The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road,
on above date at 7:00 p.m.
Mayor Byork in the chair.

REGULAR MEETING_MAY 15, 1873
The City Council of the City of Lynwood met in a
regular session in the City Hall, 11330 Bu11is
Road, on above date at 7:30 p.m.
Mayor Byork in the chair.
Councilmen Byork, Liewer, Morris, Rowe, Stevens
answered the roll call.
It was moved by Councilman Liewer, seconded by Council-
man Stevens, and carried, that the minutes of the
adjourned regular meeting of May 1, 197?. regular
meeting of May 1, 1973, adjourned regular meeting of
May 8, 1973, and adjourned regular meeting of May 8,
1973, be approved as written.
PUBLIC BUSINESS FROM THE FLOOR
Complaipt re Mr. Howard Gray, Pastor of the Lynwood Community
hazardous prop.Church, 3945 Carlin Avenue, addressed the Council
concerning the condition of the property west of the
church property. He reported a number of fires and
various acts of vandalism have occurred there. The
Mayor asked the City Manager for a report on conditions
at the Carlin Avenue location as well as at 3334
Beechwood Avenue and the northeast corner of Lynwood
Road at Fir Street.
J. Lowe re Mr. Jack Lowe, 4055 Platt Avenue, addressed the
DeMolay fire- Council to ask that the Council reconsider denial of
works stand the Warren Chapter DeMolay's request for a fireworks
request stand permit as the Lynwood Chapter DeMolay wishes to
operate the stand in partnership with the Warren
Chapter.
After a brief discussion of Mr. Lowe's request, he was
informed that if he cared to file an application on
behalf of the Lynwood DeMolay Chapter it would be
considered at an adjourned meeting to be held May 22,
1873•
Request from Mr. Sly Bland, representing Church's Fried Chicken,
Church's Fried 2801 Imperial Highway, addressed the Council to
Chicken re request permission to hold a music and talent show
music & talent on the premises on May 26 and 27 from 10 a.m. to
show 5/26 & 9 p.m. each day.

It was moved by Councilman Liewer, seconded by Council-
man Morris, and carried, that the request be referred
to the administrative staff and police department for
study and report.
COMMENDATIONS AND PROCLAMATIONS

LYNWOOD," was read by Mayor Byork. It was moved by
Councilman Liewer, seconded by Councilman Rowe, and
carried, that the resolution be adopted.
The Mayor presented a copy of the resolution to Mr. Lee.

Liewer, seconded by Councilman Morris, and carried,
that the resolution be adopted.
The Mayor presented a copy of the resolution to
Mr. Saling.
The Mayor read a proclamation declaring Saturday,
May 26, 1973, as Lynwood U:.ity Festival Day. It was
moved by Councilman Morris, seconded by Councilman
~~ Liewer, and carried, that the proclamation be
authorized.
MANAGEMENT STUDIES AND REPORTS
A report containing additit~nal information on proposed
amendments to the City's contract with the Public
Employees Retirement System to provide a 5~ increase
to employees who retired prior to January 1, 1971, was
presented as requested by the City Council at the
May 1 meeting.
After discussion of the costs involved in the program,
it was moved by Councilman Morris, seconded by Council-
man Stevens, and carried, that the proposal be held over
for evaluation during the fiscal budget studies.
The Manager reported on the recommendation of the
Planning Commission that the Council adopt an urgency
ordinance prohibiting issuance of permits ror service
stations in all zones for a period of 120 days, and
presented ORDINANCE N0. 937 entitled: "AN URGENCY
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
LYNWOQD AMENDING THE ZONING ORDINANCE OF THE CITY
OF LYNWOOD PROHIBITING THE CONSTRUCTION OF SERVICE
STATIONS WITHIN ANY ZONES OF THE CITY OF LYNWOOD,"
It was moved by Councilman Rowe, seconded by Councilman
Stevens, that the ordinance be read by title only.

