ADJOURNED REGULAR MEETING OCTOBER 2? 1873
The City Council of the City of Lynwood met in ~~n
adjourned regular session in the City Hall, 113~;Q
Bullis Road, on above date a.t 7:00 p.m.
Mayor Byork in the chair.
Councilmen Byork, Liewer, Malchow, Morris, Rowe
answered the roll call.
Also present were the City Attorney ~.nd Ci1,;,p
Manager.
Items appearing on the agenda for the r°egular°
meeting of October 2, 1973, were discussed.
Councilman Morris asked that staff investigate the
cost of the City having its own Health Department.
It was moved by Councilman Liewer, seconded by Council-
man Morris, and carried, that the meeting adjourn
to executive session. Follovring the executive
session, it was moved by Cou.ncil.mar7 Malchow, secortde:d
by Councilman Morris, and carried, that the meeting
be adjourned.

The City Council of the City of Lynwood met in a
regular session in the City Hall, 11330 B~,llis
Road, on above date at 7:30 p.m.
Mayor Byark in the chair.
Councilmen Byork, Liewer, Malchow, Morris, Rowe.
answered the roll call..
City Attorney Cayer and City Manager Wright were
also present.
It was moved by Councilman Liewer, seconded by
Councilman Malchow, and carried, that the minutes
of the adjourned regular meeting of September 18,
1973, regular meeting of September 18, 1973, and
adjourned regular meeting of September 25, 1973,
be approved as written.
PROCLAMATIONS
The Mayor read a proclamation designating the month PTA Membership
of October, 1973, as "PTA Membershl.p Month." It month
was moved by Councilman Liewer, seconded by Council-
man Rowe, and carried, that the proclamation. be
authorized.
Mrs. Richard Armstrong, representing the PTA, was
present to receive the proclamation.
A resolution entitled: "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF LYNWOOD DECLARZNG OCTOBER
7-13 AS FIRE PREVENTION WEEK," was read. It was
moved by Councilman Morris, seconded by Council-
man Liewer, and carried, that the resolution be
adopted.

Prevention Wee
The Mayor read a proclamation designating October Oct. 12-13 - ~
12 and 13, 1973, as "Annual White Cane Days," it Cane Days
was moved by Councilman Liewer, seconded by Council-
man Malchow, and carried, that the proclamation be
authorized.
Mr. Bill Walker, Chairman of the Lions Club White
Cane Days, was present to receive the proclamation.
The Mayor asked for nominations for the Community
Stabilization Commission. Councilman Liewer
nominated Mary Virginia Brian. Councilman Morris
nominated Edward Miller. There being no further
nominations, it was moved by Councilman Liewer,
seconded by Councilman Rowe, and carried, that the
nominations be closed and the Clerk be instructed to
cast a unanimous ballot for Mary Virginia Brian
and Edward Miller as members of the Community
Stabilization Commission.
Mayor Byork introduced Mrs. Edith Mitchell the '
new member of the Real Estate Practices Commission.

AWARD OF BIDS
Concrete crass Upon recommendation of the City Manager, it was
gutter bid awarded moved by Councilman Malchow, seconded by Council-
ta Atlas Engr. man Liewer, that the Council award the bid for
the concrete crass gutter construction, gas tax
project No. 189, to Atlas Engineering and Construction
Inc., the low bidder, for a bid price of $54,867.50.

Street Light. bid The Manager reported on bids received for street
on L, B. Blvd. lighting improvements on Imperial Highway and
awarded to CT&F recommended that the bid be awarded to C T & F, Inc .
for the bid price of $8,600. It was moved by
Councilman Liewer, seconded by Councilman Morris,
that the Council award the bid far street lighting
improvement on Imperial Highway, Peach Street to
Long Beach Boulevard, Gas Tax Project No, 190, to
C T & F, Inc. for the bid price of $8,600.

MANAGEMENT STUDIES AND REPORTS
EEA Agreement The Manager reported on extension of the contract
extended to 6/30/74 with the County of Los Angeles under the Emergency
Employment Act through June 30, 1974, and recommended
that the Council authorize the Mayor to execute the
subagreement with Los Angeles County for phase down
and termination of the Emergency Employment Act,
1971-Section 69, providing program funding through
June 30, 1974.
It was moved b,y Gouncilman Morris, seconded by
Councilman Rowe, that the Council concur in the
Manager's recommendation.

