HomeMy Public PortalAboutM 1973-10-30 - CC~> ~~ r J ,,,, J ADJOURNED REGULAR MEETING OCTOBER 30, 1973 I The City Council of the City of Lynwood met in an adjourned regular session in the City Hall, 11330 Bullis Road, on above date at 7:30 p.m. Mayor Byork in the chair. Councilmen Byork, Liewer, Malchow, Morris and Rowe answered the roll call. Board of Education members Darton, Faist, Peppard, School Board Pierce and Waite of the Lynwood Unified School District, Council join acting as a Committee of the Whole, were present to meet meeting jointly with the Lynwood City Council. Dr, Hyram Loutensock, Mr. Louis Thompson and Mr. Richard Skok were also present. CITY COUNCIL ACTIONS ORDINANCE N0. 956 entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, ESTABLISHING A FILING FEE FOR CANDIDATES FOR ELECTIVE OFFICES OF SAID CITY" was presented for second reading. It was moved by Councilman Liewer, seconded by Councilman Morris, and carried, that the ordinance be read by title only. Roll Call: Ayes: Councilmen Byork, Liewer, Malchow, Morris, Rowe. Noes: None. Absent: None. It was moved by Councilman Liewer, seconded by Councilman Morris, that Ordinance No. 956 be adopted. CITY COUNCIL/SCHOOL BOARD DISCUSSION ITEMS The City Council was informed that no serious discussion of a school bond election has taken place as yet. Dr. Loutensock informed the Council of some of the District's problems, particularly in overcrowding of classroom facilities. A study of needs and goals is presently in progress and in connection with this, Dr, Loutensock exhibited and explained charts indicating the enrollment totals in the various schools and the ethnic background of the students.. He was asked to furnish to the City Council copies of the material displayed. Development of Lindbergh Park was reviewed by City Manager Wright, who explained that Federal funds for a portion of the cost are no longer available although City funds have been budgeted for acquisition of an additional parcel of land. After discussion of the alternatives available, it was moved by Councilman Rowe, seconded by Councilman Malchow, that the City Manager be directed to investigate possible acquisition of the lot adjacent to the existing park site. No. 956 Candidate filing fee School Bond discussion Lindbergh Park report After discussing the status of the relocation of Will Will Rogers Rogers School, it was moved by Councilman Liewer, seconded School by Councilman Morris, and carried, that a letter be sent relocation to the -State Department of Transportation urging that the remainder of the block which has been acquired for the Will Rogers School be purchased for the school. `~ E~ Lincoln School Expansion of the Lincoln School site was discussed expansion with particular reference to off-street parking. Use of the circular park and center strip on Los Flores Boulevard for off-street parking or play areas was discussed. Use of Police In discussing use of police officers who are on officers for "light duty" status because of work injuries for school school related assignments, it was pointed out assignments that each case must be considered on individual merit and must have prior approval of the State Compensation Insurance Fund. It was the consensus that use of police officers in advisory capacities would be beneficial, and Dr. Loutensock commented on the valuable assistance and cooperation the schools have received from the Police Department. Daniel Peppard Progress of the Lynwood Stabilization Commission appointed to was discussed and the Council was informed that Community the services of Mr. Jewell Lee are available to Stabilization the Commission. Mayor Byork informed those present Commission that Pastor Angell has resigned from the Commission. Councilman Liewer nominated Mr. Daniel Peppard for membership on the Community Stabilization Commission. It was moved by Councilman Malchow, seconded by Councilman Rowe, and carried, that nominations be closed. The Mayor declared Mr. Peppard appointed to the Community Stabilization Commission. Magnolia Ave. Councilman Malchow commented on the problems of trash problem trash along Magnolia Avenue and asked that additional publicity be given to the students at the high school regarding use of the containers placed along Magnolia Avenue. Dissemination Employment of a public information officer to be of public funded jointly by the School District and the City information was suggested by Dr. Loutensock. A number of suggestions were made as to possible methods of improving dissemination of public information. The City Manager was asked to report on feasibility of sharing a public information officer and various alternatives available in providing information to the community.
