HomeMy Public PortalAboutM 1973-08-28 - CCJ V ADJOURNED REGULAR MEETING AUGUST 28, 1973 The City Council of the City of Lynwood met in an adjourned regular session in the City Hall, 11330 Bullis Road, on above date at 7:30 p.m. Mayor Byork in the chair. Councilmen Byork, Liewer, Morris and Rowe answered the roll call. Councilman Stevens was absent. Also present was City Manager Stephen Wright. It was moved by Councilman Liewer, seconded by Councilman Morris, and carried, that the meeting be adjourned to executive session for personnel matters. Following the executive session, the meeting was called to order. Discussion re The City Manager presented his report on the proposed municipal tax rate municipal tax rate for fiscal year 1973-74 with particular reference to the rate to provide funds for the city's portion of the employees retirement. He informed the Council that the City Attorney has determined that the funds for employees' retirement shall be derived from the property tax levy, and recommended that the Council include a 32~ retirement tax rate in the tax rate resolution, making a total City tax rate of $l.ll. No recommendation was made relative to the proposal to grant a 5% increase to those employees retired prior to December 31, 1970, which would require an additional levy if approved. _ After discussion of the proposed tax levy for retirement purposes and possible alternatives, it was moved by Councilman Liewer, seconded by Councilman Morris, that the tax rate resolution be adopted. Mr. Philip Birkmaier, 5140 Century Boulevard, addressed the Council in opposition to the 10~ tax increase and presented petitions protesting the tax increase for public employees retirement system. Mr. Jerry Rokos, 12217 Bullis Road, Mrs. Ida Williams, 3964 Louise Street, Mrs. Lena Birkmaier, 5140 Century Boulevard, and Mr. Gene Green, 11253 Elm Street, addressed the Council in opposition to a tax rate increase. The motion to adopt the tax rate resolution was withdrawn. After discussion the proposal to grant a 5% increase to those employees retired prior to December 13, 1970, and the necessary tax increase for that purpose, it was moved by Councilman Liewer, seconded by Councilman Morris, and carried, that the matter be tabled. 2~)l. It was moved by Councilman Rowe that instead of increasing the tax rate 10~ for retirement purposes, that 5~ be added to the tax rate with the remainder of the necessary funds to be derived from other sources. Hearing no second, the Mayor declared the motion dead for lack of a second. Mr. Jack Ballard, 3191 Sanborn, urged that redevelopment of the business area be carried out as quickly as possible, thus helping the city's financial situation; he also commended the Council for the lighting improvements. It was moved by Councilman Rowe, seconded by Councilman Morris, that the tax rate for retirement purposes be increased 5~ and that RESOLUTION N0. 73-76 entitled: "A RESOLUTION OF THE INCORPORATED CITY OF LYNWOOD ESTABLISHING TAX DISTRICT NUMBER 1 OF SAID CITY, FIXING THE RATES OF TAXES, AND LEVYING TAXES FOR THE FISCAL YEAR BEGINNING JULY 1, 1973, AND ENDING JUNE 30, 1974." Roll Call: Ayes: Councilmen Byork, Liewer, Morris, Rowe. Noes: None. Absent: Councilman Stevens. The Mayor declared the meeting recessed for five minutes, and the meeting adjourned to executive session for personnel matters. Following the recess and executive session, the meeting was called to order. Councilman Liewer stated that as Councilman Stevens' resignation from the Council will be effective August 31, 1973, he wished to nominate Mr. Wilbert Malchow to fill the unexpired term of Councilman Stevens. As there were no further nominations, it was moved by Councilman Morris, seconded by Councilman Liewer, and carried, that nominations be closed and the Clerk instructed to cast a unanimous ballot for Mr. Malchow to fill the unexpired term of Councilman Stevens, effective September 1, 1973. Mr. Malchow was present and accepted the appointment as a member of the City Council. Councilman Morris nominated Mr. John Adams to fill the unexpired term of Mr. Malchow as a member of the Personnel Board. It was moved by Councilman Liewer, seconded by Council- ~~' man Rowe, and carried, that nominations be closed and a unanimous ballot be cast for Mr. John Adams.
