Councilmen Byork, Liewer, Malchow, Morris, Rowe answered the roll call. City Manager Wright and City Attorney Cayer were also present. It was moved by Councilman Liewer, seconded by Councilman Rowe, and carried, that the minutes of the adjourned regular meeting of September 4, 1973, the regular meeting of September 4, 1973, and the special meeting of September 11, 1973, be approved as written. COMMENDATIONS AND PROCLAMATIONS Plaque to Merwyn Mayor Byork presented an award in the form of a Ackerman City plaque to retired City employee Merwyn Ackerman. Commendation to A proclamation commending Charles D. Clark Charles Clark service to the community was read by Mayor It was moved by Councilman Liewer, seconded Councilman Malchow, and carried, that the proclamation be authorized. Mr. Ed Miller present to accept the document on behalf of Clark. for his Byork. by was Mr. Traffic Safety Week The Mayor read a proclamation designating September 9/24 to 9/30/73 24-30, 1973, as "Traffic Safety Week." It was moved by Councilman Liewer, seconded by Councilman Malchow, and carried, that the proclamation be authorized. Constitution Week The Mayor read a proclamation designating September 9/17 to 9/23/73 17-23, 1973, as "Constitution Week." It was moved by Councilman Liewer, seconded by Councilman Morris, and carried, that the proclamation be authorized and that the Mayor present a copy of the Proclamation to the Masonic Lodge at its Constitution Week observance. AWARD OF BID Atlas Eng. bid Upon recommendation of the City Manager, it was accepted - L.B. Blvd. moved by Councilman Liewer, seconded by Council- widenir~g man Morris, that the Council award the bid for the Long Beach Boulevard widening, Phase I, Gas Tax Project No. 169, to Atlas Engineering and Construction, Inc. of Long Beach, for the bid price of $226,796.05. COUNCIL AGENDA It was moved by Councilman Liewer, seconded by Councilman Rowe, that the staff be instructed to hire three firemen to bring the staff' to forty- four, and before actual hiring that a feasibility study and report of financing alternatives be presented for the Counc3.1's consideration. He also stated he was conmuriity center bldg. concerned about the Community Center building and asked that the Council give thought to the possibility of placing a bond issue proposition on the April, 1974, ballot for the purpose of building a new community center building. Councilman Morris spoke of the need for additional lighting for the rear of the library building. PUBLIC BUSINESS b'ROM THE FLOOR Discussion re water Mr. Richard C. Bowen, 3875 Cortland Avenue, suggested hydrants, FHA consideration of a requirement similar to that of houses and lic. of Los Angeles County where water hydrants located on apt. houses building sites are equipped with check valves to prohibit illegal use of water. Mr. Bowen also described the so-called "homesteading" of derelict homes and the new inspection requirements for FHA financed homes under Section 221D2. He also suggested that the Council update the city's building codes. Mr. Bowen also expressed opposition to licensing of apartment houses as businesses but not licensing commercial rentals. Mr. Richard C. Waranius, 12410 Lang Beach Boulevard, spoke in opposition to furnishing abandoned houses to welfare recipients. He also commented on the large increase in revenue he found in studying the currect fiscal budget. Discussion re dogs Mr. Nick York, 10752 San Jose, complained about dogs and urged that an ordinance prohibiting dogs on private property be enacted. The Council agreed to take the matter under consideration. Complaint re nuisance Mr. Jerry R. Snow, 3916 Josephine Street, prop. volunteered his services as an inspector and provided the following addresses where property is in need of clean-up: 11509 Fir Street, 3696 Fernwood Avenue, and a property on Century Boulevard near Wr^ight Road.
