliance with the fireworks regulations.

It was moved by Councilman Morris, seconded by Councilman
Stevens, and carried, that Mr. Larry Lillard be
reappointed to the Parking Commission.
Mayor Byork commented on his endorsement of a candidate
for assemblyman in the 38th Assembly District. He also
spoke of a recent decision banning nude entertainment
and suggested adoption of an ordinance stopping any form
of nudity. The City Attorney said he would obtain a copy
of the decision.
It was moved by Councilman Stevens, seconded by Council-
man Liewer, that the City Manager cause an ordnance to
be drawn banning nude entertainment.

Oral Mr. ARchie Legg questioned the applicability of the

Mr. Mike Heffernan, of the Herald American newspaper
asked about purchasing procedures questioned earlier
in th.e meeting and was told that staff will review the
matter and report at the next meeting.
Mr. Jerry Rokos, 12217 Bullis Road, described conditions
he considers unsafe at a vacant house at 3700 Cedar
Avenue, and summary abatement action was discussed
with the City Attorney. Councilman Stevens suggested
that the owner be contacted immediately relative to
correcting any unsafe conditions.
