The City Council of the City of Lynwood met in an adjourned regular session in the City Hall, 11330 Bullis Road', on Morris, Rowe and Stevens PUBLIC BUSINESS FROM THE FLOOR DeMolay fire-Mr. Jack Lowe, 4055 Platt Avenue, representing the works stand Lynwood DeMolay, addressed the Council in favor of granted granting a fireworks stand permit to the organization, pursuant to an application filed prior to the meeting. It was moved by Councilman Liewer, seconded by Council- man Stevens, and carried, that the permit be granted. Request from Church's Fried Chicken re music & talent show Mr. Sly Bland, 2909 Imperial Highway, addressed the Council concerning a request made at the May 15 meeting for permission to conduct a music and talent show on the Church's Fried chicken premises on May 26 and 27. It was the consensus of the Council that the request could be handled administratively and Mr. Bland was asked to meet with the CityManager and Chief of Police about what he proposes to do. Inquiry re Mr. Ray Delrich, representing the Los Angeles Solid Waste municipal Association, add ressed the Council to inquire about a refuse report regarding the City's proposed change to municipally disposal operated refuse disposal. He was informed that the Council has not yet studied the report in question. MANAGEMENT STUDIES AND REPORTS Report re A feasibility study on municipally owned refuse services municipally was presented by the City Manager. It was moved by operated Councilman Rowe, seconded by Councilman Morris, and refuse carried, that the report be taken under advisement. disposal Mr. Bernie Nash, present refuse contractor, spoke briefly to state CV Disposal is not leaving its contract but is only asking for a rate increase as provided by the existing contract. H. Mosley The Manager presented a report on the request of H. D. request re Mosley for Council approval of re-rental of State owned re-rental of property at 11501 Check Avenue. It was the staff State prop. recommendation that if the Council wishes to approve rental of the property that six stipulations set out in the report be included in the State rental agreement with Mr. Mosley. After discussing with Mr. Mosley what he proposes to do, it was moved by Councilman Liewer, seconded by Council- man Stevens, and carried, that the Council grant the request for re-rental of the property subject to compliance with the stipulations contained in the report, and authorize the City Manager to inform the State of Council approval. ~6~J CITY CLERK'S AGENDA It was moved by Councilman Liewer, seconded by Council- man Stevens, and carried, that the application of the American Legion Post 85, for exemption from the business license fees for operation of a fireworks stand on the south side of Imperial Highway between Alameda and Fernwood Avenue, be approved. Councilman Stevens inquired about the status of the tires on the Desser property and the P.O.S.T. survey of the Police Department. He was informed discussions with attorneys for the Desser Company are now in progress and that the P. 0. S.T. survey is delayed pending completion of remodeling of the Police building. American Legion fireworks stand permit granted Discussion re Desser Tire & P.O.S.T. survey Councilman Morris inquired about removal of the left- Inquiry re turn signals at the intersection of Atlantic Avenue signals at and Imperial Highway. He was informed that this was Irnp. & Atlantic a part of the engineering recommendations to improve movement of traffic along Imperial Highway. Mr. Richard Bowen, 3875 Cortland Avenue, addressed Discussion re the Council to comment on pilot programs being pilot program carried on to recover needed fuel through a waste re fuel waste recovery process, and suggested that such a pilot recovery program be investigated, possibly in cooperation with other agencies in the County. He suggested also the possibility of the availability of grants to conduct such a pilot program. It was moved by Councilman Morris, seconded by Council- man Stevens, and carried, that the meeting adjourn to 8.25 p.m. The meeting was called to order at 8:25 p.m., and it was moved by Councilman Liewer, seconded by Council- man Stevens, and carried, that the meeting adjourn to executive session for personnel matters. The City Clerk was excused from the reaminder of the meeting and the Mayor appointed Councilman Liewer City Clerk pro tempore.
