funds.
Councilman Liewer reported an a meeting he and
T~Tayo.r Byork had attended. concerning changes
being made to contract cities for County police
services.
The meeting was adjourned to executive session
for personnel matters. Following the executive
session, it was moved by Councilman Morris,
seconded b,y Councilman Liewer, ar~.d carried, that
the meeting be adjourned.

regular session in the City Hall, 11.330 Bullis
Road, on above date at 7:30 p.m.
Mayor Byork in the chair.
Councilmen Byork, Liewer, Malchow, Morris, Rowe
answered the roll call.
City Attorney Cayer anal City Manager Wright were
also present.
It was moved by Councilman Liewer, seconded by
Councilman Malchow, and carried, that the minutes
of the adjourned regular meeting of November 7,
1973, regular meeting of November 7, 1973, and
adjourned regular meeting of November 13, 1973,
be approved as writteno
PROCLAMATIONS AND COMMENDATIONS
The Mayor read a proclamation designating
December 1 - 15, 1973, as Voice of Democracy
Week in the City of Lynwood.
It was moved by Councilman Liewer, seconded
by Councilman Rowe, and carried, that the proclamation
be authorized.
A resolution entitled: "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF LYN~n100D COMMENDING
GEORGE M. HUGHES FOR HIS CIVIC CONTRIBUTIONS
AND SERVICE TO THE COMMUNITY," was presented.
It was moved by Councilman Liewer, seconded
by Councilman Morris, and carried, that the
resolution be adopted.
A copy of the resolution was presented to Mr.
Hughes.
A resolution entitled: "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF LYNWOOD COMMENDING
KENNETH LORD MEMBER OF THE LYNWOOD PERSONNEL

RESOLUTION N0. 73-95 entitled: "A RESOLUTION OF

ITS POSITION ON THE INTERSTATE 105 FREEWAY," was
presented. It was moved by Councilman Morris,
seconded by Councilman Liewer, that Resolution
No. 73-95 be adopted.

The Mayor asked for nominations to fill two unexpired
terms on the Personnel Board.
Ken McJimsey & Councilman Malchow nominated Mr. J . C . Ritchey to
J.C. Ritchey appt. fill the unexpired term of Mr. George Hughes.
to Personnel Bd. Mayor Byork nominated Mr. Ken McJimsey for the
unexpired term of Mr. Kenneth Lord.
It was moved by Councilman Morris, seconded by
Councilman Rowe, and carried, that nominations be
closed.
It was moved by Councilman Rowe, seconded by Council-
man Morris, that Mr. Ritchey and Mr. McJimsey be
appointed.

Discussion re Councilman Rowe presented a draft of a resolution
setting out setting out attendance and expenditure guidelines
attendance and for various conventions, seminars and other
expenditure meetings of a similar natoure. After discussing the
guidelines advisability of establishing such guidelines, it
was moved by Councilman Morris, seconded by Council-
man Malchow, and carried, that such a resolution
be adopted and that the draft be referred to staff
and council representation for preparation of the
resolution.
The Mayor appointed Councilmen Liewer and Malchow
to work with staff on the proposed. resolution.
MANAGEMENT STUDIES AND REPORTS
Ord. first read - The Manager presented a report on the proposed
amending business revision of the business license ordinance and
license fees recommended introdu`tion of ari ordinance
entitled: "APd ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF LYNWOOD AT(iENDING PORTIONS OF CHAPTER
17 AND ADDING PORTIONS OF CHAPTER 17 TO THE CODE
OF THE CITY OF LYNWOOD RELATING TO BUSINESS
LICENSES." It was moved by Councilman Liewer,
seconded by Councilman Morsris, that the ordinance
be read by title only.
After discussing the various amendments the
following changes were made: Page 1 - Section

recommended acquisition of the property and
adoption of RESOLUTION N0. 73-96 entitled: "A
RESOLUTION OF THE CITY COUNCIL OF THE GITY OF
LYNWOOD AUTHORIZING PURCHASE OF PROPERTY NECESSARY
FOR THE 4~lIDENING AND IMPROVEMENT OF LONG BEACH
BOULEVARD."

Councilman Liewer, seconded by Counc~.l.man Morris,

and Recreation Commission to take a closer look
at the exemptions granted in tre future fo~~
organisations using city facilities.
ORAL COMMUNICATIONS
Mr. Archie Legg, 3671 Platt Avenue, asked that
consideration be given to starting the regular
Council meetings on time. He also commented
on trucks and trailers parking on Wright Road
north of Willard Lane while unloading wich lift
trucks. Mr. Legg also called attention to the
difficulty of hearing Council proceedings because
of the noisy chairs in the Counc~.l Chambers.

Mr. Richard C. Waranius, 12410 Long Beach Bcul.evard,
asked that the Council consider limiting the amo~rnt
a candidate may spend in a local erection.
It was moved by Councilman Liewer, seconded by
Councilman Morris, and carried, that the meeting
adjourn to Tuesday, November 27, 1973, at
