The City Council of the City of Lynwood met in an
adjourned regular session in the City Hall, 11330
Bullis Road, on above date at 4:30 p.m.
Mayor Byork in the chair.
Councilmen Byork, Liewer, Morris and Rowe answered
the roll call. Councilman Stevens was absent.
Also present were City Manager Wright and Assistant
City Attorney Murphy.
ORDINANCE N0. 9~-5 entitled: "AN ORDINANCE OF THE
CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING AND
ADOPTING THE OFFICIAL REDEVELOPMENT PLAN FOR
PROJECT AREA "A" AND MAKING CERTAIN FINDINGS AND
DETERMINATIONS WITH RESPECT THERETO," was presented
for second reading. It was moved by Councilman
Liewer, seconded by Councilman Morris, that the
ordinance be read by title only.
Roll Call:
Ayes: Councilmen Byork, Liewer, Morris, Rowe.
Noes: None.
Absent: Councilman Stevens.

It was moved by Councilman Liewer, seconded by
Councilman Morris, that Ordinance No, 945 be adopted.
Roll Call:
Ayes: Councilmen Byork, Liewer, Morris, Rowe.
Noes: None.
Absent: Councilman Stevens.
It was moved by Councilman Liewer, seconded by
Councilman Morris, and carried, that Councilman
Stevens' absence be excused.

Councilman Morris introduced a discussion of the
advisability of banning the sale and use of fire-
works within the city, other than public fireworks
displays. In view of the number of fire and
personal injuries related to fireworks over the
recent Fourth of July holiday, it was the consensus
of the Council that the matter be studied.
The possibility of billing the State Highway Department
or Judge Pregerson for the cost of police patrol and
fire protections for the State-owned buildings along
the freeway route was discussed, and it was moved
by Councilman Morris, seconded by Councilman Liewer,
and carried, that the City Manager be instructed to
submit bills every time there is an incident
resulting in cost to the City. The Manager said
he would provide a report on how the direction
would be carried out.
The City Attorney suggested the possibility that
FHA might be required to pay for services the City
provides, in lieu of taxes not being paid on
repossessed houses.
The City Attorney report on acquisition of the
Beltran and Torres property on Long Beach
Boulevard and demands for interest from the date
the City took possession of the property and that
taxes be prorated as of March 16, 1973. Upon