Housing inspection A report on the proposed hausin~; inspection ordinance
ord. tabled which has been studied by the Planning Commission and
the Real Estate Practices Commission was presented by
the City Manager. He informed the Council that the
Real Estate Practices Commission has recommended that
action on the ordinance be deferred until it has been
submitted to the City Attorney for proposed revisions,
and the Real Estate Board has been apprised of
the conditions of the ordinance.
It was moved by Councilman Liewer, seconded by Counci.l.-
man Malchow, that the ardinarice be tabled far further
study.
In discussion of the ordinance among members of the
Council and the City Attorney, Councilman Morris
suggested that the ordinance be in the form of a
consumer protection ordinance. He also suggested that
before adoption of the ordinance that there be a staff
recommendation relative to effective enforcement of

the ordinance and personnel to carry out enforcement.
All members voting aye, the Mayor decla.~ed the
motion carried.
A report ~n the expansion of the Lynwood Redevelop- Res. 73-87
~^^ ment wgency survey area was presented by the City Expanding
Manager. °t°ne report was accompanied by a map of LRA survey
the survey area 2 and RESOLUTION N0. 73-$7 entitled area
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD DESIGNATING REDEVELOPMENT SURVEY AREA N0.
2 FOR STUDY PURPOSES." It was moved by Councilman
Liewer, seconded by Councilman MOrris, that Resolution
No. 73-87 be adopted.

FINANCE REPORT

The Manager requested that warrants Nos. 5943 and 5944
be deleted.
It was moved by Councilman Liewer, seconded by Council-
man Rowe, that Resolution No. 73-88 be adopted.

DEPARTMENTAL REPORTS
Items appearing on Information Bulletin No. 73-19 were Department
discussed, particularly the financial analysis relative reports
to proposed Fire Department hirings to replace men who
have left the department or are off duty due to health
reasons.
It was moved by Councilman Liewer, seconded by Council-

Log No. 73-9 be accepted and. filed.
It was moved by Councilman Liewer, seconded by Council-

Street Work summary be accepted and filed.

Planning Commission actions be accepted and filed.

CITY CLERK'S AGENDA
March of Dunes drivelt was moved by Councilman Liewer, seconded by Council-
1/1/74 to 1/31/74 man Morris, and carried, that the request from March
of Dimes for fund drive permit from January 1, 1874, to
January 31, 1974, be granted.
Muscular Dystrophy It was moved by Councilman Morris, seconded by Council-
drive month of Dec. man Liewer, and carried, that the request from the
Muscular Dystrophy Association for a fund drive
permit for the month of December, 1973, be approved.
White Elephant Sale-It was moved by Councilman Liewer, seconded by
Exchange Club Councilman Morris, and carried, that the Council grant
10/7/73 the request from the Lynwood Exchange Club for
permission to hold a "White Elephant" sale on the
lot west of the bowling alley on Century Boulevard
on October 7, 1973.
R. Johnson claim It was moved by Councilman Liewer, seconded by

for damages filed on behalf of Rbbert Johnson be
denied and referred to the City's insurance carrier.
COUNCIL AGENDA
Discussions re Councilman Liewer reminded tY~ose present of the annual

Councilman Liewer asked that the staff provide
information about the procedure for placing a bond

purpose of funding a new community center building.
Councilman Malchow commented on the problems of
trash resulting from high school students who
patronize the eating establishment at the corner of
Long Beach Boulevard and Magnolia and travel to the
high school along Magnolia Avenue, dropping food
wrappers and containers along the way. He asked
that the staff investigate the feasibility of placing
trash cans on Magnolia Avenue and suggested that
the school officials announce that the cans are
there.
Councilman Morris suggested that the staff arrange
a point City Council-School Board meeting.
PUBLLC BUSINESS
Richard C. Waranius, 12410 Long Beach Boulevard,
commented on the hiring of firemen and suggested
that comparisons with other cities be made of the
percentage of the total budget that is allocated to the
fire department. He also inquired about the status
of the Desser Tire storage problem.
Mrs. Eva Mesta, of Magnolia Aven~~e, asked that the
property in front of residence be posted for no parking
as has been done on the west side of Bullis Road
between Magnolia and Cedar.

Mr. Jerry Rokos, 12217 Bullis Road, commented on
parking problems resulting from automobiles
parked by those attending the adult classes during
the evening hours. He also inquired about the
possibility of setting up a fire district for
those businesses which cause high fire insurance
rates and require the use of equipment such as the
snorkel.
It was moved by Councilman Liewer, seconded by Adjournment
Councilman Malchow, and carried, that the meeting adjourn
to October 16, 1973, at 7:00 p.m.