The Manager reported on the recommendation of the
Planning Commission that the Council adopt an urgency
ordinance prohibiting the installation of billboards
within any zone for a period of 120 days, and presented

reading. It was moved by Councilman Morris, seconded

Location of newspaper stands on public sidewalks was
discussed briefly, and the City Manager and City
Attorney agreed to study possible regulations and
report to the Council.
Report re sale A list of obsolete city property was presented with the
of obsolete City recommendation that the Council authorize the staff to
equiptr~nt proceed with the sale of said equipment.
It was moved by Councilman Stevens, seconded by Council-
man Liewer, that the sale be approved.
After the discussion of the advisability of selling
the walkie talkie radio, it was moved b.y Councilman
Morris, seconded by Councilman Liewer, that the motion
be amended to deletE item No. 13 (Motorola Walkie
Talkie radio #h1728). All members voting aye, the
Mayor declared the motion carriedo
Zone Qhapge The Manager reported that on May 8, 1973, the Planning
hearing set -- Commission, pursuant to public hearing, recommended
t'on's grocery approval of the request of Von's Grocery Company
6/19/73 for a change of zone from P-1 to C-2a on Lot 576,
Tract 2551, and recommended that the Council set
a public hearing for the rezoning of said lots on
Tuesday, June 19, 1973, at 7:30 p.m.
It was moved by Councilman Liewer, seconded by Council-
man Stevens, and carried, that a public hearing be
set for Tuesday, June 19, 1973, 730 p.m, on the
proposed change of zone of Lot 576, Tract 2551,
from P-1 to C-2a.

FINANCE REPORT
Res. 73-42 RESOLUTION N0. 73-42 entitled: "A RESOLUTION OF THE
Demands CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND
APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS
DRAWN THEREFOR," was presented. It was moved by
Councilman Morris, seconded by Councilman Liewer,
that Rescalution No. 73-42 be adopted.
Councilman Rowe questioned the propriety of paying
two invoices to TSM Company which appear to be for
service which should be covered under the signal
maintenance contract, and the City Manager was
asked to investigate.
It was moved by Councilman Morris, seconded by
Councilman Liewer, and carried, that the motion
be amended to delete TSM invoices Nos. 16E82 and
16835•
Councilman Rowe also questioned the cancellation
provisions contained in the City's agreement v~itr.

recess for five minutes. Following the recess the

DEPARTMENTAL REPORTS
Departmental The Manager was asked to see what can be done to avoid

A proposed resolution from the ad hoc Human Relations
Committee regarding the establishment of a Human
Relations Commission was presented for the Council's
consideration.
Pastor Ernest Angell, representing the committee,
gddressed the Council to elaborate on the reasons
the committee seeks commission status and to discuss
the progress made by the committee during the past
several months.
It was suggested that the City Attorney be asked to
review and report on the proposed resolution.
The application of Omal Lowery., dba Cerritos
Security, for a special permit to conduct private
patrol service was presented. After discussion with
the City .Attorney concerning new State legislation
regulating patrol services, it was moved by Council-
man Liewer, seconded by Councilman Stevens, and
parried, that the matter be tabled pending receipt
o'f information about the State regulations from
the City Attorney.
The request from Mr. H. D. Mosley for Council
authorization for re-rental of a storage building
from the State Division of Highways was discussed
With Mr. Mosley. It was moved by councilman Morris,'
Secor}ded by Councilman Liewer, and carried, that the
matter be held over to an adjourned meeting on
May 22, 1973, pending receipt of a staff report on
the request.

~'or special permits to conduct the business of guard
service filed by Wells Fargo Security Guard Services
and by ABMI Security Services be held over pending
receipt of a report from the City Attorney concerning
State legislation relative to such services.

Personnel Board to fill the unexpired term of Mr.

e Human addressed the Council to read a paper in support et the
elatiat7;S Human Relations Commission and outlining his feelings,
~xnnittee about the goals of the Human Relations Committee.
. Trlotr~son re Mr. K. F. Thompson, 2652 E. 108th Street, addressed the
raffic hazard Council to urge that steps be taken to eliminate the
t Las Flores hazard to school children passing by the tank
3~1:~#,nger manufacturing plant at Los Flores near Bellinger Avenue
which results from large trucks being parked across the
sidewalk. Mr. Thompson also ob,~ected to the use of
the information bulletin and report of Planning
Commission actions as not making information readily
available to the public.
It was moved by Councilman Stevens, seconded by Council
man Morris, that the meeting adjourn to 10:55 p.m.~
May 15, 1973.
At 10:55 p.m., the meeting was called to order and it
was moved by Councilman Liewer, seconded by Counci~.man
Stevens, and carried, that the meeting adjourn to
executive session. The City Clerk was excused from
the remainder of the meeting and the Mayor appointed
Councilman Liewer City Clerk pro tempore.
